However, the official rules of soccer, as stated in the laws of the game and the Universal Guide for referees by FIFA of the current year, shall be used in deciding disputes or protests. Regulations of the Southeast Cincinnati Soccer Association, Inc. or Girls Southeast Cincinnati Soccer Association, Inc. apply in the specific situations outlined as well as the modifications to the Laws of the Game for small- sided play. 4

5 KIDS SAFE / RISK MANAGEMENT PROGRAM The Kids Safe / Risk Management Program was developed to protect and provide a safe and healthful environment for children participating in Ohio South sanctioned soccer clubs, associations, leagues, program and tournaments. In order to implement this program, every coach, assistant coach and team administrator is to complete (and sign) the Ohio South Employment / Volunteer Disclosure Statement or completed it on line at PURPOSE The purpose of the Southeast Cincinnati Soccer Association, Inc. and Girls Southeast Cincinnati Soccer Association, Inc. is to: (1) instruct and train players to develop and improve their capabilities; (2) develop the principles of fair play; (3) build good character; (4) allow all players as equal an opportunity as possible to participate; (5) promote the growth of soccer; (6) encourage the development and practice of good sportsmanship; (7) improve physical fitness; (8) help keep our youth involved and busy in supervised activities; and, (9) have fun. The Associations are nonprofit and educational organizations. This combined Manual is prepared by Southeast Cincinnati Soccer Association, Inc. (SCSA) and Girls Southeast Cincinnati Soccer Association, Inc. (Girls Southeast), two separate non- profit corporations. The Manual represents a commitment from both Associations to cooperate to provide the best possible program for the boys and girls of our Southeast Cincinnati Community. The following Code of Ethics and Conduct forms the basis of the Laws, Bylaws, Policies, and Procedures for SCSA and Girls Southeast. All coaches, parents, and supporters are to conduct themselves within both the rule and spirit of the Code of Ethics and Conduct. CODE OF ETHICS AND CONDUCT SOCCER BELONGS TO THE PLAYERS. Coaches must understand this and put the welfare of the players and the game ahead of their personal desires. Coaches, players, and team supporters must never place the value of winning above the safety and welfare of the players. Winning should be the result of thorough preparation and team discipline. 5

6 The laws of soccer are written to insure a continuous flow of action, while protecting the safety of the players. Coaches must be familiar with them and the rules of play. Coaches shall insure that players also understand them and adhere to both their letter and spirit. Advantage shall never be sought by deliberately violating the laws of soccer nor by engaging in unsportsmanlike behavior. Coaches shall not tolerate unsportsmanlike behavior by parents or members of their team toward opponents, officials or spectators - regardless of the situation. Coaches and parents have an obligation to teach good sportsmanship by both word and example. Players should treat the players on other teams in a friendly and courteous manner and in the same way that they would like opposing players to treat them. Coaches are responsible for the behavior of their team and supporters at the field. Coaches should be as inconspicuous as possible during the game. Corrective instructions should be given during practice. During a game, instructions should be limited to players on the side line Game decisions by officials may not be questioned. Public or private criticism of officials by coaches, players or spectators is not permitted. Coaches shall maintain a controlled, undemonstrative attitude toward officials. VERBAL AND/OR PHYSICAL ABUSE OF REFEREES SHALL NOT BE TOLERATED. 6

7 LAWS OF SOCCER The Laws of Soccer outline the rules of soccer for all teams in Southeast Cincinnati Soccer Association, Inc. and Girls Southeast Cincinnati Soccer Association, Inc. Coaches are to read and understand the requirements of the game. Southeast Cincinnati Soccer Association and Girls Southeast Cincinnati Soccer Association have established small- sided games and full sided games for boys and girls as shown below. 7

