1 STRATEGIC PLAN
2 PURPOSE The strategic plan is the blue print for the future of Cricket in Singapore. It outlines the strategic objectives needed to achieve our vision. In doing so it builds on the previous development efforts. The strategic plan provides a broad framework for the future decision making and provides the foundation for the preparation of annual operational plans. These plans will provide details of how each strategic objective will be achieved on an annual basis.
3 Vision To develop the game by making cricket a recognised and enjoyable sport for all levels and ages of players in Singapore by embedding cricket into the cultures and passion of the people of Singapore. Mission Statement SCA s Key values are embedded within our mission statement: Singapore Cricket Association is the guardian of a contemporary game in Singapore. SCA is an accessible, financially viable, vibrant, performance driven organization. Self sufficiency is valued within SCA, member associations, clubs, players and other stakeholders of cricket. We aim to be the top echelon of cricket associations in this region in all aspects of our organization.
4 Mission Statement Objectives Guardian: Develop a self-sufficient and well administered National Cricket Body Spread the game of cricket to all the constituencies in Singapore and be the advocate for the game at national level. Uphold and promote the positive values associated with the spirit of cricket. Clearly defined and communicated roles of SCA and its member associations/clubs which will ensure efficient delivery of the game. Be the leading gateway for development of cricket in Singapore through emphasis on Administration/Governance, Education, Player Pathways, High Performance and Facility Development. Quality governance and administration Innovative presentation of the brand cricket. Career development systems for staff, coaches, and players. Financially viable with appropriate sustainable funding

Strong and viable professional culture, Cost effective, quality facilities, Relevant playing options, Broad participation (active and passive) Responsive to stakeholders needs. Performance Driven: Defined success measurements in the following areas: Sustained demand for grass roots cricket. Competitive representative teams, High proportion of national representation Sustained financial performance
6 Mission Statement Objectives Self sufficiency: Retain strong independent governance procedures while supporting the national vision. Encourage strong governance and independence of all affiliated members, within the bounds of the SCA strategic plan. Encourage self sufficiency among our elite players in their cricket and life skills. Standards of Excellence: Set our own standards based on possibilities rather than related to what others do. High standard of communication with all stakeholders, International Cricket Council, Asian Cricket Council and cricket public.
7 SCA s primary roles are: ROLE DEFINITION To provide leadership and quality control in all areas related to cricket in Singapore. To manage the business of cricket in Singapore responsibly. To fulfill responsibilities to cricket and to the cricket world s governing body International Cricket Council and to the Asian Cricket Council. To identify talented players from junior development programs who have the potential to represent Singapore, and develop their skills through an integrated High Performance programme. To provide excellent playing facilities for training. To assist, support and resource the affiliated members role in growing cricket participation. To provide standards for selection of representative teams. To assist members in developing cricket playing and training facilities. To assist members in fund raising for sustainable development programs. The member club role is: To service and provide for the grass roots development in their respective district. To identify talented players within their district and develop their skills. To ensure the district s playing and training facilities are of suitable quality to attract participants. To manage the business of their association responsibly. To fulfill regional responsibilities to national governing body SCA and support SCA s national objectives.
8 Strategic Plan Framework The Cricket Singapore Strategic Plan is designed around 5 key areas: Governance / Administration Pathway Performance Education Facilities Priority Target Strategies Good Governance Pathway High Performance Coach Education Home Ground of Cricket Professional Administration Non ICC Income Promotion Resources Domestic Competitions Women s Cricket ICC Tournaments Elite Opportunities Umpire Education Cricket Administrators Program Leadership Work with stakeholders to develop more grounds Source suitable equipment supply options
9 KEY AREA 1: GOVERNANCE AND ADMINISTRATION OBJECTIVE: SCA will set the highest standards of management through adopting and sharing best management practices in the areas of governance, management, operations, finance, marketing and communications. STRATEGIES: 1.1 Governance Have appropriately skilled board members (and fill all Board positions) Constitution updated annually Set up Regional Sub Committees (If Applicable) Conform with all of the ICC Membership Criteria Fit in with National Sports governing structures (ie. SSC) and form strategic alliances that will support Cricket in Singapore. 1.2 Professional Administration Have an employment structure (CEO, COM, DM, HPM) and organisational structure with clear job description for each position. Development of Indigenous talent Appropriate office set up Annual appraisal and salary review system / HR practices Adequate insurance

