3 7-A-Side Tournament & 7 A-side Summer Competition is running a Summer Football Competition in The rules of FIFA will generally apply except for specific Summer Football rules listed below. 1. PLAYING RULES: a) Field of Play- The field sizes vary depending on the age group, from one sixth of a regular field, to half size There is no penalty area for under 6 and 7 s The penalty area will be 5 m x 12 m for relevant age groups The penalty spot will be 8 m from goal for relevant age groups Goal sizes vary depending on age groups: a. U6-U7 Pug Goals b. U8-U9 2m by 3m c. U10-U16 2m by 5m d. Seniors 2m by 5m b) Kit- A player must not use equipment or wear anything dangerous to themselves or others (including jewellery) Players must wear football boots (no metal studded cleats will be allowed) Shin guards are compulsory Teams are required to wear matching playing shirts If team uniforms clash, bibs should be worn to distinguish between teams c) The Ball- Ball sizes are as follows: a. U6- U9: Size 3 b. U10-U11: Size 4 c. U12-U16: Size 5 d. Senior: Size 5 d) Number of Players- U6 & U7: 4 v 4 U8 +: 7 v 7 Minimum of 4 players on field for game to be played Unlimited interchanges allowed Page 2 of 9
4 e) Player Team Limits- U6 & U7 o Minimum of 4 players and a maximum of 6 players per team U8 + o Minimum of 7 players and a maximum of 10 players per team f) Duration of Game- U6-U7: 2 x 15 minute halves, with 5 minute half time U8-U16: 2 x 20 minute halves, with 5 minute half time Seniors: 2 x 25 minute halves, with 5 minute half time g) Start of Play- At beginning of each game, a toss will take place. The winner will determine which goal they will defend, and the losing team will take the kick off. The second half will commence with teams switching sides, and the team who won the toss taking the kick off The opponents must be at least 5 metres from the ball until it is in play The ball may go in any direction A goal may be scored directly from the kick off h) Injuries- There is no extra time for injuries In the event of an injury, the player/team must complete an Incident Form available online/from the game day coordinator Injury Form i) Bad Weather- In the event of wet weather, every effort is made to contact team officials. Managers should be the first point of contact for players. will also provide information on the website homepage and on the Facebook page. j) Interchanges- There are unlimited interchanges Substitutions must be made at the half way line, and the player coming on must wait until the other player is off the field The ball must be out of play for an interchange to take place The referee must be notified. k) Offside- There is no offside l) Slide Tackles- Page 3 of 9
5 Slide Tackles are not allowed m) Throw In s- There will be no throw in s in the Summer Football Competition Balls that cross sideline is resumed by a kick at the point of crossing Ball must be stationary and touching the sideline before being kicked Opposing player must be minimum 5 metres away from kick in n) Free Kick- All free kicks will be indirect Opposition must stay 5 metres away from the location of a free kick o) Penalty Kick- Will be awarded if a player commits an offence within their own penalty area Penalty kick will be taken 8 m from goal, with all other players 5 metres from the ball Additional time will be allowed to take a penalty kick at the end of each half p) Kick in- The ball will be kicked in to restart play when the ball crosses the touch line The opposing team of the player to last touch or kick the ball will take the kick in The ball is back in play when it re enters the field of play A goal may not be scored directly from a kick in The player taking the kick in must not touch the ball again until it touches another player Opponents must be at least 5 metres away from the ball until it is in play q) Goal Kicks- A goal kick will occur when the ball passes the goal line after being touched by an attacking player Goal kick from anywhere within the penalty area (5x12m) if applicable Opponents must remain at least 5m outside the penalty area until the ball is in play r) Corner Kicks- A corner kick will occur when the ball passes the goal line after being touched by a defending player Opponents must be 5 metres away from the ball The ball is back in play when it is kicked and moves A goal may be scored directly from a corner kick s) Goalkeeper- There will be no goalkeeper for under 6 and 7 s The goalkeeper is allowed to handle the ball anywhere in the penalty area Page 4 of 9
6 To restart play after a save or gathering the ball with their hands, the goalkeeper must throw or roll the ball from the hands, or played from the ground with their feet, within 6 seconds The ball must not be kicked or drop kicked directly from their hands Opponents must be at least 5m outside the penalty area, and cannot enter this area until the ball is back in play The ball is in play once it moves outside of the penalty area t) Post Match Procedures- A player, coach or other team representative must check and sign the referee s card at the completion of the match to verify the score 2. COMPETITION POINTS: a) Competition Points will be awarded to teams 12 years +: 3 points awarded for a win, 1 point awarded for a draw, 0 points awarded for a loss A bye will earn 3 points Forfeits will be considered as a 3-0 win to the non forfeiting team b) No competition points for Under 6 s to Under 11 s children just play for fun and skill development Page 5 of 9
