2 Article Details 20" 40" F E F E 1 2 Discharging / loading of Import/Export, full/empty s. Container transportation (by terminal's means of transport) from shipside to terminal's import yard, or from export or empty yard to ship side, this rate includes: Lift full import on the means of land transport and unloading it when return back to the terminal as empty. Lift full export off the means of land transport. Lift empty import on the means of land transport (if the Egyptian Exporter desires to stuff the cargo outside the terminal). Or shift (one move) from one yard to another (as client/his agent request), This Price includes means of land transport and the associated lift on lift off Discharging of transshipment/transit from ship's railing to the respective terminal yard, and reloading on another ship. This rate includes: Ordinary and additional lashing & Unlashing. storage for 15 days Re-stowage: Full/Empty Within the same ship's hold. From hold to another or via Quay Opening and closing ship's hatch cover 140 Opening and closing ship's hatch cover by wires. 280 Rates include lashing and unlashing. 5 General terms and conditions 1- In case DCHC performs loading plan as line / his agent requests a surcharge of 3 U.S. Dollar (three) for each in the plan to be added to the stevedoring charges for the account of the shipping line. 2- In case DCHC grants permission for a ship to use its own gears for loading /discharging of s the same stevedoring rate mentioned in this tariff will be charged to the line. 3- Before the ship berthing, if the Shipping line / his agent changes the entire loading plan and deliver a new one, a surcharge of 2,200 U.S. Dollar (two thousand and two hundred) to be charged to shipping line. If the line amended the same delivered loading plan, a surcharge of 3 U.S. Dollars (three) for each amended to be collected from the line. If such changes required after the ship berthing, a surcharge of 3,300 USD Dollar (three thousand and three hundred) per hour to be charged to the line, in addition to the above mentioned rates. 4- In case of DCHC agrees to perform services on the official Holydays, in accordance with the Ministerial decree 3 /1982 ( and its amendments ), the following surcharges will be charged to the line in addition to rates stated in this tariff: For transit s: a surcharge of 45 U.S Dollar (forty five) for each discharged or loaded. For Local Import / Empty Export and shifted : a surcharge of 50% of the stevedoring and transport rates. Full export loaded with local Egyptian cargoes will be exempted from this surcharge. DCHC in principle will not work on the first day of Biaram feast Eid AlFitr), and the first day of Great Biaram feast (Eid AlAdha). 5- A Container loaded with special cargoes that require special handling (trailers, tractors, loaders, yachts, and similar items), the equivalent volume of cargo shall be calculated and transferred to 20" measurement, and the handling and storage charges will be doubled. - If a discharged at Damietta to be transported to another Egyptian port by land, Rail or Inland waterway, it shall be charged at Damietta as a transit, and as local import at the port of destination. And when return back as empty for loading from Damietta port the shall be treated as empty export. Effective 1 st January 20 4 Container Terminal Tariff
6 7- Empty s transported to Damietta by land, for loading on a ship, will be treated as following: If transported to DCHC by truck: rates stated in articles (1) and (2) in table will be applied. If transported to DCHC by Rail: rates stated in articles (1) and (2) in table will be applied. 8- Articles (1) and (2) will be applied for local import full transported to DCHC - from another port - by Rail or Road. 9- All charges imposed by the local authorities during the handling operations to be charged to the party concerned or the line, including customs overtime and other relevant authorities. 10- If the vessel delayed in arrival / berthing for more than two hours after its scheduled arriving time due to ship/line's reasons, the line shall pay a penalty of 3,300 U.S. Dollar (three thousand and three hundred) per hour of delay for labor and equipment standby, with maximum period of six hours, where after the vessel will lose its turn in berthing. This does not apply in case the instruction to delay berthing was given by the terminal or port authority. - A vessel that completed cargo operations must leave the berth within one hour (subject to weather conditions, and availability of port authority equipment), a penalty of 3300 U.S. Dollar (three thousand and tree hundred) per hour shall be charged without maximum stay on the berth, DCHC has the right to request the port authority to unberth the vessel on account of the line. 12- For export s loaded with Egyptian export cargo, DCHC granted a discount of 50% on rates stipulated in articles (1), (2), (5),(),(15) in table of this tariff,while export loaded with non Egyptian cargoes will be treated as full local import s. 13- If required, any additional lifting on/ lift off the mean of land transport the following rates will be applied: 20" FULL 40" FULL 20 EMPTY 40" EMPTY $33 $33 $17 $ For local import and export full/empty s, payment will be in Egyptian pound according to the rates in this tariff, using the exchange rate on the ship arrival day (stated in the statement of facts) without considering the delivery terms in the Bill of lading. 7 15- DCHC Board of Directors has the right to relieve/reduce the fines mentioned in articles (3), (10), () of this tariff. 1- DCHC Board of Directors has the right to sign contracts with shipping lines include reductions on some items of this tariff. 17- Volume rebate : For the non contracted shipping lines, a discount on the actual transit discharge s (boxes) will be given at the end of each year, according to the following: From 1 to From to From to From to More than None $ 2 per box $ 4 per box $ per box $ 7 per box 18- If a transit empty allocated to be stuffed with export cargo, it will keep the advantages of transit s until the stuffing date, then its category will be changed to local export Container, the total storage free period is 15 days and priority will be given to full export status. Example: a full export stays for 3 days before loading, the storage free days for it as an empty transit will be 12 days. 19- Import empty s or empty s that arrive to DCHC over land, if allocated to be stuffed with local export cargo, it will be free of storage charges period for 10 days for both empty and full status and priority will be given to full status. Example: staying as full for 4 days, the free days for it as empty will be days. 20- Import empty s or empty s that arrive to DCHC over land do not enjoy any free of storage charges period if send out by land to another port for loading. 21- For any reason, if the contents of local import stripped and not stuffed again, a storage charges for contents equal to the double of relevant size will be charged (with one day free to contain),in addition to the storage charges of the itself. 8 22- Containers need to be isolated in a special area for reasons related to environmental risks, harmful cargo leakage, smell of harmful Emissions, etc. Will be treated as following: - a surcharge of 33 U.S Dollar (thirty) per day for the first three days,and starting from 4 th day charges will be doubled to the line account. - A firefighting car may accompany a (if required), a surcharge of 0 U.S. Dollar per day will be charged to the line. 23- Full import s that transported by land to DCHC from another Egyptian port will have free days from storage charge as Empty, when exit DCHC to load from another Egyptian port, as following : NO. of s (box) days for empty every 3 months From 1 to 599 None From 00 to day from first From 900 to 99 5 day from first From 1200 to day from first 2400 and more 10 day from first 24- On official Holydays and Fridays a surcharge of 10 U.S. Dollars will be collected for full import s( or indirect transit s that treated financially as full import s) 25- No free days of storage charges for indirect transit or full import s that move to any custom warehouses in Damietta region other than DCHC. 2- Upon request of the concerned party for additional ( / cargo) security, 25 U.S. dollars will be collected for each or its content per day. 27- In case of stuffing/ destuffing local export (Egyptian export) a surcharge of 4 U.S.dollars to be collected as a yard cleaning. 28- Rates of this tariff will be reviewed according to market conditions. 29- Any services not shown in this Tariff will be agreed on before carrying out the service.
