305 Public Service Policy for New Entrants in the Public Service 1 APPENDIX II Effective 1 st October, 2009, all new entrants to the public service were placed at the minimum of the salary scale or at the salary point equal to the relevant post qualifications, if that entry point was a higher value. Persons entering the Service will be compensated for the substantive post based on the minimum qualifications for the post. The practice of awarding a higher salary to applicants with more qualifications than the minimum requirement for the job was discontinued. Reassessment of salaries based on qualifications in excess of the minimum required was also discontinued. Reassessment of salaries based on years of experience remained in place only if documentary proof of experience was presented at the time of appointment. An exception to this policy may be in respect of new entrants recruited to senior positions in the service including technical and professional Heads of Departments who may be recruited specifically because of the experience they bring to a post. The Policy includes provision for the recruitment of officers for senior positions who are recruited specifically because of their years of experience and presumably higher qualifications and who may therefore be offered salaries in a scale commensurate with their years of experience. The Policy is meant to avoid: the recruitment and placement of experienced officers at the minimum of the scale, the recruitment of over qualified individuals to fill entry level posts and / or the recruitment of officers with incomplete documentation who are engaged at the minimum of the scale subject to salary adjustments to be made based on evidence of qualifications and proof of experience. 306 The formula for assessing salary based on experience: Experience outside the Public Service i. One (1) increment will be awarded for every two (2) years of relevant experience; ii. Experience inside the Public Service i. One (1) increment will be awarded for each year of relevant experience; ii. One (1) increment will be awarded for every two (2) years of partially relevant experience; iii. One (1) increment will be awarded for every three (3) years of nonrelevant experience. Public officers may obtain incremental credit for all of their years of post qualification experience but teachers are only given incremental credit for a maximum of ten years. According to the entry point at appendix I, an individual with five or more BJC subjects should be appointed at a salary of $12,900 (under the 2008 salary scale). As the post of Filing Assistant requires the individual to possess five (5) BJC subjects (inclusive of English Language), Ms. Smith will be appointed as Filing Assistant, Scale M6, at a salary of $13, per annum. Scale I / Scale IA Example 1: George Brown and John Rolle were both pursuing a Bachelors Degree in Accounting at Florida International University. Upon graduating George Brown sought employment with the Treasury Department as a Trainee Accountant (the only post available), Scale IA, and was appointed with effect from 1 July John Rolle, despite participating in the graduation ceremony, had to complete an additional course. 316 APPENDIX III Public Service Policy on Requirement for Rotation on Promotion 2 The policy that administrative officers be required to rotate amongst Ministries prior to their promotions was intended to assist officers with potential for advancement in the Administrative Cadre. However, when the workload of a particular Ministry or the overseas posting of officers could not accommodate timely rotation schedules, the careers of some of the most talented individuals in the Public Service have been stymied. Many have resigned to pursue careers in the private sector. It is agreed that rotation among Ministries is a useful training tool. However, it appears to be counter productive to punish exceptional officers by delaying their promotion because they are unable to undertake or complete a rotation exercise due to circumstances beyond their control. Therefore with effect from 23 September 2009, officers who have performed at exceptional levels on their annual Employee Performance Appraisals and in the relevant assessment exercise, may be recommended for outright promotion to the next post by The Chairman of the Public Service, the Secretary to the Cabinet, or the Permanent Secretary in the Department of Public Service. In some instances, such a recommendation might also include recommendations for an officer to act at a higher level.
