1 Government of Nunavut Employment Opportunity Community Planner Department of Community & Government Services Rankin Inlet, Nunavut An exciting opportunity has opened for a planner to serve the planning needs of the seven communities of the Kivalliq region. The Regional Community Planner provides advisory planning services to each of the Hamlets, and ensures that each Council has appropriate planning tools, adequate technical advice and assistance, and the financial resources to manage the use and planned development of the land in the communities; travel frequently to those communities; and occasionally travel outside the Kivalliq. The successful candidate will be involved in developments from survey design to completion, and contribute to the sustainable development of Nunavut and Canada s North. The ideal candidate must be eligible for membership in the Canadian Institute of Planners, also have a degree in Urban Planning, plus 1-2 years experience in working as a municipal planner, as well as proven experience in resolving land administration issues. In additions the incumbent will have good presentation and communication skills; both orally and in writing. The successful candidate will be required to submit a satisfactory Criminal Records Check through the RCMP. Knowledge of Inuit language, communities, culture, land and Inuit Qaujimajatuqangit is an asset. Equivalencies that consist of a combination of education, knowledge, skills and abilities to formal education and experience requirements will be considered. This position is included in the Nunavut Employees Union and has a starting salary of $70, per annum, plus a Northern Allowance of $15, per annum. Code: PURPOSE Main reason why the position exists, within what context and what the overall end result is. The incumbent is responsible for providing comprehensive Community Planning advisory services to the Kivalliq Region Hamlets to ensure that each Council has appropriate planning tools, adequate technical advice and assistance and the financial resources to manage the use and planned development of the land in the communities. The incumbent supervises the works of the Planning Technician. 3. SCOPE Describe the impact the position has on the area in which it works, or if it impacts other departments, the government as a whole, or the public directly or indirectly. How does the position impact those groups/individuals, the organization and/or budgets? What is the magnitude of that impact? The position and incumbent are located in the Rankin Inlet Kivalliq Regional Office with the incumbent reporting to the Assistant Regional Director. The incumbent must deliver Planning services within legislative, policy, directions and guidelines developed for the Nunavut Government, and in accordance with the wider objectives of the Territory s Community Planning Program, as delivered by Headquarters Community Planning Unit in the Community Infrastructure & Lands Division. Decisions require a high degree of professional independence, initiative, judgment, creativity, discretion are exercised by this position on a regular basis and are required in the application of these programs and policies to meet local community needs. The incumbent plays an active role towards advising Community Councils to facilitate a coordinated approach to Community Planning, in line with land development objectives occurring Territory-wide. The incumbent ensures that all planning processes are performed under the correct procedures of the Planning Act, Development Act and other related Departmental policies and procedures. The incumbent has some degree of autonomy and latitude in assessing the Regional Community Planning needs and in exercising good judgment in the discharge of these responsibilities, but also works within discretion set by the Headquarters Community Planning Unit in respect of Program delivery. The incumbent must exercise judgment with a high degree of initiative and have the ability to work with minimal supervision, while always working as a team member. Page 1
3 The incumbent plays a key role in the delivery of the Nunavut wide Community Planning Program, as an active participant representing the Community Planning needs and perspectives of the Kivalliq Region. The incumbent prepares annual work plan with quarterly objectives that are discussed and reviewed with the Regional Supervisor and Headquarters on a regular basis. 4. RESPONSIBILITIES Describe major responsibilities and target accomplishments expected of the position. List the responsibilities that have the greatest impact on the organization first and describe them in a way that answers why the duties of the position are being performed. For a supervisory or management position, indicate the subordinate position(s) through which objectives are accomplished. 1. Acting as a professional planner to the Community Councils by assisting the Councils in the preparation, administration and monitoring of Community Plans, land use plans and zoning by-laws so that each community has appropriate planning tools to manage the use and development of land to achieve community objectives and priorities. Main Activities for this include assisting the Councils and local residents to identify planning and land needs for the Hamlet. The incumbent will identify objectives by attending council meetings, community meetings and organizing public workshops. The incumbent will be involved in planning and assisting with the delivery of community and regional training events for both GN staff and Hamlet staff. The incumbent will be involved in preparing Terms of Reference and Proposal Calls for consultants required for regional Kivalliq projects and in working with a team comprised of the Planning staff and council members, to evaluate these. A key focus is managing planning and engineering consultant contracts to ensure adherence to Terms of Reference, budget requirements and project deadlines. As part of this the incumbent will coordinate and encourage participation from all stakeholders in the preparation of Community Plans, and Zoning By-Laws. The incumbent will play a key role in recommending a plan of action for resolving any conflict requirements. In completing these tasks the incumbent works within the policy direction and procedural guidance given by the Headquarters Community Planning Unit, in order to maintain consistent Territorial advice & program delivery. 2. Assisting community government through the provision of professional expertise in the Nunavut Government land development process to ensure that within every community there is an adequate supply of land to meet demand for residential, commercial, industrial and institutional uses. Main Activities include identifying long term land use requirements and assisting Hamlet council on the local and design of land development projects required to meet their needs. The incumbent will prepare subdivision designs for review and approval by Council and other involved Regional Office staff; and in assisting the Hamlet Councils in the review of these designs. The incumbent will consult with all stakeholders in the land development process including the Power Corporation, NorthwestTel, Nunavut housing, to ensure that they are aware Page 2
