1 NELL HODGSON WOODRUFF SCHOOL OF NURSING CLASS OFFICER CONSTITUTUON AND BYLAWS ARTICLE I Name and Territorial Limits Section 1. The name of this organization shall be Nell Hodgson Woodruff School of Nursing Junior BSN, Senior BSN, Junior ABSN, Senior ABSN Class Officers. Section 2. Territorial Limits of this club shall be Emory University in Atlanta, Georgia. ARTICLE II Purpose Section 1. The Purpose of this organization shall be: a) To advocate for the educational process of all represented Junior BSN/Senior BSN/ Junior ABSN/Senior ABSN members to ensure the highest quality of nursing education, scholarship, leadership, and social responsibility in the maximum setting allowed; and b) To provide clear, consistent, up to date, and open communication between the represented members and NHWSN faculty and administration; and c) To appropriately raise, account for, and allocate funds of the represented members for community, class, and class gift projects; and d) To encourage participation in NHWSN recruiting, clubs, projects, interdisciplinary focuses, community affairs, or any other activities that will aid in the professional, fundamental, and overall development of the represented class; and e) To up hold the ethics, responsibilities, and guidelines of this office according to the NHWSN polices regardless of race, sex, creed, gender, color, religion, lifestyle, national origin, age, disability, sexual orientation, or economic status. 1
2 ARTICLE III Members Section 1. The NHWSN Class Officers shall consist of 15 members such as each class contains: 1 President, 1 Vice President, 1 Secretary, 1 Treasurer, and 1 Faculty Advisor Section 2. Represented Members: a) Represented members eligibility shall be limited to those currently enrolled in the NHWSN BSN/ABSN program with intent to graduate with the year represented; and b) All represented members shall have the right to active participation and suggestion in any of the stated objectives in ARTICLE II of the bylaws. Section 3. Faculty Advisor: a) The Faculty Advisor must be an employee of the NHWSN; and b) The Junior BSN/Senior BSN/Junior ABSN/Senior ABSN Class Officers will select the Faculty Advisor no later than two weeks after class officer elections; and c) The Senior BSN Class Officers will assist the Junior BSN Class Officers with Faculty Advisor selection and the Senior ABSN Class Officers will assist the Junior ABSN Class Officers with Faculty Advisor selection; and d) The advisor s title shall be Junior BSN/Senior BSN/ Junior ABSN/Senior ABSN Class Officer Faculty Advisor (respectively). ARTICLE IV Officers Section 1. OFFICERS The officers of the NHWSN Junior BSN/Senior BSN/Junior ABSN/Senior ABSN class will be as stated in ARTICLE III- Section 1. Section 2. ELIGIBILITY Only active first time enrollment degree seeking students in the represented class level of the NHWSN BSN/ABSN program will have rights and privileges for election for President, Vice President, Secretary, or Treasurer. All nominated and selected officers must have and maintain a minimum GPA of 2.75 with a one-time forgiveness for academic probation. Section 3. ELECTION AND TERM OF OFFICE Elections for class officers will be held no sooner than the first four weeks of class and no later than the last week in September for the Junior BSN students. Junior ABSN students will hold elections no later than the last week in June. Elections will be held in accordance with the NHWSN policies through the ESNA Election Representative. No member of the Junior BSN/ Junior ABSN class will have access to the ballots before, during, or after elections. The term of office is for both the junior and senior years of 2
3 attendance. Upon election the newly elected class officers will attend the Emory SGA training. All newly elected officers will also attend officer integration training, conducted by the Senior BSN/ Senior ABSN Class Officers respectively, to include the Junior BSN/Junior ABSN Class Officer Faculty Advisor. All newly elected officers will acknowledge and sign the bylaws. The Junior BSN/ Senior BSN/ Junior ABSN/ Senior ABSN Faculty Class Officer Advisor will keep the signed copy of the bylaws on file. Section 4. OFFICER DUTIES AND RESPONSIBILITIES All officers shall uphold the polices, rules, guidelines, principles, and regulations set forth by the Emory University System and the NHWSN. A. The PRESIDENT shall: a) Ensure the elected officers and represented class maintain a professional posture at all times; and b) Be the primary advocate for the represented class as stated in ARTICLE II; and c) Preside over meetings held by the class officers; and d) Inform Junior, Senior, or ABSN officers of initial SGA training; and e) Organize the NHWSN officer training for newly elected officers; and f) Hold class meetings no less than once a semester; and g) Ensure the monthly class morale initiative is conducted; and h) Maintain appropriate communication between faculty, staff, faculty advisor, and the represented class; and i) Ensure coordination and scheduling of all class gift related fundraising activities is within guidelines set forth by NHWSN and SGA; and j) Provide information for and reside over all class voting process; and k) Perform all duties and responsibilities in relation to graduation for both the class senior to the represented class as well as the represented class; and l) Ensure selection of photographer for senior class photos or any other memorabilia