3 Preface The nursing workforce consists of three regulated professions in Canada: registered nurses (RNs), licensed practical nurses (LPNs) 1, and registered psychiatric nurses (RPNs). 2 Members of these distinct professions work in a variety of roles and settings across the continuum of health services. Since 1980, the Registered Nurses Database (RNDB) has tracked the supply and distribution of registered nurses in Canada. This workforce data has contributed significantly to health human resource research and policy development in Canada and internationally. The Canadian Institute for Health Information (CIHI) assumed responsibility for RNDB data collection and processing from Statistics Canada in 1996, and for publication of RNDB data in To increase the comprehensiveness of the national nursing database, collaborative relationships were developed in 1999/2000 with provincial/territorial LPN and RPN regulating authorities. These relationships resulted in the establishment of a minimum data set for LPN data in spring 2000 and a minimum data set for RPN data in spring Thanks to the cooperation of the regulating authorities, CIHI now collects and reports supply and distribution information for all regulated nursing professionals in Canada. This document Registered Psychiatric Nurses System Data Dictionary and Data Submissions Specifications - Version 2.0 was created to facilitate the collection and submission of RPN data across Canada. Similar documents exist for RN and LPN data. Section 1 presents the minimum data set for RPNs in Canada and a detailed data dictionary. Section 2 contains the data submission specifications. Changes to this document may occur from year to year. For this reason, a revised version of the document will be distributed to RPN regulating authorities on an annual basis. In some jurisdictions the terms registered practical nurse or registered nursing assistant are the accepted terminology. 2 RPNs are educated and regulated as a separate profession in British Columbia, Alberta, Saskatchewan and Manitoba only.
4 Section 1 Registered Psychiatric Nurses Minimum Data Set and Detailed Data Dictionary Introduction The scope of practice for registered psychiatric nurses (RPNs) is expanding and health care reform is changing how health services are organized and delivered. Without a minimum data set and standardized definitions, data editing and entry is subject to a variety of interpretations at the provincial/territorial and national levels. This data dictionary has been developed to facilitate the placement of data into existing categories and to enhance the comparability of data across the nation. As a result, some data may not appear to fit into the categories stated in the current data elements. To guide the collection of RPN data, initial consensus was reached in November 2001, then finalized in January 2002, on the data elements to be collected each year. The elements are reviewed by data providers and CIHI each year to ensure that the elements appropriately reflect the RPN profession. The data dictionary is divided into the minimum data set and the detailed data dictionary. The minimum data set for registered psychiatric nurses in Canada contains the list of agreedupon elements. For each element of the minimum data set, the detailed data dictionary lists the definitions, rationales for inclusion and sub-elements. The sub-elements are the varied terms specific to each provincial registration form that should be included (or mapped ) to each element. It is anticipated that the use of the dictionary will facilitate the collapse of the data and will allow for a more valid national perspective within the nursing community. Personal Care Home Nursing Home Convalescent Centre Geriatric Facility Intermediate Care Extended Care Residential Care Facility Stand-alone organization that has its primary focus the care, treatment, training and community preparation to target persons with developmental handicap/disability. Habilitation Services Group Home Boarding Home Developmental Handicap/Disability Agency Transition home Brain Injury Program Home Care Agency Organization that has as its major focuses the provision of services to support health care in the client's home. Home Care Agency VON Home Care Program
6 Business/Industry/ Occupational Health Office Organization that has as its major focus the health of workers. Private Nursing/ Psychiatric Nursing Agency Agency/Private Duty Agency that markets nursing/psychiatric nursing services for hire. Private Company Physician's Office/Family Practice Unit Centre which is organized around the delivery of health care primarily by a physician or group of physicians. Self-employed / Private Practice Educational Institution Organization in which learning is the major focus. Association/Government A national, provincial, territorial, regional or municipal organization or government that deals with policy development and/or the protection of the public (excluding a Correctional Agency). Correctional Agency Stand-alone organization/ facility that has as its primary focus the treatment and rehabilitation of persons detained or on probation due to a criminal act.
