Purpose of the Role The purpose of HR Officer is to provide high quality human resource support to multiple Regional Offices across the State with particular focus on recruitment, rehabilitation, performance management, grievance resolution and volunteer management in accordance with the ethos of the St Vincent de Paul Society Queensland and within organisational policies and procedures. This position will also provide regular support to human resources administration and payroll functions. Key Accountabilities Recruitment Coordinate the end to end recruitment of new employees including: Liaising with the Human Resources Manager and relevant State or Regional Executive Officers to ensure appropriate authorisations prior to the commencement of recruitment Liaising with relevant people to draft advertisement and position description

2 Providing advice of appropriate methods of advertising Placing advertisements on internal and external media Coding invoices to appropriate cost centre and notifying the finance team as appropriate Facilitating receipt of applications to relevant people Liaising with relevant people to draft interview questions and to organise shortlisting and interviewing of applicants Preparing interview packs and distributing to panel members prior to interviews being conducted Performing reference checks Liaising with Human Resources Manager and relevant State or Regional Executive Officers to ensure appropriate authorisations of recommendation for employment form Ensuring that new employees have undergone the Screening and Suitability process and hold all relevant licencing and certification relating to the position. Preparing and distributing employment packs to be sent to successful applicants. Liaising with the Human Resources Manager and State and Regional Executive Officers to make employment offer and ensure that employment paperwork has been sent and received back from successful applicant prior to commencement. Notifying unsuccessful applicants Manager on recruitment activity including making recommendations for process improvements. Rehabilitation Coordinate the end to end rehabilitation process for injured employees including: Liaising with the Human Resources Manager, State Workplace Health and Safety Officer and relevant State or Regional Executive Officers to ensure appropriate incident investigation, reporting and corrective action has been undertaken and received. Preparing and distributing rehabilitation pack and liaising with the injured employee, WorkCover Queensland and Human Resources Manager to complete Workers Compensation documentation.

3 Liaising with the injured employee, relevant line managers and relevant State or Regional Executive Officers to ensure that each understand their respective responsibilities in the rehabilitation process. Liaising with the injured employee, Human Resources Manager, WorkCover Queensland, relevant State or Regional Executive Officers, relevant line managers and treating medical practitioners as required to coordinate the rehabilitation process, preparing and monitoring suitable duties plans for return to work and maintaining regular contact throughout the rehabilitation process. Liaising with WorkCover Queensland and Payroll Officer with regards to workers compensation payments ensuring that all payments made and received are appropriately reconciled. Seeking feedback from those involved in the rehabilitation process, following the completion of the rehabilitation process and utilising this feedback to improve future rehabilitation processes. Manager on rehabilitation activity including making recommendations for process improvements. Performance Management & Grievance Resolution Provide Human Resource support to facilitate the resolution of grievances and performance management concerns including: Providing advice and guidance on human resource policies, procedures and processes offering practical strategies to assist relevant people to utilise these and escalate concerns to Human Resources Manager as appropriate. Working with relevant State or Regional Executive Officers and relevant line managers to improve performance management and grievance resolution processes providing support and training as appropriate and escalate concerns to Human Resources Manager as required. Ensuring that performance management and grievance resolution processes are appropriately documented and prepare draft documentation for review by Human Resources Manager as required. Manager on performance management and grievance resolution activity including making recommendations for process improvements

4 Screening & Suitability Payroll Support Facilitate the end to end Screening and Suitability process for all potential new and existing Society representatives including: Sending out appropriate screening and suitability paperwork to new and existing Society representatives within the appropriate timeframes. Maintaining the screening and suitability register and processing new applications for screening with external agencies. Receiving completed screening certificates and preparing risk assessments for review by the Review Panel as appropriate. Notifying applicants of screening and suitability outcomes, ensuring these are appropriately recorded. Liaising with the Human Resources Manager and external agencies to facilitate the screening and suitability process, ensuring that accreditation is achieved and maintained. Manager on screening and suitability activity including making recommendations for process improvements Provide regular backup and support to for payroll processes as required including: Undertaking fortnightly checking of payroll reports ensuring that payroll information has been accurately processed. Providing assistance to Payroll Officer to undertake payroll activities as required. Maintaining knowledge to enable processing of end to end fortnight payroll including timesheets, new employees, terminations, accruals and calculating deductions and entitlements and reporting, in order to backfill Payroll Officer as required. General Provide general human resources support to all Society representatives including: Participating as part of a team in the development and implementation of projects in relation to a variety of human resource issues, initiatives and programs. Ensuring that human resources forms, policies, procedures and booklets remain up to date and available to all employees on the Society s intranet. Assisting Human Resources Manager in preparation for Employee Agreement negotiations and reviews.

5 Assisting Society employees to interpret and understand human resource policies, procedures, terms and conditions relating to of their own employment and to any employees managed by them. Assisting in developing, implementing and promoting human resource and payroll policies and procedures. Assisting team members as required including backfill as required Performing any other duties as directed. Additional Position Requirements Ensure all work is performed to meet safety and environmental responsibilities in accordance with organisation policies and procedures Participate in regular tool box talks for staff training purposes Contribute effectively to the team and provide accurate and timely support and advise Acknowledgment that throughout the course of employment employees may be requested to work at different Society locations due to operation requirements. Ensure compliance with organisation policies and procedures, employee agreement, employee team book and legislative requirement and maintain accurate record keeping May be required to work flexible hours to meet set deadlines and objectives. Out of hours and/or weekend work may be required Participate in the organisations performance reviews Perform all other duties as required Understanding that duties and responsibilities identified in the position descriptions are only an overview of expectations when the document is developed and the position may mature throughout the employee relationship including the duties and responsibilities required to be performed Organisational Chart CEO Delegations Human Resources Manager Human Resources Officer Financial delegation as stated in the St Vincent de Paul Society Financial Delegation of Authority. Qualifications [Essential / Desirable] Essential Relevant tertiary qualifications and demonstrated experience in a human resources related field (minimum 3-5 years). Knowledge, Skills and Abilities

6 Understanding of general human resources including recruitment, rehabilitation, performance management, grievance and payroll functions. Ability to interpret organisational policies and procedures, Employee Agreements and relevant legislation. Be able to plan and prioritise own work, to take responsibility and utilise initiative for delivering work activities and projects in an effective and timely manner. Contribute positively within a team environment, demonstrating a friendly, positive attitude, with a willingness to learn. Effective written and oral communication and time management skills Proficient knowledge and understanding in MS Office and web based application Ability to contribute to the ongoing process of continual improvement and effective team work Understanding of risk management principles including current child protection, WHS legislation and regulations Ability to maintain confidentiality on information Demonstrate genuine respect for all people regardless of their situation Understanding of and commitment to the philosophy of the St Vincent de Paul Society Queensland and an ability to work in accordance with policies and procedures to promote the values and mission of the Society Special Requirements and Working Conditions Current Queensland Driver s licence Satisfactorily completion of a National Criminal History Records Check prior to commencement and every 3 years thereafter.