purchased is conducted with a reputable distributor and financially agreed upon by represented class as set forth by NHWSN and SGA; and m) Ensure registration through the Emory SGA is accurate and up to date; and n) Assist the ESNA Election Representative with officer elections; and o) Appoint special committees with the approval of other class officers. B. The VICE PRESIDENT shall: a) Preside over activities in the absence of the President; and b) Ensure the club constitution and bylaws are current; and c) Upload current constitution and bylaws in the NHWSN Class Officer website; and d) Maintain communication with LRC Webmaster to ensure website is appealing, current, and accurate; and e) Participate and assist the president in voting process, fund raising, and morale activities for the represented class; and f) Coordinate and act as a liaison for the Class Gift Committee and the Office of Development and Alumni Relations as out lined in ARTICLE VI-Section 2; and h) Coordinate any class officer orientation duties for fall/summer (ABSN) semester as directed by the Office of Admission; and g) Perform all duties assigned by the President 3

The SECRETARY shall: a) Preside over activities in the absence of the President and Vice President; and b) Create the class meeting schedule each semester; and c) Keep and maintain an electronic ledger of meeting minutes, events, projects, and fundraisers conducted by the officers and represented class for website uploading; and d) Act as the liaison between other NHWSN clubs and the class officers; and e) Coordinate one meeting per semester for all club officers within NHWSN; and f) Ensure all information to uploaded on website is given to Vice President; and g) Participate and assist the President in voting process, fund raising, and morale activities for the represented class; and h) Perform all duties assigned by the President. D. The Treasurer shall: a) Preside over all activities in the absence of the President, Vice President, and Secretary; and b) Assume custodianship over all class money provided through SGA as well as fundraising activities; and c) Maintain an electronic ledger of all money spent, receipts, disbursements, and remaining balance; and d) Provide a financial report at each class officer meeting; and e) Submit and maintain an electronic ledger of any raised funds on the class officer website; and f) Ensure all money is approved by the faculty advisor and spent within the polices set by Emory and the NHWSN; and g) Ensure next year s budget is set and turned into SGA on time; and h) Attend any mandatory trainings set by SGA; and i) Participate and assist the President in voting process, fund raising, and morale activities for the represented class; and j) Perform all duties assigned by the President. ARTICLE V Meetings Section 1. MEETING SCHEDULE The class officers will meet no less than once a month for a minimum of fifteen minutes. The Faculty Advisor must be present for at least three of the scheduled meetings. The schedule for meetings will be agreed upon by the third week of each semester for that semester. The Secretary will assume responsibility for assuring all parties involved have the appropriate dates, times, and topics. The Vice President will ensure the meeting calendar has been turned into the LRC Webmaster for uploading as stated in ARTICLE IV- Section 4-B. 4
5 Section 2. ABSENCES Class officer are expected to be at each scheduled meeting. If an officer is unable to attend a meeting an notification must be sent to all meeting attendees. If an officer is unable to send notification through the absentee must contact the Faculty Advisor and President by phone prior to the start of the meeting. A maximum of one absence per semester with proper notification is permitted and must be recorded by the Secretary. Section 3. CANCELLATIONS/RESCHEDULING MEETINGS Meetings that are cancelled or rescheduled must be done within 24 hours prior to the start of the meeting and must have the approval of the faculty advisor. In the case of emergency cancellation all meeting attendees must be notified 30 minutes prior to the start of the meeting. All cancelled meetings must be rescheduled within a week by the Secretary. All cancellations and rescheduling of meetings must be recorded by the Secretary. Section 4. MEETING AGENDA The Secretary will send out the meeting agenda no later than 48 hours prior to start of the meeting. All items to be discussed will be provided to the Secretary no later than 72 hours prior to the start of the meeting. Section 5. GUEST ATTENDEES The President will maintain a transparent meeting process unless otherwise discussed. All guest attendees and their topics will need the prior approval of all officers and the faculty advisor no later than 72 hours prior to the meeting. In case of short notification the 72 hour notification may be withdrawn to approve attendance. All guest attendees will be recorded by the Secretary. ARTICLE VI Fundraising and Senior Campaign Section 1. FUNDRAISING All fundraising will be conducted in accordance with polices, rules, guidelines, and procedures set forth by the Emory University System, SGA, and the NHWSN. All fundraising activities will be preapproved by the Faculty Advisor and SGA (when applicable). Fundraising events shall always be conducted in a manner to not bring degradation to the Emory name or NHWSN honor. All fundraising events will be scheduled with adherence to the educational process of all parties involved. Fundraisers may be used to support charities, activities for the represented class, or support the class campaign efforts (if decided on by D.A.R. and represented class). A. During all fundraising activities the Treasurer shall: a) Keep an accurate record of all accounts payable and receivable through a receipt book and electronic spread sheet; and b) Provide updates to the Secretary to be placed in the class meeting minutes for uploading to the class website. 5