However, for 4vs4, 6vs6, and 8vs8, there are supplemental Laws of Soccer that modify some of the following Laws to take into consideration the age of the player and their small sided game. All Coaches are to read and study the Laws of the game as outlined in this section. In addition to this section coaches of Small Sided teams should also review the modifications to the Laws of Soccer that are outlined in their own section. For Small Sided Purpose see specific section. For modifications on 4v4 see specific section, for 6v6 see page see section for 8v8 see specific section. LAW 1 - THE FIELD OF PLAY DIMENSIONS. The field of play shall be rectangular, its length being not more than 130 yards nor less than 100 yards and its breadth not more than 100 yards nor less than 50 yards. Younger age groups will be played on smaller fields. MARKING. The field of play shall be marked with distinctive lines, not more than 5 inches in width, in accordance with the plan, the longer boundary lines being called the touch- lines and the shorter the goal lines. A flag on a post not less than 5 feet high and having a non- pointed top, may be placed at each corner; a similar flag- post may be placed opposite the half- way line on each side of the field of play, not less than one yard outside the touchline. A half- way line shall be marked out across the field of play. The center of the field of play shall be indicated by a suitable mark and a circle with a 10 yard radius shall be marked around it. GOAL AREA. At each end of the field of play two lines shall be drawn at right- angles to the goal- line, 6 yards from each goal- post. These shall extend into the field of play for a distance of 6 yards and shall be joined by a line drawn parallel with the goal- line. Each of the spaces enclosed by these lines and the goal- line shall be called a goal area. PENALTY AREA. At each end of the field of play two lines shall be drawn at right- angles to the goal- line, 18 yards from each goal- post. These shall extend into the field of play for a distance of 18 yards and shall be joined by a line drawn parallel with the goal- line. Each of the spaces enclosed by these lines and the goal- line shall be 8

9 called a penalty area. A suitable mark shall be made within each penalty area, 12 yards from the mid- point of the goal- line, measured along an undrawn line at right angles thereto. These shall be the penalty- kick marks. From each penalty- kick mark an arc of a circle, having a radius of 10 yards, shall be drawn outside the penalty area. THE CORNER AREA. From each corner a quarter circle, having a radius of one (1) yard, shall be drawn inside the field of play. GOALS. The goals shall be placed on the center of each goal- line and shall consist of 2 upright posts, equidistant from the corner- flags and 8 yards apart (inside measurement), joined by a horizontal cross- bar the lower edge of which shall be eight feet from the ground. The width and depth of the goal- posts and the width and depth of the cross bars shall not exceed 5 inches. Nets should be attached to the posts, cross- bars and ground behind the goals. They should be appropriately supported and be so placed as to allow the goalkeeper ample room. LAW 2 - THE BALL The ball shall be spherical; the outer casing shall be of leather or other approved materials. No material shall be used in its construction which might prove dangerous to the players. The ball shall be approved by the Referee. AGE GROUPS Ball Size Dribbler, Trapper, Shooters, Passers #3 Flyers (GSE only) Wings, Strikers #4 Kickers, Minors #5 LAW 3 - NUMBER OF PLAYERS A match shall be played by two teams, each consisting of not more than eleven players, one of whom shall be the goalkeeper. The game shall be started at the appointed time even with fewer than eleven players, but not less than seven. The game will be forfeited by any team unable to have seven players or more on the field within ten (10) minutes of the appointed time. Substitutes may be used in any match played under the rules of an official competition subject to the following conditions: a. All players on Dribblers, Trappers, Shooters, Passers, Flyers, Wings and Strikers teams must participate in each game a minimum of 50% of the total playing time. Players on Kickers and Minors teams must participate in 25% of each game. 9

10 b. In the event a player arrives at a game when less than 25% of the game remains to be played, the player must be substituted at the first opportunity play (as defined under substitutions for Kicker and Minors) and play the reminder of the game. c. Substitutions may be made, with consent of the referee, at the following time: Shooters, Passers, Flyers Wings, and Strikers (Dribblers/Trappers see modifications of Laws of Soccer) 1. Clear the bench at the midpoint of each half at which time all players not currently in the game will be played for the time remaining in the half. CLEAR THE BENCH - Play shall be stopped at a normal stoppage of play such as a goal kick, throw- in, or when play is not to the advantage of either team. 2. After an injury when referee stops play*. Substitution is only for the injured player unless it is the midpoint of the half. 3. At half time 4. After a player is cautioned (yellow card) at the coaches discretion. No substitution is allowed for an ejected player. This rule is intended to allow removal of players who in the opinion of the coach needs time to cool off. It is not intended to be used to circumvent (a.) above. *If the injured player recovers during the playing period in which he/she was injured, the injured player may be substituted back into the game for the player that replaced him/her at a stoppage of play (with referees permission). Kicker and Minors (Free Substitution entire game) 1. Prior to the throw- in in your favor or if other team substitutes both teams may substitute. 2. Prior to a goal kick, by either team 3. After a goal, by either team 4. After an injury, by either team, when referee stops play 5. At half time 6. After a player is cautioned (yellow card opposing team may substitute a like number of players). No substitution is allowed for an ejected player. d. Any player may change places with the goalkeeper during a normal stoppage of play provided the referee is informed before the change is made e. When a goalkeeper or any other player is to be replaced by a substitute, the following conditions shall be observed: 1. The Referee shall be informed prior to the substitution. 2. The substitute shall enter the field during a stoppage in the game. 3. A substitute shall be subject to the authority and jurisdiction of the Referee whether called upon to play or not. f. Players remaining in the game must stay on the field. Only players for whom a substitute has been entered may leave the field. g. Coaches are not permitted to enter the field of play during the clear the bench substitution break. h. Players are not to be called to a common point for a discuss/instructions/talk with coaches during the clear the bench substitution break. 10

