3 What Buildings does it apply too? (2) The requirements of paragraph (1)(b) shall apply to the following works and buildings a) the design and construction of a new dwelling, b) an extension to a dwelling involving a total floor area greater than 40 square metres, c) works to which Part III applies. 5 Who can undertake the role of Assigned Certifier? Definition in terms of skills AND qualifications. Code of Practice for Inspecting and Certifying Buildings and Works. Assigned Certifier means the competent, registered professional person so assigned, in accordance with the Building Control Regulations. Who is qualified to be an Assigned Certifier? Chartered Engineers on the register maintained by Engineers Ireland under section 7 of the Institution of Civil Engineers of Ireland (Charter Amendment) Act (Significant change!!) Architects that are on a register maintained by the RIAI under Part 3 of the Building Control Act 2007; (No change!) OR Building Surveyors that are on the register maintained by the SCSI under Part 5 of the Building Control Act 2007, (No change!)

6 What are the roles for Assigned Certifiers? Defined in the Code of Practice. Provide and sign the relevant statutory certificates the form of undertaking at Commencement (Notice) and the Certificate of Compliance on Completion. Co-ordinate the ancillary certification by members of the design team and other relevant bodies for the Certificate of Compliance on Completion. Identify all design professionals and specialists, in conjunction with the Builder, from whom certificates are required. Identify all certificates and provide them. Co-ordinate and collate all certification of compliance for completion in conjunction with the Builder.

7 What are the roles for Assigned Certifiers? Defined in the Code of Practice. Plan and oversee the implementation of the Inspection Plan during Construction (with others). Prepare the Preliminary Inspection Plan and oversee adherence to this plan on completion, provide the Inspection Plan as implemented. On termination or relinquishment of their appointment, make available to the Building Owner all certification prepared and inspection reports carried out. Act as the single point of contact with the Building Control Authority (BCA) during construction. Seek advice from the BCA on compliance matters where disputes or differences of opinion arise between the parties. Maintain records of inspection.

8 What are the roles for Assigned Certifiers? Previous two slides define what they are expected to do The role of the Assigned Certifier does NOT include responsibility for the supervision of any builder. 9 FORMS FOR APPOINTMENT (NOTICES OF ASSIGNMENT) Notice of Assignment of Assigned Certifier Appointment by Building Owner Description of the building or Works. Assignment of a named individual. Confirmation of competence to inspect and to coordinate the inspection work undertaken by others Competent to certify the works for compliance. Requests for information (plans, documents, specifications) are to be directed to this named individual. Any changes to Assigned Certifier must be made in writing to BCA. Undertaking by Assigned Certifier Acceptance of appointment. In accordance with the Code of Practice for Inspecting and Certifying Buildings and Works, or equivalent, I undertake to use reasonable skill, care and diligence, To inspect the building or works To coordinate the inspection work of others To certify following the implementation of the inspection plan by myself and others, for compliance with the requirements of the Second Schedule to the Building Regulations Together with the plans, calculations, specifications, ancillary certificates and particulars listed (in the Commencement Notice).

10 CERTIFICATE OF COMPLIANCE ON COMPLETION PART B CERTIFICATE SIGNED BY ASSIGNED CERTIFIER. Declarations I confirm that I am the Assigned Certifier assigned by the owner to inspect and certify the building or works concerned. Plans, calculations, specifications and ancillary certificates and particulars as required for Part IIIC of the Building Control Regulations are included in the Annex (attached). I now confirm that the inspection plan, drawn up having regard to the Code of Practice for Inspecting and Certifying Buildings and Works, or equivalent, has been undertaken by the undersigned having exercised reasonable skill, care and diligence, and by others nominated therein, as appropriate, on the basis that all have exercised reasonable skill, care and diligence in certifying their work in the ancillary certificates scheduled. Based on the above, and relying on the ancillary certificates scheduled, I now certify, having exercised reasonable skill, care and diligence, that the building or works is in compliance with the requirements of the second schedule to the Building Regulations, insofar as they apply to the building or works concerned.

11 What are the roles & responsibilities of the Assigned Certifier? Expected to work with the Builder, the Design Team and the Building Owner Ultimately answerable to the Building Control Authority! Design Team Builder Building Compliance Building Owner Building Control Authority

13 How will the Register of Assigned Certifiers be compiled and chosen? How will Assigned Certifiers be selected? As a consequence of the appointment of the principal design party? By alternate enquiry to the Architect or Engineer? On the basis of an existing working relationship with an individual who is qualified to take on the role? By enquiry to any of the above three institutions? But the appointment will have to be confirmed by online enquiry from the Building Control Management System.
