2 Overview: During Collector conference held on 8 Jan 2014, the Hon ble CM has announced extension of video conferencing facility in Rajasthan VC facility is deployed at Jan Seva Kendra (JSK) Bharatpur and Hon ble Chief Minister had JAN SUNWAI over VC from this centre to Rajouri Kalan village of Dhoulpur district on 18 February Beneficiaries: At various Jan Seva Kendra (JSK) / Bharat Nirman Seva Kendra (BNSK) All Govt. officials (G2G) Citizens for grievance redressal (G2C) etc. Covering approx. 310 physical sites Connectivity: RajSWAN & SECLAN bandwidth shall be used for the deployment of video conference facility in Rajasthan. Funding Pattern: State Fund (Govt. of Rajasthan) INTRODUCTION Project Title: Supply, Installation, Integration, Commissioning and Operation & Maintenance (O&M) of Video Conference Facility in Rajasthan Objective: Department of Information Technology & Communication (DoIT&C), GoR, is extending the existing room-based video conference facility across Rajasthan 2

3 Connect upto 300 concurrent VC users with resolution for VC from SHQ Connect Single VC of 300 sites OR 300 P2P (Point-to-point) OR 300 concurrent multiple multiparty video conference s OR up to 50 users of the existing HD (720p) H.323/ SIP based endpoints. These VC users can be from SHQ, DHQ, BHQ in any combination. Integration of solution with existing RajSWAN & NIC MCUs for inter MCU video conference calls Connect up to 200 users through internet The total VC licenses shall be limited to concurrent 300 video calls 310 Video Conference Endpoint for Room based VC. 300 Full HD 46" LED LCD TV display for VC display at Endpoint. VC software client for end users apart from room based endpoints i.e. for desktop, Laptop, Smartphones, Ipad users. 4 ARCHITECTURE De-centralized (distributed) architecture Aggregation of VC traffic at each district at router level. SHQ for repository of 300 concurrent licenses and authentication of VC users for intra-district, inter-domain and internet VC calls. Recording of P2P and P2MP intra-district and inter-district conferences Streaming of video content live or on demand Web-based service management system for Asset Mgmt., Performance Tracking, Ticket Mgmt., Service Mgmt., Reporting and SLA 4

9 Work Order issued to M/s. Wipro Limited on 25 March 2014 Agreement signed b/w M/s. RISL and M/s. Wipro Limited Supply, Installation, Integration & Commissioning: 180 days Operations & Maintenance: 5 years from GO-LIVE Tender Cost: Rs crores (CAPEX is Rs crores and OPEX is Rs crores) (excluding RISL charges and applicable service tax and RVAT) Kick-off meeting for implementation was held on 10 April 14 Sample-site survey was conducted on 15 April 2014 Service Level Agreement: Repair/ replace time of IT Infrastructure: at SHQ and DHQ: 24 hrs. at VC Endpoints: 48 hrs. Successful conduct of scheduled VC session: 100% PROJECT STATUS Availability of resources: 100% at SHQ: 1 Project Manager + 5 Helpdesk Personnel at DHQ: 32 VC Expert Engineer at VC Endpoint location Other than DHQ: 268 VC Service Engineer 9
