These atioal programmes are desiged to improve patiet experiece ad service delivery ad have icluded: Uscheduled Care Collaborative Plaed Care Improvemet Programme Diagostics Collaborative Scottish Primary Care Collaborative Commuity Health Idex Number Programme Eye Care Redesig ad Cataract Delivery Programme I additio to learig from the Scottish based programmes, IST look outwards to idetify the best evidece for service redesig ad collaborate with iteratioal leaders of idustry who pursue ad defie excellece ad Quality i Healthcare. They iclude the Istitute for Iovatio ad Improvemet, the Istitute for Healthcare Improvemet (IHI), ad the Advisory Board s Coucil of Iteratioal Hospitals. I all the work IST delivers, across the Istitute of Medicie s (IOM) defiitio for quality ad its six specific goals to esure cotiuous quality improvemet. They state that quality health care should be: Safe - helps cure the patiet istead of causig more ijury or discomfort Effective - provides the right services to the right people oly whe they really eed them Patiet-cetred - cosiders the patiet s prefereces ad requests i every health care decisio regardig diagosis ad treatmet Timely - provides treatmet quickly, reducig waits ad sometimes harmful delays Efficiet - targets the applicatio of resources (staff, supplies, equipmet) to maximize resource use ad avoid passig o costs to the patiet Equitable - esures that every patiet receives the same stadard of care regardless of geder, ethicity, geographic locatio ad socioecoomic status As the IHI advocates, by buildig will, geeratig ideas ad executig chage, the Improvemet & Support Team helps support the delivery of cotiuous quality improvemet i NHSScotlad.

3 THE IMPROVEMENT & SUPPORT TEAM SUPPORTS NHSSCOTLAND BY APPLYING QUALITY IMPROVEMENT SCIENCE TO PERFORMANCE CHALLENGES. The Improvemet & Support Team (IST) has three mai areas of activity: Desigig ad delivery of Natioal Improvemet Programmes i partership with NHSScotlad Developig Performace Support Programmes Workig i partership with NHS Quality Improvemet Scotlad ad others, to develop capacity ad capability for cotiuous quality improvemet. The Team s activities ad resources are aliged to the key priorities of the Cabiet Secretary for Health ad Wellbeig as expressed i the Better Health Better Care Actio Pla ad through the Heat Performace Framework. The Team supports the NHS through its expert kowledge of service improvemet, iovative ad leadig-edge practice ad by focussig o the spread ad sustaiability of evidece based improvemets. The Improvemet ad Support Team aim to support NHSScotlad to make services better for patiets ad their families. Quality Improvemet should be based o deliverig across all 6 dimesios: These are the 6 dimesios of quality as defied by the Istitute of Medicie.

4 NATIONAL IMPROVEMENT AND SUPPORT PROGRAMMES IST will have three Natioal Improvemet Programmes from April 2008: Metal Health Collaborative Programme i partership with NHS Greater Glasgow ad Clyde. Log-Term Coditios Collaborative Programme i partership with NHS Tayside, which will icorporate the fial wave of the SPCC programme. 18 Weeks Referral to Treatmet Time Improvemet Programme which is part of a itegrated delivery approach beig plaed across the Health Delivery Directorate ad will be developed i partership with NHS Lothia. PERFORMANCE SUPPORT PROGRAMMES I additio to Natioal Improvemet Programmes, IST develops ad delivers tactical support which addresses potetial performace issues to support NHS Boards to meet key HEAT targets. CAPACITY & CAPABILITY BUILDING I additio to providig support for service redesig, the Improvemet & Support Team hosts a series of evets, traiig sessios ad workshops which help build capacity for service redesig ad sustaiable improvemets. These evets are offered i a variety of locatios all over Scotlad ad iclude Core Improvemet Skills Traiig, Regioal ad Programme specific evets ad Master Classes.
