2 Project Location: The project is located along a 75-mile reach of the Santa Ana River in Orange, San Bernardino and Riverside Counties, southeast of and adjacent to metropolitan Los Angeles, California. The Santa Ana River basin, drains 3,200 square miles (8,288 km 2 ) and is the largest watershed in Southern California. The total project cost is $2.1 Billion. SARM Project

12 Santa Ana Regional Interceptor (SARI) Line The SARI Line is a sanitary sewer line that conveys raw sewage from Orange County, and wastewater from agriculture, commercial and other sources from the Inland Empire, to Orange County Sanitation District ss treatment plant, a distance of approximately 23 miles. The SARI line was originally buried about 15 to 20 feet below ground. However, after years of flood flows, the cover over the line has degraded to the point that some areas are dangerously exposed and could be compromised if flows of 5,000 cfs or higher were released from Prado dam. The SARI Line was clarified to be a construction element (LERRD) of the Santa Ana River Mainstem Project in WRDA 2007, Sec Orange County s segment is currently constructing their segment ($49M for construction) Riverside s s segment is currently in design and is scheduled to award in July ($12 Million) SARI Line original estimate was $132 Million.

23 Project Issues Issue -The completion of Reach 9 is the immediate issue for fully operating Prado Dam at the designed flow of 30,000 cfs. Background Phase 2A, Phase2B, and Phase 3 must be completed for scour protection. The SARI line must be relocated and operational to allow advantage of the improved level of protection now afforded by Prado Dam. The earliest date to operate Prado Dam outlet at 30, cfs is September Solution Top priority is given to Reach 9 for funding

24 Project Issues Issue - Orange County Flood Control District has recently informed the Corps that funds are currently not available to acquire the lands in order to meet the optimal schedule for the Spillway construction at Prado Dam. Background - Orange County will be owed $134 million from the California Subvention Program, but the state is not capable of paying this amount in the foreseeable future. The County looked to WRDA for a solution to the funding shortfall. Section 103(a)(4) of WRDA 1986 addresses deferred payment of sponsor contributions if the contribution is greater than 30% of the project cost, with repayment starting at the completion of the project over a negotiated period of up to 15 years. This 103 deferral would act as an interim measure until the state eventually pays Orange County the subvention funds. They estimate that remaining LERRDs will cost $240 million, with $70 million required as a deferral. Solution - A letter to request a Sec. 103a deferral is in preparation by the Flood Control District.
