Develop and conduct awareness training and exercise programs involving search and rescue issues. Develop and maintain Mutual Aid Agreements and Memorandums of Understanding with support agencies, ancillary or contract support services, and resource providers. Develop and maintain a roster of ESF 9 including shift change and staffing procedures, for the County Emergency Operations Center activation and field operations. Develop and maintain an ESF 9 manpower list, delineating specialized skills and certifications of personnel. Develop and maintain resource and equipment lists. Develop and maintain contact notification lists with emergency contact information, including address, phone, cell, facsimile numbers, and . Develop and coordinate standards for the search and rescue personnel and resources. Ensure that copies of all necessary Emergency Support Function specific emergency manuals, plans, procedures, and other reference materials are located at the County EOC.

Develop and maintain lists of hazard-specific resources and equipment. Train searchers and their animals based on standards. Identify the air search and rescue resources available to your jurisdiction; determine their capabilities and additional resource Discuss with other Emergency Support Function Coordinators within the County, the Incident Management Structure and methods of communication that will be utilized during an emergency and/or disaster. Identify Confined Space Entry and Rescue resources available in your jurisdiction; determine their capabilities and additional resource Coordinate with representatives form each Emergency Support Function and conduct periodic exercises of the County EOP. Meet with representatives who compose the Incident Management System in your jurisdiction, in order to provide for the smooth functioning of the Functional Areas during incidents of any size. Establish a consistent method of receiving and sending situation reports to and from the Emergency Operations Center during an incident. Plan and conduct training of emergency search and rescue responders to the County Comprehensive Emergency Management Plan and provide additional/refresher training as appropriate. Identify potential SAR resources. Identify the water search and rescue resources available within the County, determine their capabilities and additional resource Identify the urban heavy search and rescue resources available within the County; determine their capabilities and additional resource

Evaluate SAR resource capabilities. Establish SAR emergency coordinating radio frequencies. Determine jurisdiction, with legal advice, for SAR activities on local and state levels. NOTIFICATION Report to the county Emergency Operations Center (EOC) (name of facility and street address). Check-in with the Operations Coordinator and review this checklist. Notify the Deputy Search and Rescue Officer and place him/her on standby. Open and maintain Search and Rescue Action Log (see Attachment 1 to this checklist). Review shift schedule for possible 24-hour operations. Coordinate with the County Fire Services Officer. Establish contact with the affected municipal Fire and Rescue Officer(s). Notify Operations Coordinator of "unmet needs" in Search and Rescue operations. Materials and Information Inventory Notification and Resource Manual Action Log (Attachment 1) Topographic map(s). Listing of Search and Rescue Companies / Agencies Listing of Veterinarians and Pet Supply Houses Rescue Resources Copy of USAR procedures. OPERATIONS Obtain status report on County activities once in Emergency Operations Center. Assess scope, magnitude, extent, and potential duration of incident. Monitor the status of search and rescue organizations in the affected area(s). Activate ESF 9 and its personnel based on incident assessment. Coordinate Search and Rescue operations within the County. Identify need for Urban Search and Rescue resources - request support via Operations Coordinator and EMC. Collect information concerning ESF 9 field activities.

Provide hourly situation reports of ESF 9 activities to Emergency Operations Center Supervisor. Attend meetings for periodic situation updates. Document incoming and outgoing notifications. Maintain record of action taken. If Joint Information or Operations Center(s) are activated, send Emergency Support Function representative to its location(s) if appropriate. Coordinate with ESF 13, Public Safety and Security, on search and rescue security needs. Interface with State/Federal personnel to coordinate the Emergency Support Function information and planning functions, as needed. Coordinate with ESF 3, Public Works and Engineering, on equipment and resource needs for search and rescue operations, as needed. Coordinate the supply of food and supplies for rescue animals and emergency workers. Request State/Federal resources, as needed. Coordinate with ESF 10, Oil and Hazardous Materials Response, on search and rescue personnel and animal safety during a disaster or incident. As appropriate, assign resources to assist with evacuation of affected citizens.

Provide reliable Emergency First Response services to any incident within the County. Record response activities taken, noting improvements or corrective actions required and determine how this information will be utilized to update/revise the County EOP. Notify local Veterinarians when search and rescue animals are being utilized in your jurisdiction to provide veterinary support in the event of injuries, contamination, or other animal medical needs. Provide coordinated Victim Rescue Operations during emergency or declared disaster within the County. Provide coordinated Victim Search Operations during emergency or declared disaster within the County. Coordinate municipal and county agencies. Provide adequate alert time for SAR resources. Designate staging area for incoming SAR forces. Provide supplemental communications capabilities. Provide support (e.g., lodging, food supplies, sanitation) to agencies involved in SAR. Ensure that mission numbers are obtained when federal agencies are involved. RECOVERY Maintain search and recovery function, as needed, for additional rescue attempts. Prepare and compile After-Action Reports for specific areas of responsibility. Identify need for medical attention of search and rescue personnel and animals, with follow-up monitoring.

Coordinate the collection, inventorying, and maintenance/decontamination of all equipment used during incident. Coordinate with ESF 7, Logistics Management and Resource Support, on resource accountability. Ensure that all staff is properly debriefed, to include mental health debriefings if appropriate. Coordinate with ESF 13, Public Safety and Security, on search and rescue personnel and animal safety. Coordinate with ESF 10, Oil and Hazardous Materials Response, on search and rescue personnel and animal safety with regard to health hazards. Coordinate with ESF 8, Public Health and Medical Services, on search and rescue personnel and animal safety with regard to health hazards. Provide for the emotional needs of Emergency Responders and their families by establishing mandatory Critical Incident Stress Debriefings during the recovery stage of an incident. Ensure that physical examinations are provided to both SAR responders and animals; and medical clearances are obtained prior to releasing these assets. Ensure that a search and rescue presence is maintained throughout the recovery process to provide immediate response to additional incidents that occur involving recovery personnel or undiscovered victims. Close out operations, as directed by elected officials. Finalize records to include mission reports. Critique response and operation with representatives form all responding agencies and organizations.