11 Punishment: a. Play shall not be stopped for an infringement of paragraph (d.) above. The players concerned shall be cautioned (yellow carded) immediately when noticed by the Referee and the ball is out of play. If the goalkeeper is replaced by a substitute and if the Referee stopped play exclusively to administer this caution, then an indirect free kick is awarded where the ball was when the play was stopped. b. If any substitute enters the field of play without the authority of the Referee, play shall be stopped. The substitute shall be cautioned and removed from the field or sent off according to the circumstances. The game shall be restarted by the Referee dropping the ball at the place where it was when the play was stopped, unless it was within the goal area at the time in which case it shall be dropped on the part of the goal area line which runs parallel to the goal line, at the point nearest to where the ball was when the play was stopped. c. For any other infringement of this law, the player or players concerned shall be cautioned (yellow card), and if the game is stopped by the referee to administer the caution, it shall be restarted by an indirect free kick, to be taken by a player of the opposing team from the place where the ball was when play was stopped. If the free kick is awarded to a team within its own goal area, it may be taken from any point within that half of the goal area in which the ball was when play was stopped. LAW 4 - PLAYER'S EQUIPMENT Equipment Specifications a. Players shall not wear anything which is dangerous to another player or him/herself. b. The usual equipment is shirts, shorts, shin guards, stockings, and footwear. 1. Shirts or jerseys of teammates must be of identical colors. Goalkeepers' shirts must be of colors which distinguish them from teammates, opponents and referees. 2. Shirts of opposing teams must be of contrasting colors. The home team shall be responsible to change if two teams show up with similar colored uniforms. 3. Players must wear approved shin guards which must be entirely covered by stockings. 4. Players shall wear gym, tennis, or molded soccer shoes which conform to the following standards: Cleats shall be rubber, nylon, plastic or similar material, and shall not be less than 3/8 inch in diameter at the tip, or project more than 3/4 inch from sole or heel of the shoe. Detachable cleats are acceptable if they are made of the same material listed and are more than 1/2 inch from the sole or heel of the shoe. The screw plate and the screw portion of the cleat must be such that no exposed metal is present, the football toe cleat and the screw portion as part of the shoe is NOT allowed. 5. Goalkeepers may wear an APPROVED helmet subject to the approval of the referee. Illegal Equipment a. Illegal equipment shall not be worn by any player. This includes any equipment, which 11

12 in the opinion of the referee is dangerous. b. Types of equipment which are always dangerous include: 1. Projecting metal or other hard plates, or projections on clothing or person. 2. Knee, head, arm, thigh, or hip pads containing sole leather, fiber, metal or any unyielding materials, even if they are covered with soft padding. 3. Casts of any material 4. Shin guards that have exposed sharp edges. 5. Face or spectacle guards. 6. Kneebraces, must be wrapped and approved by the referees. 7. Jewelry of any type (metal, plastic, or other material) including rings, earrings, pierced earrings, bracelets, necklaces, hair clips, or barrettes. c. Exceptions to paragraph 2 may only be with the written approval of the Director of Referees. d. Play shall not be stopped for repair or replacement of uniform parts. If a player is sent off the field for a violation of Law 4. He/she must re- enter during normal substitution. LAW 5 - REFEREES A Referee shall be appointed to officiate in each game. The referee's authority and the exercise of the powers granted by the Laws of the Game commence as soon as he/she enters the field of play. Normally a single referee is assigned for most small sided play or two referees are assigned for full sided play. His/her power of penalizing shall extend to offenses committed when play has been temporarily suspended, or when the ball is out of play. His/her decision on points of fact connected with the play shall be final, so far as the result of the game is concerned. He/she shall: a. Enforce the Laws. b. Refrain from penalizing in cases where he/she is satisfied that, by doing so, he/she would be giving an advantage to the offending team. c. Keep a record of the game; act as timekeeper and allow the full or agreed time, adding thereto all time lost through accident or other cause. d. Have discretionary power to stop the game for any infringement of the Laws and to suspend or terminate the game whenever, by reason of the elements, interference by spectators, or other cause, he/she deems such stoppage necessary. In such a case he/she shall submit a detailed report to the Director of Referees, within the stipulated time, and in accordance with the provisions set up by the local association under whose jurisdiction the match was played. Reports will be deemed to be made when received in the ordinary course of mail. e. From the time he/she enters the field of play, caution any player guilty of misconduct or unsportsmanlike behavior and, if the players persists, suspend him/her from further participation in the game. In such cases the Referee shall send the name of the offender to the Director of Referees, within the stipulated time, and in accordance with the provisions set up by the local association under whose jurisdiction the match was played. Reports will be deemed to be made when received in the ordinary course of 12

