4 BACKGROUND SAR has long been recognized as a critical component of emergency and disaster response. CDERA embarked on several initiatives since the mid1990s. Substantial progress was first made in 2002 with the Civil/Military Coordination Workshop in Light SAR SAR Project which culminated with a Training workshop in Barbados in 2005 and became the nucleus for our present SAR programme In 2007 CDERA partnered with USAID/OFDA on an initiative for INSARAG trained Urban Search and Rescue Light Level (USAR LL) technicians 4

5 INTRODUCTION Productive Partnership between USAID/OFDA & CDEMA Goals set in 2007: Trained and Accredited National Teams in all CDEMA PS. A Regional Team capable of deploying within the Caribbean region and beyond. Certified Regional Instructors to deliver USAR LL Notable deployments recently: EXERCISE FAHUM 2009 Antigua & Barbuda (Regional) EXERCISE TRADEWINDS 2014 Antigua & Barbuda (Nat) EXERCISE TRADEWINDS 2015 St Kitts & Nevis (Nat) Tropical Storm Erica 2015 Dominica (Regional)

6 NOTABLE ACHIEVEMENTS TO DATE Over 180 Technicians trained and certified in 15 PS 20 Regional Instructors certified and a further 15 going through the process Training Facilities constructed in CDEMA s 4 Sub Regions: Trinidad & Tobago Barbados Jamaica Antigua & Barbuda The USAR LL Training Manual was drafted in 2007, tested and approved in 2008 Only one (1) set of Regional Training Kit and Equipment were gifted by OFDA in 2008

8 SURINAME S LSAR CENTRE OF EXCELLENCE The Government of Suriname approved the establishment of the Land Search and Rescue Programme in The vision is to Establish a Centre of Excellence for Land Search and Rescue in the Caribbean in three Phases (Phase 1 has been achieved): Phase 1 Develop/retrofit training infrastructure (including training module), procure kit and equipment, Conduct training for Instructors; Conduct Pilot at the national level Phase 2 Review and enhance programme and training facilities Conduct Sub-Regional Training Phase 3 Review and enhance programme Conduct Regional training (with International Evaluators)

12 CDEMA S STRATEGIC VISION The CDEMA Coordinating Unit shares the visions of its PSs in the development of a more comprehensive Search and Rescue programme. One which will build on the achievements over the last eight (8) years and move in both horizontal and vertical directions: Horizontal Expand SAR to cover Air, Land and Sea (To be organized at the National Level with regional support coordinated through the Regional Response Mechanism). Vertical Advance the Urban Search and Rescue Light Level to now include Medium Level for at least two (2) CDEMA PS

13 CATEGORIES OF USAR TEAMS Light USAR teams (USAR LL assist with the surface search and rescue of victims in the immediate aftermath of a sudden-onset structural collapse disaster. Medium USAR teams (USAR ML) conduct complex technical search and rescue operations in collapsed or failed structures of heavy wood and/or reinforced masonry construction, including structures reinforced and/or built with structural steel Heavy USAR teams USAR (HL) operational capability for complex technical search and rescue operations in collapsed or failed structures

14 CHALLENGES SAR is comprised of two separate functions ( Search and Rescue ) which require different skill sets, resources and procedures. Therefore, there is the constant challenge of developing joint teams and combining assets with approved Standard Operating Procedures. Search and Rescue in the Caribbean is to be guided by changing environment, technology, large maritime space and varied terrain.

15 THE PROPOSAL To develop and maintain a comprehensive search and rescue programme for the Caribbean; Building on the current USAR training at the Light Level for Basic Technicians and Instructors; Incorporate the LSAR training in Suriname; and Initiate a new USAR Medium Level Course based on INSARAG standards and methodology in accordance with the following Work Plan:

19 RECOMMENDATIONS The following are recommendations from the National Disaster Coordinators session yesterday: Each country need to enhance the Basic training considering their environment & needs Identify national capacity concerns for support from the Regional Response Mechanism Selection procedures for participants, at the national level to be streamlined Enhance the CDEMA existing SAR Policy, Plan and Guidelines

20 CONCLUSIONS CDEMA has the vision for a comprehensive SAR response framework for the Caribbean. All Participating States will possess or have access to USAR LL, USAR ML, and LSAR. It will build on the successes of previous initiatives, using good practices and the strengths of the CDEMA system to advance SAR in the Caribbean both vertically and horizontally. Future success will be dependent on: budgets and programmes; setting of standards, goals and timelines; and the selection and maintenance of the CDEMA vision for the Caribbean.
