1 TERMS OF REFERENCE (TOR) 1. INTRODUCTION Terms of Reference (TOR) for preparation of Environmental Impact assessment (EIA) and Environmental Management Plan for building construction projects ( 1,50,000 sq.mt.) township and area development projects ( 50 ha) as per the EIA notification, 2006 has been devised to improve the quality of the reports and facilitate the decision making transparent and easy. TOR will help the project proponents and consultants to prepare report with relevant project specific data, which are easily implementable. As per the EIA notification 2006, schedule item 8 corresponds to Building construction projects / area development projects and townships. The EIA/EMP shall be prepared based on the generic structure provided in the EIA notification 2006 and subsequent amendments. The following criteria will be considered for Terms of Reference: SUMMARY OF EIA METHODOLOGY STEP I: SCOPING OF THE ASSESSMENT Own with prevailing regulatory setting and criteria Identification of Environmental Assessment (EA) Boundaries And as given by SEAC -II STEP II: ASSESSMENT OF EXISTING CONDITIONS (BES) 1. Collection of secondary data of Valued Environmental Components 2. Collection of primary data of Valued Environmental Components 3. Infrastructure Assessment Water and sewage Management : Water Supply & Disposal Solid Waste Management : Solid Waste Generation & Disposal Storm Water Drainage Rainwater Harvesting System Power Supply Roads Adequate Width Traffic Data - existing and proposed count Socio Economic Scenario STEP III: ASSESSMENT OF BES Analysis of Baseline Study Mitigation measures to be adopted with minimum cost Project interactions with the environment Assessment of project related environment effects STEP IV CONCLUSION Positive and Negative (if any) of the project Improvement in Existing Baseline Conditions 1

EIA STUDY COMPONENTS The terms of Reference for conducting EIA study for the proposed project is as per the model TOR given in Environmental Impact Assessment Guidance Manual for building construction projects by Ministry of Environment & Forests (MOEF). ENVIRONMENTAL MANAGEMENT PLAN The EMP s shall include the following elements: Air Pollution Control and Management Noise Control and Management Water Conservation Sewage Treatment Storm water management Solid, Hazardous and E Waste Management Energy Conservation and use of Non conventional energy Traffic Management Plantation, Landscaping and Land Management Management of Social Issues Occupational, Safety and Health issues Environmental Monitoring Emergency Response Plans for emergency scenarios Environmental Management System The following components will be part of the Environmental Management System: Environmental Policy. Objectives & Targets. Structure and Responsibility. Emergency Planning. Environmental Monitoring Program. Operation and Maintenance of Environmental Management Facilities like STP, rain water harvesting, landscape development, solid waste management system. Non-conformance & Corrective and Preventive Action. Short term and long term budgetary provisions for the EMP 5