7 c) The ranking of a team within the competition table will be determined as follows: i. Points ii. For/Against difference iii. Number of goals scored 4. DISCIPLINARY PROCEDURES: a) have strict disciplinary procedures to follow b) Disciplinary and Disputes 5. MISCONDUCT: a) Any matters of misconduct, will be dealt in strict accordance with FFA, FNSW and Football South Coast procedures b) Yellow card and Red card procedures will in place during all matches 6. CODE OF CONDUCT: a) implements a code of conduct to ensure all spectators are able to enjoy a Football match in a safe and secure environment. b) Any person/s found to not comply with any part of this code of conduct, or who otherwise causes a disturbance will (1) Be reported to the relevant State Police Authorities, (2) Will be evicted from the venue (3) May be banned from attending any further matches. c) Spectator Code of Conduct 7. EXPECTATION OF PARENTS: a) has general guidelines for parents and other spectators in relation to expectations to ensure children enjoy the great sport of football. Parents/spectators should: Make summer soccer enjoyable for your child, other team members and children involved Encourage them to participate, do not force them Show support and appreciation for coaches, referees and officials-without them your child could not participate Set a good example at all times Promote the importance of effort and good sportsmanship Teach children to accept victories and defeats gracefully Page 6 of 9
8 Never scream at a child when he/she makes a mistake Never criticize the coach or referee s decision Respect the rights, dignity and worth of every young person regardless of gender, ability, cultural background or religion 8. REFEREES: a) Official referees will be appointed to all games except for 6 & 7 s b) Under 6 s and 7 s parents are encouraged to participate as per winter comp c) Appointed referees start from U8 s d) In the unlikely event that an official referee is unavailable, either team can provide a suitable referee via mutual agreement. If no agreement can be reached between the teams the match will be abandoned and no competition points awarded. 9. OTHER: a) Sun Safe Policyo is a proud Sun Smart Participant. The current sun protection policy is available now o Game times for juniors during the Summer Football Competition commence at 9am, so children will not be expected to play during the warmest part of the day o will ensure there is SPF 30+ broad spectrum sunscreen available at all venues for players to use and re-apply every 2 hours o Players and staff will be encouraged to wear sun safe clothing where possible. Playing shirts will have collars and sleeves, and longer shorts will be encouraged o Games will be cancelled or postponed when the temperature reaches more than 32 degrees, in accordance with Football New South Wales (FNSW) Guidelines o Further Sun Safe Information is available from the links below o Sun Safety Policy: appendix o Football NSW Sun Safety Policy FNSW Sun Safe Policy o Sun Safety Information for Sporting Groups: Cancer Council Sun Safety b) Hot Weathero implement policies and procedures in relation to hot weather to ensure the safety of all participants and officials o Below is the policy for hot weather as well as a beat the heat factsheet provided by Sports Medicine Australia to download. o Hot Weather Policy o Sports Medicine Australia- Beat the Heat c) Wet Weathero In the event of wet weather, every effort is made to contact team officials. 9 d) Lightning Safety Policyo encourage all parents, coaches and officials to download and read the lightning safety policy and rule, by FNSW. o Lightning Safety FNSW o Lightning Rule FNSW e) Goalpost Safety Policyo It is important that players, coaches, parents and officials have an understanding of FNSW policy relating to the safe use of goal posts. o Goal Post Safety FNSW 9. APPENDICES: a) Sun Safe Policy- FOOTBALL SOUTH COAST SUN Protection Policy Shade All enquiry areas on grounds will be covered by shaded areas. Players and coordinators will be encouraged to use shaded areas whenever possible. Game Times Game times will not exceed forty minutes and will commence from 9am. During the Summer Competition which runs between October and December, games will be minimised between 11am and 3pm. Sun protection measures are encouraged at all times when outdoors. Sun Screen All players will be encouraged to wear sunscreen during game time and will be encouraged to apply the sunscreen at least 20 minutes prior to game time and reapplied every two hours. will purchase SPF 30+ broad spectrum water resistant sunscreen which will be available for all players and spectators to apply before each game. Staff members will be encouraged to reapply sunscreen every 2 hours and will apply sunscreen 20 minutes before going outdoors. Hats Where possible, players and staff members will be encouraged to wear sun-safe. Sun safe hats include broadbrimmed, bucket and legionnaire styles. Players without hats will be encouraged to remain in an area protected from the sun when they are not participating in competition. Clothing Page 8 of 9
10 Where possible, players and staff members will be encouraged to wear sun-safe clothing. Sun-safe clothing includes shirts that cover the back and stomach, collars and sleeves and longer style shorts. Informing the players and the community Sun protection information will be regularly promoted to players, staff members and spectators in the lead up to the competition via newsletters, registration forms and social media updates. Players and staff members will be informed of the sun protection policy. Role Modelling of Competition Co-ordinators and Referee s All competition co-ordinators and staff members such as referees will be role models for good sun protection behaviours when outside. This includes: Wearing sun-safe hats, clothing and sunglasses. Applying SPF 30+ broad-spectrum water-resistant sunscreen. Where possible, seeking shade Hot Weather Policy Based on guidelines from Football New South Wales (FNSW) games will be cancelled or postponed when the temperature is over 32 degrees.
