SCPR does not provide insurance for individuals injured in recreational activities. You are advised to refer to your individual policies. SCPR, staff and related agents are not responsible for any injuries incurred by players or spectators at this activity. Registering a team in our adult league does not guarantee placement. We advise registering early. League size may be limited. SCPR reserves the right to place your team in a different league on a different night if deemed necessary. Makeup games due to any reason will be rescheduled with relation to field availability and teams must play or accept a forfeit. See number six (6) for reschedule if applicable. This program shall make use, when possible, of ASA approved officials and the ASA Rules Book. All SCPR League Rules will supersede those of ASA. PROGRAM OBJECTIVES: Offer residents of Shawnee County an opportunity to participate in an organized softball program. The adult softball experience is designed to stress fun, fair play and good sportsmanship in all facets of the game. Players and spectators alike should remember that each and every softball game is not meant to be a win at all costs situation, but an environment where everyone can enjoy themselves and participate in the game of slow pitch softball for its recreational value. RULES OF PLAY: Official guide of play for Shawnee County Parks and Recreation is the A.S.A. Softball Rule Book, unless superseded by the following Shawnee County Parks and Recreation Softball Rules. 1. TEAM ROSTERS: Team rosters are limited to 20 persons. Rosters are due on file in the athletics office no later than the first game of the season. A) We recommend players be rostered to one team per league. B) The minimum age for all participants in league play is 16 years old with parent/guardian signature. C) All roster changes must be turned into the league office prior to the scheduled event. D) Managers are responsible to make sure players are rosted on their team. 2. LEAGUE FORMAT: Levels of play offered include the following: Men; Women and Corec during spring; summer and fall sessions.

2 3. LEAGUE AWARDS: Top two finishers in each league are awarded either a plaque or a gift certificate; Standings will be determined by win/loss records. If two teams have the same record at the end of the season, the tie will be broken in the following manner: A) Head-to-head meetings. B) If teams split head-to-head meetings, total runs allowed for season. C) If the teams are still tied, total runs scored for season. D) If there is still a tie, final standings will be decided by a coin toss 4. UNIFORM: Team uniforms are highly recommended, but not a requirement. Numbers on shirt are suggested However shirt, shorts, or pants and shoes are required. STEEL spiked shoes are illegal. 5. GAME TIME: All games will have a 55 minute time limit. NO GRACE PERIOD. See schedule for starting times. 6. SCHEDULE: We will work with every team manger as best as possible when devising their team schedule. In 2013 once a game has been scheduled and released online we will not reschedule a game unless your team pays a $20.00 reschedule fee. The reschedule fee will need to be paid before the game will be rescheduled pending your opponent s decision. 7. PITCHER S PLATE: 50 feet. Pitching height regulations are a minimum 6 feet and maximum of 10 feet. 8. HOME TEAM: Home team is designated as the second team on your schedule. 9. MINIMUM AGE: Sixteen (16) years of age at time of competition. 10. RAINOUT GAMES: Games which are cancelled due to weather conditions will be rescheduled by the athletic office. Hotline updated daily at 4:00 p.m. ATHLETICS HOTLINE press 2 for adults and 2 for softball. Please do not phone county offices for playing conditions. These lines must remain open for communications for daily business matters. Team managers may call for consideration on rescheduling rainout games, which will be made up at the earliest possible date. Notices will be ed and posted online. 11. SUSPENDED GAMES: If a game is delayed because of inclement weather and then resumed that day/evening, time limit will be resumed from time game was stopped. If a game is in extra innings when rain forces umpire to stop play for that day/evening, official score is determined by reverting to last complete inning in which one (1) team was ahead (can't revert prior the 5th inning). Game is considered official and will not be rescheduled (this will apply only to games in which 5 or more innings have been completed.) If two teams engage in unsportsmanlike conduct, time is never suspended. 12. FORFEITS: Softball teams that forfeit a scheduled game will lose that game by a score of 7-0. Please make sure that you call both the Athletic Office and the team

