6 Free Flow of Skilled Labour ASEAN Economic Community Blueprint: One of the Strategic Objectives: Collective actions for managed mobility or facilitated entry for the movement of natural persons engaged in trade in goods, services, and investments, according to the prevailing regulations of the receiving country.

7 Inter-Sectoral Action: Education and Training Governance: Capacity Building for NQFs Project Project under the ASEAN-Australia-New Zealand FTA Economic Cooperation Work Programme Objectives: Increase trade in services, particularly education services and the temporary movement of natural persons, through the development of mutually comparable NQFs based on a common reference framework. Strengthen education and training systems within each country through the development of policy frameworks for NQFs.

8 Inter-Sectoral Action: Education and Training Governance: Capacity Building for NQFs Project Task Force on ASEAN Qualification Reference Framework (AQRF) Inter-sectoral cooperation: Ministries in charge of trade in services, labour, education, and qualification agencies. Chair: the Philippines Vice-Chair: Indonesia Objective: design an ASEAN Qualification Reference Framework by 2014

9 Inter-Sectoral Action: Education and Training Governance: Capacity Building for NQFs Project Work of the Task Force on AQRF Newly established in August 2012 Draft ASEAN Qualification Reference Framework is in progress Finding the right balance: suitable levels for ARQF, descriptors flexible enough to accommodate different NQFs Reference document to promote compatibility of NQFs (vs. mutual recognition?)

10 ASEAN Socio-Cultural Community Action Line: (ASCC) Blueprint Establish national skills frameworks as an incremental approach towards an ASEAN skills recognition framework. ASEAN Labour Ministers Meeting (ALMM) ALM Work Programme

11 Actions: Labour Sector The 3rd ASEAN Human Resources Conference (May 2012, Phnom Penh, Cambodia) Recommendations: Consultations with TVET institutions, industry and social partners in ASEAN Member States; Work towards comparability of national skills standards; Improve the quality of human resources and education, including TVET and skills training; Strengthen the national labour market information systems;

12 Actions: Labour Sector An ASEAN project led by Indonesia to develop an ASEAN Guideline on Skills Recognition Arrangement that can be used as a reference in mutually recognising skills frameworks in ASEAN Member States [planned to start in 2013] Ad-hoc task force of technical-level officials to be set up

13 Protection and Promotion of the Rights of Migrant Workers ASCC Blueprint: Strategic Objective: Ensure fair and comprehensive migration policies and adequate protection for all migrant workers in accordance with the laws, regulations, and policies of respective ASEAN Members States as well as implement the ASEAN Declaration on the Protection and Promotion of Migrant Workers

14 Implementation of the ASEAN Declaration on the Protection and Promotion of the Rights of Migrant Workers ASEAN Declaration on the Protection and Promotion of the Rights of Migrant Workers, signed by the Leaders on 13 January vmandated Member States to promote fair and appropriate employment protection, and adequate access to decent working and living conditions for migrant workers vacmw was established in September 2008 reports to the SLOM vacmw adopted its Work plan which focuses on four thrusts

15 Implementation of the ASEAN Declaration on the Protection and Promotion of the Rights of Migrant Workers 4 strategic thrusts of the ACMW Work Plan: Step up protection and promotion of the rights of migrant workers against exploitation and mistreatment Strengthen protection and promotion of the rights of migrant workers by enhancing labour migration governance in ASEAN Countries Regional cooperation to fight human trafficking in ASEAN Development of an ASEAN Instrument on the Protection and Promotion of the Rights of Migrant Workers

16 Implementation of the ASEAN Declaration on the Protection and Promotion of the Rights of Migrant Workers On-going projects of the ACMW: 1.Policy Repository to promote best practices in migrant workers management policies 2.ASEAN Forum on Migrant Labour 3.Drafting of the ASEAN instrument on the protection and promotion of the rights of migrant workers

17 Implementation of the ASEAN Declaration on the Protection and Promotion of the Rights of Migrant Workers ASEAN instrument on the protection and promotion of the rights of migrant workers: ASEAN Member States agreed to take a phased approach in the development of the instrument starting by focusing on issues which are comfortable to all ASEAN Member States, in line with the existing national laws and/or policies, and in accordance with the 2007 Cebu Declaration. ASEAN Member States has also agreed on the time lines of the phased approach as the following : Phase I by the 6 th ACMW Meeting in 2013, Phase II by the end of 2013 and Phase III by the end of 2014.