4 of the 5-year Capital forecasts and their related land needs. Part of this position includes annual recommendations for regional priorities for Legal Surveying, Community mapping and Aerial Photography. Assisting Community Governments through the provision of professional expertise with the preparation and implementation of the communities Capital Planning needs for all projects related to Land Development as assigned. Main activities will include estimating annual budget requirements for Community Planning functions in the regional office. The incumbent will work with all communities in preparation of terms of reference, their budget estimates, designs and schedules related to land development needs and will ensure timely and meaningful consultation with Community Councils and their administrations throughout the planning, design and construction phases of all projects. Acting as a professional planner and advisor to Community Councils and to public and private agencies and individuals on planning and lands implementation and administration particularly as related to specific development proposals and land use. The main activities will be in developing recommending to Community Councils on development proposals for land applications including ensuring compliance with Community Plans and Zoning By-laws. This work will occur through frequent contact and consultation on process and development outcomes with the HQ Community Planning Unit. As integral part of the incumbent s regional responsibilities involves providing Community Planner s Reports to the HQ Community Planning Unit for Territorial Approval of land survey proposals, Zoning Bylaws & Amendments, the Community Plans reviews within the Kivalliq Region. The incumbent will work with other Regional staff, as a team, to ensure the workload is shared appropriately. The incumbent also supervises the Planning Technician for the regional office and ensures that appropriate work schedules are followed. The incumbent also makes recommendations on the development of legislation, policies and program standards and criteria related to this activity, in frequent consultation with the HQ Community Planning Unit and Territorial Community Planning objectives set by HQ staff. 5. KNOWLEDGE, SKILLS AND ABILITIES Describe the level of knowledge, experience and abilities that are required for satisfactory job performance. Knowledge identifies the acquired information or concepts that relate to a specific discipline. Skills describe acquired measurable behaviors and may cover manual aspects required to do a job. Abilities describe natural talents or developed proficiencies required to do the job. These requirements are in reference to the job, not the incumbent performing the job. The Community Planner position requires planning skills and experience which is most commonly found with a Degree in Regional and Community Planning or related field plus 2-3 years working as a municipal planner and through graduated planning responsibilities. The incumbent must be eligible for membership in the Canadian Institute of Planners. The incumbent will have good presentation skills, both orally and in writing in order to communicate effectively with staff, Community Councils and Consultants. The incumbent will have the ability to work in or adapt to a cross cultural working and Page 3
5 community environment, and actively participate in the delivery of the Nunavut wide Community Planning Program as identified by the HQ Community Planning Unit. The incumbent at all times will be required to contribute to and successfully implement the processes, policies and direction being set for the delivery of the Territory-wide Community Planning Program as identified by the HQ Community Planning Unit. The ability to communicate in Inuktitut/Innuinaqtun would be considered an asset. 6. WORKING CONDITIONS List the unavoidable, externally imposed conditions under which the work must be performed and which create hardship for the incumbent. Express frequency, duration and intensity of each occurrence in measurable time (e.g. every day, two or three times a week, 5 hours a day). Physical Demands Indicate the nature of physical demands and the frequency and duration of occurrences leading to physical fatigue or physical stress. Much time is spent in a sitting position with frequent opportunity to move about. Environmental Conditions Indicate the nature of adverse environmental conditions to which the jobholder is exposed, and the frequency and duration of exposures. Include conditions that increase the risk of accident, ill health, or physical discomfort. Incumbent works in a closed office, generally a comfortable work environment. The incumbent is exposed to extensive travel to the communities within the Kivalliq Region and is exposed to extensive overtime and irregular working hours. The incumbent must be exposed to frequent travel in small aircraft under inclement weather conditions. Sensory Demands Indicate the nature of demands on the jobholder s senses. These demands can be in the form of making judgments to discern something through touch, smell, sight, and/or hearing. It may include concentrated levels of attention to details though one or more of the incumbents senses. The incumbent spends a fair amount of the time consulting with Community Councils and community leaders/groups to listen to their concerns and for their input into the community planning process, this requires excellent listening skills and the ability to be open to criticism and suggestions to improve service delivery. The incumbent spends some time in front of a VDT reviewing a variety of items including the budget and correspondence; this can result in eyestrain and result in other physical discomforts. Mental Demands Indicate conditions within the job that may lead to mental or emotional fatigue that would increase the risk of such things as tension or anxiety. The incumbent will be assisting local Councils in making decision which often face public scrutiny. In this work environment there will be the need to allocate scarce resources among Page 4
6 programs while being sensitive to the needs of individuals and the community. The incumbent is faced with changing priorities and short deadlines, which can create stress. Page 5
