All phases of the disaster management cycle are to be considered Management of hazards and hazard information are to be integrated into development plan and the planning process Risk assessment should also be incorporated into the development planning process. Adaptive strategies against outbreaks of malaria, dengue and other vector borne diseases need be developed Expanding and strengthening the monitoring network of hydro meteorological, p g g g g y g, oceanographic and marine.
