3 The roadmap for CNS facilities implementation is proposed in this document 1. Communication : Communication is an essential component for efficient ATM system both for air-ground communication as well as ground to ground coordination. 1.1 Current Status Voice Communication : - VHF (Voice) Communication is used for direct Pilot- Controller communication - Two-way VHF communication available at all operational airports for aerodrome control and approach control requirements. - For Area Control Centres, to meet the extended coverage requirement beyond line of sight coverage, the same is met by implementation of RCAG remote stations. Presently, 13 remote stations controlled from Kolkata, Chennai, Mumbai Trivandrum and Delhi have been established. 4 The coverage is not seamless and there are some gaps. To fill these gaps, 9 more remote stations are planned to be commissioned by May / June Controlling Station Kolkata Delhi Ahmedabad Nagpur Controlled Stations Jharsuguda, Katihar, Shillong Jodhpur, Amritsar, Sundarnagar Udaipur, Bhuj Bhopal Upon implementation, VHF communication from the Area Control Centres will be available throughout the continental airspace above 20,000 feet HF R/T : For air-ground communication over oceanic airspace, HF R/T is available at Delhi, Mumbai, Kolkata and Chennai. HF R/T can also be used in these areas where VHF coverage cannot be achieved. 4

5 1.1.2 Data Communication : Air-Ground Comunication Using Data Link : CPDLC (Controller Pilot Data Link Communication) provides data communication in oceanic airspace and this facility is available at Delhi, Mumbai, Kolkata and Chennai Other Facilities : DATIS is available at 17 airports namely Jaipur, Guwahati, Kolkata, Ahmedabad, Calicut, Chennai, Cochin, Hyderabad, Trivandrum, Mumbai, Patna, Aurangabad, Nagpur, Pune, Delhi, Lucknow, Bhubaneshwar. DATIS automatically broadcasts airport and met information on dedicated VHF frequency. 1.2 Near / Medium Term Plan VHF Voice Communication : a) VHF coverage upto 10,000 feet and above in ACCs b) Overlapping VHF coverage in ACCs to ensure positive control and dynamic sectorisation c) VHF networking to support consolidation of sectors during lean traffic and deconsolidation during peak traffic periods Data Link Communication : Data link for Pre-departure and Departure clearance for Delhi, Mumbai, Kolkata and Chennai and other major airports. Establishment of a network connecting all DATIS to support data link services on DATIS. 5

6 1.3 Other AIDC to communicate between Area Control Centres Commissioning of Dedicated Satellite Communication Network (DSCN) linking 80 airports for exchange of voice and data for various services like RCAG, VHF ground to ground communication and networking of radars. Provision of DATIS (Voice) Services at 29 additional airports namely Varanasi, Vadodara, Ranchi, Coimbatore, Mangalore, Trichy, Bhopal, Indore, Dibrugarh, Agartala, Rajkot, Amritsar, CATC, Raipur, Gaya, Imphal, Dimapur, Udaipur, Khajuraho, Madurai, Bhavnagar, Surat, Dehradun, Vijaywada, Tirupati, Gondia, Jabalpur, Hbuli, Bhuntar. 2. Navigation : 2.1 Ground Based Conversational Navigation : Following infrastructure is available for providing navigation : NDB (57) DVOR (83) DME (84) ILS (45) 6

7 NEAR TERM PLAN DVOR / DME at Allahabad, Chakeri (Kanpur), Mysore, Pantnagar, Porbandar, Agatti, Simla, Lucknow, Baramati, Diu, Kolhapur, Rajahmundary, Bhuntar, Dehradun, Gorakpur, Pathankot and Nasik. ILS at 16 additional airports namely Gaya, Silchar, Pune, Tirupati, Surat, Gondia, Vijaywada, Belgaum, Hubli, Port Blair, Porbandar, Dehradun, Bagdogra, Agra, Lengpui and Lilabari. CAT-II ILS for both ends of 3 rd Runway at IGI Airport. ILS for Secondary Runway at Kolkata and Chennai ILS for reciprocal end of runway at Calicut Ground Based Augmentation System (GBAS) at Delhi and Mumbai. GAGAN Project, being executed jointly by AAI and ISRO, to be commissioned by December Surveillance : 3.1 Current Status Continental : ASR / MSSR are provided at 9 airports namely Mumbai, Delhi, Kolkata, Chennai, Guwahati, Ahmedabad, Trivandrum, Hyderabad, Bangalore. ARSR / MSSR at Delhi and Mumbai. MSSR at 4 airports namely Mangalore, Nagpur, Varanasi, Behrampur. 7

8 Oceanic : ADS-c / CPDLC available at Delhi, Mumbai, Kolkata and Chennai. Airport / Ground Surveillance : ASMGCS available at Delhi Airport NEAR TERM PLAN ASR / MSSR at Amritsar and Cochin Additional ASR / MSSR at Delhi and Mumbai Additional MSSR at Kolkata and Chennai 7 additional MSSRs at Jodhpur, Bhopal, Porbandar, Bellary, Vizag, Jharsuguda and Raiganj for filling up surveillance gaps in the continental airspace for seamless surveillance ASMGCS at Mumbai, Kolkata, Chennai, Hyderabad and Bangalore for airport / ground surveillance. LONG TERM PLAN High density areas to be covered by multiple radars ADS-B / multi-latration to supplement en-route MSSRs for any other areas. 4. ATM Automation : New ATM Automation System being provided at Hyderabad and Bangalore. ATM Automation at Delhi and Mumbai are being upgraded. 8

9 ATM Automation System available at Kolkata, Chennai, Ahmedabad, Trivandrum, Nagpur, Guwahati, Varanasi to be upgraded. NEAR TERM PLAN Integrated ATM Automation System at Chennai and Kolkata with multi radar tracker and multi sector operation Tower Automation at a number of airports Upgraded ATM Automation System at Guwahati, Nagpur, Mangalore, Trivandrum, Ahmedabad and Varanasi. 9