6 Section 2. SENIOR CAMPAIGN AND CLASS GIFT The Senior Campaign shall be a collective effort of the represented class with provisions from class pledges and fundraisers (if elected). Determination of the class gift shall be approved by the Office of Development and Alumni Relations and the represented class. A. The President shall: a) Meet with a representative from the Office of Development and Alumni Relations (D.A.R.) during the second semester of the junior year to receive initial guidelines for class gifts; and b) During the second semester of the junior year conduct a preliminary forum with represented class for initial campaign information; and c) During the first semester of the senior year meet with class officers, a rep from D.A.R. and selected committee to create a ballot with no more than four suggestions; and d) Hold a final voting process with the represented class for selection of the class gift; and e) Announce final decision to represented class. B. The Vice President shall: a) Assist the in the above selection process as indicated by the President; and b) Coordinate a committee of no less than four students during the second semester of the junior year from the represented class to be the Senior Campaign Committee; and c) Coordinate monthly meetings between the D.A.R., class officers, and selected committee members; and d) Coordinate a class meeting during the first semester of the senior year with the D.A.R. to address campaign initiative focus, questions, and pledges. C. The Secretary shall: a) Assist in the above selection process as indicated by the President; and b) Keep an accurate record of all voting results for uploading to the class website. D. The Treasurer shall: a) Ensure all money collected is turned into the D.A.R. for an accurate record and maintenance of all individual money collected toward the class gift; and b) Keep records as stated in ARTICLE VI-Section 1-A.; and c) Work in conjunction with NHWSN development team to insure the funds are credited toward the class gift. 6
7 ARTICLE VII Morale Initiatives Each month the class officers shall insure a morale initiative is performed for the represented class. The morale initiative can be any action used to boost the morale of the represented class such as class outings, food, competitions, or gifts. This initiative may only be conducted in adherence to guidelines set forth in these by laws. A yearly morale initiative is to be conducted and voted on by the represented class and should exhaust all funds for the academic year. The yearly morale initiative may be held in the fall or spring semester however, money for the monthly initiative must be accounted for the academic year. All financial provisions for morale initiatives are student fees directed through and from SGA. Student fees may be used for fundraising expenses but must be refunded no later than two weeks after the event. ARTICLE VIII Punitive Action Section 1. PERFORMANCE An emergency meeting may be implemented at anytime if the actions of a presiding officer are found to be in question, not meeting by law obligations, by the represented class, the Faculty Advisor, SGA, NHWSN, or the other serving officers of this club. The Performance board will consist of junior and senior class officers as well as both Faculty Advisors. If the officer is found to be in violation, after a 2/3 majority vote, the officer may either be asked to resign or placed on probation (not to exceed the semester of the performance board unless the semester is near the end in this case the probationary period may start the following semester). Section 2. RESIGNATION If an officer resigns, voluntarily or involuntarily, a new election will be held by the represented class no later than two weeks after confirmed vacancy of the position. ARTICLE IX Parliamentary Authority All officer meetings will be conducted in accordance with parliamentary laws set forth in Robert s Rules of Oder Newly Revised when rules are not in conflict with these by laws 7
8 ARTICLE X Amendments 1. Proper amendments to these by laws shall be submitted in writing, carrying proponent s signature, to all presiding officers from each class no less than four weeks prior to the next scheduled or unscheduled meeting with all NWHSON class officers. 2. These by laws shall be amended if received with a 2/3 vote of those present and voting. 3. The proposer of the amendment shall have three minutes to provide supporting arguments for amendment change. Other members shall have five minutes to inquire or debate on proposed amendment before voting. 4. Approved amendments to these by laws must be added to these by laws no later than two weeks after approval with the following statement placed at the beginning of the by laws: Amended and Adopted Month/Day/Year 5. All amended components shall be with in the guidelines, rules, polices, and procedures of the Emory University System, NHWSN, and SGA. 8