3 you are to play if you are going to forfeit a game. Notification must occur at the Athletic Offices at or , Monday through Friday prior to 3:00pm. Forfeited games rained out WILL NOT be rescheduled. 13. PROTESTS: A protest must be handed in the following manner or they will not be accepted. A) The team making the protest must notify the umpire, scorekeeper and opposing manager at the time of the protest. Judgment calls may not be protested. Each of these persons: umpire, scorekeeper and team managers must sign the official scorebook at this time. B) Within 24 hours a $25.00 protest fee must be presented to the SCPR Athletic Offices with a written account of the protested call. If the protest is upheld the protest fee will be returned and the game replayed from the point of the protest. However, if the protest is denied the $25.00 will be retained and the game will be official. C) Note on Friday games, the deadline for filing is 1:00pm on the Monday following the protest. D) Site Supervisor, scorekeeper, umpire, concession staff can t accept protest fee. 14. UNSPORTSMANLIKE CONDUCT: Any/all language/gestures directed at an opponent, umpire, spectator and/or SCPR staff may result in the immediate ejection and or suspension of the player(s) in question. Continued abuse will result in the game being forfeited. The umpire s decision in this matter is not protestable. Managers/coaches are reminded that they are responsible to control their players and spectators actions, before, during and after participation in the program on all SCPR parkland. 15. SUSPENSION: Any player or team that is ejected from a game due to flagrant or unsportsmanlike conduct shall immediately leave the park. Failure to leave may result in the player(s) or team being suspended from further participation in league play and charges being filed with the authorities. All remaining games will be treated as losses. All ejections are reviewed by staff and those in violation are notified before their next league game. 16. ALCOHOLIC Beverages and or 3.2 BEER Any player(s) seen with alcoholic beverages or 3.2 beer on Shawnee County properties are subject to the charges and penalties outlined in County Resolutions. Teams may be suspended in violation. Any alcoholic beverages in dugouts before or during the game will make that game subject to forfeit. Repeat offenders will be immediately suspended from ALL play at the complex. GAME SPECIFICS A. LEAGUE GAMES: Scorekeepers keep the official game time. Game time will start on the first warm-up pitch. 1. A complete game is 7 innings or a time limit of 55 minutes runs after 3 innings, 10 runs after 5 innings. 3. Batter s count will begin with a 1 ball and 1 strike. No extra foul ball. B. BATS: SCPR Athletics believes in providing a safe playing environment so please assist us. Banned bats list available at Male batters using a banned ball

4 shall be immediately called out. All runners return to base occupied prior to the pitch. It is the responsibility of the team as to who uses a bat. C. OFFICIAL BALL: Official approved A.S.A., NSA, or U.S.S.S.A. slow-pitch softballs can be used. Each team shall provide a game ball(s). 1. MEN S SLOW-PITCH: COR factor for 12" softball MUST be.44 with 375 compression or lower 2. WOMEN S SLOW- PITCH: 11 softball with a COR.44 and 375 compression or lower. 3. COREC: Men will hit 12 softball with a COR.44 and compression of 375 or lower and Women will hit 11 softball with a COR.44 and 375 compression or lower. D. GROUND RULES: Umpires discuss at pregame meeting with both managers. E. BATTERS DIG OUT RULE: To help preserve batters boxes at all facilities, umpires have been instructed to warn all teams on the first action; should a player continue to dig out batter s box following warning, player may be ejected. F. DOUBLE BASE: A double 1st base will be used. Runners must run to the orange section COREC PLAY GAME SPECIFIC A. PLAYER RATIO: 1. Team should play five men and five women 2. Teams can start or continue a game with eight players; with automatic outs enforced. Teams not fielding a full ten players will have 2 automatic outs with eight players and one automatic out with nine players. 3. Male-to-Female ratio must be equal or more females than males as long as line-up requirements mentioned above are met. 4. The batting order must rotate by gender when the numbers permit B. WALKS: With two (2) outs and a male batter draws a walk, the following female batter will have the option to either take an automatic walk or take her turn at bat.. When there are less than two outs, the male batter goes to second base regardless and the female batter must bat. C. 175' COREC LINE: All outfield players must remain behind a line marked at 175' from home plate until ball is hit, by either a female or male batter. Penalty for moving in front of 175' line prior to ball being hit is as follows: 1. Play stands manager s choice. 2. Replay with same batter managers choke. D. COREC DEFENSIVE PLAYERS POSITION: Infield players must have both feet on the infield surface until ball is hit. E. LOWER LEAGUE HOME RUN RULE: Any player hitting a Home run over the outfield fence in the lower league is out. Players return to the base occupied prior to the pitch. EXTRA HITTER A. An extra hitter (referred to as an EH) is optional, but if one is used, the EH must be used for the entire game and so listed in the regular batting order. In all play Men s; Women s and COREC teams can use two EH s. B. The EH must remain in the same batting position for the entire game. A lineup shall consist of a maximum of 12 players including the EH.

5 C. The EH may be substituted for any time, either by a pinch runner or pinch hitter who then becomes the EH, the substitute must be a player who has not yet been in the game. If removed, the original EH may re-enter the game in their original starting line-up batting position. The re-entry rule applies only to the starting 12 players while they are legally in the game D. Defensively when using the EH, the manager has the option to play 10 of the 12 while they are legally in the game. E. When using the EH, if a player becomes injured or must leave the game for any reason, and there is not a legal substitutes available to play, an automatic out will occur in the vacated batting position. F. Co-Rec teams using the EH may use (1) male and (1) female or (2) female EH s in the lineup. A Co-Rec team must have (12) players in the lineup before the EH can be utilized. An EH may not be added or removed after the game has started. G. Player ratio using the EH in Co-Rec is maximum of six men in the lineup, five defensively and one EH.
