7 Previous Efforts for Parking Previous efforts to implement controlled on-street parking in various Municipalities, including Athens, failed mainly because of legal problems provoking inadequate mentality Recent implementations, after solving legal problems, present deficiencies in: Systematic police enforcement Efficient collection of fines Information and compliance of Public Statistics from previous implementation of Controlled Parking by the Athens Municipality Reduction of long term parking except for residents Large percentages of short term parking (0-3 hours): 86% for short period parking, up to 2 hrs 63% for long period parking, up to 8 hrs 25% for residents only parking 82% for illegal parking
8 Current car-parking problems lack of a relevant authority lack of an integrated policy insufficiency of enforcement inadequacy of infrastructure provision mentality matters (willingness to pay) need for improvement of public transportation services no concrete pricing policy in off road parking stations

12 Athens Municipality Pilot System places in city centre for city centre inhabitants, for short term city centre visitors and 1000 for public services Fully controlled parking system in 7 city centre districts 100 controllers 2 means for payment (SMS and IT technology/per minute charge or parking card for 1 or 3 hours Cost differs as the city centre inhabitants will pay 10 per year, the public services as well, and the main customers will be the city centre visitors paying 1 /hour for the first 2 hours, 6 for the third hour and for the rest hours as well 23 fine for short term parking zone, 65,5 for the other zones
