Holley Hospital Presentation to Florida s Children and Youth Cabinet September 1, 2011 Vision, Mission and Responsibilities Vision: A healthier future for the people of Florida. Mission: To protect and promote the health of all residents and visitors in the state through organized state and community efforts, including cooperative agreements with counties. Responsibilities: Identify, diagnose, and conduct surveillance of disease and health conditions in the state, accumulating health statistics necessary to establish trends; Implement interventions that prevent or limit the impact or spread of disease and health conditions; Collect, manage and analyze vital statistics and other health data to information and formulate public health policy and planning; Vision, Mission and Responsibilities Maintain and coordinate preparedness for and response to public health emergencies in the state; Provide or assure the provision of quality health and related services to identified population in the state; Regulate environmental activities that have a direct impact on public health in the state; Regulated health practitioners, to the extent authorized by the legislature, as necessary for the preservation of health, safety, and welfare of the public. WIC Program Services Federally funded supplemental nutrition program for women, infants and children available statewide through the county health departments Provides healthy foods; nutrition education and counseling; breastfeeding promotion and support; referrals to health care and other social services Eligible populations are women who are pregnant, breastfeeding women up to 1 year, or up to 6 months postpartum, infants up to one year of age, children ages 1-5 years who are residents of Florida; low income (185% FPL); and at nutritional risk Serves approximately 485,000 women and children each month Childcare Food Programs Federally funded programs that provide reimbursement for nutritious meals and snacks served to children in child care centers and homes, recreational centers and homeless shelters across the state Eligible populations are infants and children through age 12 in participating child care facilities; children through age 18 in homeless shelters and after school sites Tiered reimbursement for meals is based on household income levels in three categories (free, reduced-price or non-needy) Participating facilities must either be private not-for-profit centers or for-profit centers serving 25%of children receiving free or reducedprice meals Serves approximately 188,000 children each day

2 Healthy Start State and federally funded program providing pre- and post-natal education, care coordination, and referrals to health and social services to improve birth outcomes Services are available statewide and delivered through 32 Healthy Start Coalitions and the DeSoto County Health Department Pre-natal risk screening is available to all pregnant women and infant screening is completed from information on the birth certificate Voluntary services are offered based on the screening score or referral from a health care provider Serves approximately 123,00 women and 86,000 infants annually Title X Family Planning Program State and federally funded program providing family planning services statewide through the county health departments and contracted agencies Eligible populations are men or women of childbearing age, including teens Fees are based on net family income with a sliding fee scale for clients between 101% - 250% of the federal poverty level (FPL) and no cost for services for clients at or below 100% FPL Serves approximately 212,000 clients annually School Health Services State and federally funded program that provides school-based preventive, health management and emergency health services and health education classes to prevent high-behaviors in collaboration with school districts and local partners Eligible populations are students pre-k through 12 th grade in public schools Basic school health services and full service school programs are provided in 67 counties Comprehensive school health services are provided in 46 counties Serves approximately 2.6 million students annually Teen Pregnancy Prevention Programs Federally funded evidence-based programs provided by county health departments and community based-organizations in school, community and faith-based settings beginning in September 2011 Eligible population for the Abstinence Education Program are adolescents ages and their parents/significant adults in 11 selected counties Eligible applicants for the Teen Pregnancy Prevention Program are 9 th graders in designated high schools in 25 rural counties Statewide evaluation of program efficacy in reducing teen pregnancy and school suspension in the Teen Pregnancy Prevention Program Sexual Violence Prevention Programs State and federally funded programs designed to assist rape and sexual assault victims and to prevent victimization and first time perpetration Victim services include advocacy, crisis intervention, case management, therapy and medical exams and are provided to victims age 12 years and older and secondary victims affected by rape or assault Prevention strategies include statewide planning and building state and local capacity in addition to direct educational and training programs for students from 4 th grade through college age, underserved populations, and professionals who interact with priority populations Public Health Dental Program State funded oral health program delivered at 118 clinic sites operated by 53 county health departments Provides oral health education, preventive and therapeutic dental services based on community needs and available resources Eligible populations vary by county however the majority of clients are low-income children Serves approximately 182,000 children annually with an average of 2.2 visits per child per year

3 Florida KidCare Children s Health Insurance Program Children s Medical Services (CMS) Network provides health benefits to children with special health care needs who are funded from Title XIX (Medicaid) and Title XXI (Children s Health Insurance Program (CHIP) Eligible populations meet clinical, age, and financial eligibility criteria (birth to age 21 for Medicaid and ages 1-19 for CHIP up to 200% of the federal poverty level) Monthly enrollment in Title XIX is approximately 53,000 children and in Title XXI approximately 23,000 children Early Steps State and federally funded programs provide early intervention services and support to infants and toddlers with disabilities and their families Eligible population for the Part C Program are infants and toddlers (birth to 36-months) with significant delays or a condition likely to result in a developmental delay; there are no financial eligibility criteria Eligible population for the Developmental Evaluation and Intervention Program (DEI) are infants born or transferred to a neonatal or pediatric intensive care unit with a medical condition associated with later developmental delay and who are enrolled in or meet Medicaid financial eligibility Serves approximately 45,000 children in Part C and 625 in DEI annually Children s Medical Services Child Protection Teams and Sexual Abuse Treatment Programs State funded program assesses the needs of physically and sexually abused children, medically neglected children and other children as referred Assessment activities may include medical diagnosis and evaluation, nursing assessment, forensic interviews of children, psychological evaluation and consultation and multi-disciplinary staffing and treatment programs provide counseling for victims and their families Eligible populations are children reported to the Florida Abuse Hotline and accepted for investigation Serves approximately 30,000 children annually in the Child Protection Teams and approximately 2,200 children and nonoffending caregivers in the Sexual Abuse Treatment Programs Medical Home/Children in Out-of-Home Initiative and Medical Foster Care Program State and federally funded partnership between Children s Medical Services and the Department of Children and Families to provide a primary care medical home and a care coordinator to each child in outof-home care; and to supervise the selection, training and oversight of foster parents who serve children with complex health needs Eligible populations are low-income children on Medicaid, in out-ofhome care, who have a medical, behavioral, developmental or other health condition that has lasted or is expected to last at least 12 months; and children at risk of institutional placement without Medical Foster Care The Out-of-Home Initiative serves approximately 1,170 children per month and the Medical Foster Care Program serves approximately 715 families annually Students Working Against Tobacco (SWAT) Florida s anti-tobacco youth advocacy organization coordinated by the Bureau of Tobacco Prevention Program Over 350 SWAT clubs statewide with approximately 7,000 members Objective is to advocate for population-based policy change that will make tobacco less accessible and less acceptable SWAT members work collaboratively with the county tobacco free partnership to engage in activities that will lead to policy change SWAT is open to youth in grades 6-12 Vaccines for Children (VFC) Program Federally-supplied vaccines are distributed to VFC enrolled public and private healthcare providers Eligible populations are children 0-18 years of age who are enrolled in Medicaid, have no health insurance, have insurance with no immunization coverage, or are American Indian or Alaskan Native Vaccinations are administered at no cost to parent/guardian Provides $197 million of pediatric vaccines to approximately 1,800 VFC enrolled providers