(EU Grants) National Team Sponsors. Primary Domestic Competition sponsor. Set target for total Non ICC income including VIK. Where possible look for VIK sponsorship. Major function / awards dinner fundraiser. Alternative revenue streams (Cricket Tourism). Involving embassies of all commonwealth countries.
12 KEY AREA 1: GOVERNANCE AND ADMINISTRATION 1.4 Promotion & Marketing Appointment of a Brand Ambassador (Celebrity) Engage a professional PR consultancy Functional interactive website Produce Regular newsletters Host international ODI s involving test playing countries Submission of Annual Awards nominations Conduct annual media seminar / meeting for local media Regular coverage on local press. Local TV coverage / local radio Access to International cricket coverage Encourage and endorse local T-20 tournaments which invite foreign clubs.
13 KEY AREA 2: PARTICIPATION / PATHWAY OBJECTIVE: Singapore will continue to grow the participant base of the game throughout the island through an integrated development program targeting schools by working closely with the education department. It is recognised that growth in this area will only be achieved through a strong school s competition structure and accordingly the emphasis at all times will be on sustainable long term development with appropriate infrastructure and support systems. STRATEGIES: 2.1 Establishment of clearly articulated and logical player pathway Grassroots programme (Similar to the Milo In2 Cricket) Inter Schools / Club Cricket From introduction to playing to competing Involvement of multiple districts/zones Converting Junior Involvement to Junior Playing Set targets for number of competitions & teams at various age groups Junior Involvement strategies

17 OBJECTIVE: KEY AREA 3: HIGH PERFORMANCE SCA will provide an environment for elite cricketers that encourage and fosters excellence and personal development, while ensuring Singapore will produce representative teams which will realistically compete in International championships and have a high proportion of Singaporean representation. STRATEGIES: 3.1 High Performance Establishment of High Performance Centre / environment Provision of High Performance equipment Appointment of HPM s / National Coaches Analyst programs / software Establishment of Annualised High Performance Program Annually appointed Coaches & Managers for all National Teams Adopt appropriate selection policies & processes Appoint annual National selectors to complement ICC tournaments Player contracts and player development within cricket and as people Talent Identification process and identifying annual squads
18 KEY AREA 3: HIGH PERFORMANCE 3.2 ICC Tournaments Excel in regional (ACC) tournaments at all levels Set WCL targets Participate in U19 s or qualify for U19 Global tournaments Focus on qualifying women s team into Global structure Focus on developing a specialist T/20 team 3.3 Elite Opportunities Touring teams to tour Singapore Premier clubs / State Teams from Australia/India tours Singapore Bi/Tri lateral Series Investigate Elite Opportunities International Player placements T20 competition (premier league style) SEA Games & Asian Games Beach Games
19 KEY AREA 4: EDUCATION OBJECTIVE: SCA will use the services of ICC /ACC development staff and identify state association partners from Australia and India to provide high quality programs in the education of Players, Coaches, Umpires and Administrators in order to successfully run an efficient National Cricket Program. STRATEGIES: 4.1 Coach Education Recruit Use State Partners appropriately Retention Have coaches for all leading domestic teams Maintenance of database for accredited coaches and instructors Every development officer is a minimum Level 1 coach
20 KEY AREA 4: EDUCATION 4.2 Umpire / Scoring Education Recruit Delivery of courses Accreditation of L1 instructors Retention Development of Umpire Association / sub-committees National Umpire Panels Active in domestic competitions Provision of Resources Create opportunities to get international exposure. 4.3 Cricket Administration Program (CAP) Delivery of Administration Courses Accredited Administrator for all clubs / Schools / districts 4.4 Leadership / Captaincy Identify future leaders Player education / work opportunities Skill sharing with other sports and National Olympic Committee s Players involved in National Athlete development programme Media Education / tutelage for players
21 KEY AREA 5: FACILITIES OBJECTIVE: Create effective partnerships and commit resources to increase the quantity and quality of playing and practice facilities throughout Singapore. STRATEGIES: 5.1 Home Ground of Cricket Seek strategic partners & new funding streams Indoor facility Nets, toilets etc 5.2 Number of Grounds Strategic consideration to developing new grounds to align with where competition is & planned to be Grounds in outer districts to enable growth Funding opportunity to local clubs to develop grounds