13 mail. f. Allow no person other than the players and linesmen to enter the field of play without his/her permission. g. Referees will stop play for an injured, hurt, or sick player as soon as it is not to the disadvantage of the attacking team. (Advantage means attacking team has opportunity to score. If no opportunity to score exists, play should be stopped promptly.) If, in the referee's opinion, the player is seriously injured, hurt or sick, or if the player is in danger of receiving additional injury if play continues, (i.e. player in extremely close proximity to the ball and play), play should be stopped at once even if it is to the disadvantage of the attacking team. Play will be restarted by drop ball or normal method that stopped play i.e. throw in, goal kick, free kick, etc. h. Send off the field of play any player who, in his/her opinion, is guilty of violent conduct, serious foul play, or the use of foul or abusive language. I. Signal for re- commencement of the game after all stoppages. j. Decide that the ball provided for a match meets with the requirement of Law 2. k. Two referees with the same jurisdiction and equal authority shall administer all games played unless the 3 person system is in use. l. In an emergency situation, a single referee may administer the game and ask each team to provide one person to do the lines. LAW 6 - LINESMEN The two- person referee system (or single referee used for small sided formats) is used in most games for Girls Southeast Cincinnati Soccer Association, Inc. and Southeast Cincinnati Soccer Association, Inc. However, in any or all of the age groups, the Director of Referees may elect to have two Linesmen assigned to referee in the three- person referee system. If the three- person referee system in used, it is the duty (subject to decision of the Referee) of the linesman to indicate: a. when the ball is out of play. b. which side is entitled to a corner- kick, goal- kick or throw- in. c. when a substitution is desired. They shall also assist the Referee to control the game in accordance with the Laws. In the event of undue interference or improper conduct by a Linesman, the Referee shall dispense with his services and arrange for a substitute to be appointed. (The matter shall be reported by the Referee to the competent authority.) The linesmen should be equipped with flags by the Referee. LAW 7 - DURATION OF THE GAME 13

14 The duration of the game shall be two equal periods as scheduled below, unless otherwise mutually agreed upon, subject to the following: (a) Allowance shall be made in either period for all time lost through accident or other cause, the amount of which shall be a matter for the discretion of the Referee; (b) Time shall be extended to permit a penalty- kick being taken at or after the expiration of the normal period in either half. At half time the interval shall not exceed five minutes except by consent of the Referee. AGE GROUPS Dribblers, Trappers Shooters, Passers Flyers, Wings Strikers, Kickers Minors Time Per Half 20 minutes 25 minutes 30 minutes 35 minutes 40 minutes LAW 8 - THE START OF PLAY At the beginning of the game, the visiting team will call the coin toss. The team winning the toss decides which goal it will attach in the first half of the match. The other team takes the kick off to start the match. The Referee having given a signal, the game shall be started by a player taking a place kick (i.e., a kick at the ball while it is stationary on the ground in the center of the field of play) into his opponents' half of the field of play). Every player shall be in his own half of the field and every player of the team opposing that of the kicker shall remain not less than 10 yards from the ball until it is kicked off; it shall not be deemed in play until it has been kicked and moves forward. The kicker shall not play the ball a second time until it has been touched or played by another player. After a goal has scored, the game shall be restarted in like manner by a player of the team losing the goal. After half- time, when restarting, ends shall be changed and the kick- off shall be taken by a player of the opposite team to that of the player who started the game. Punishment: For any infringement of this Law, the kick- off shall be retaken, except in the case of the kicker playing the ball again before it has been touched or played by another player; for this offense, an indirect free- kick shall be taken by a player of the opposing team from the place where the infringement occurred, unless the offense is committed by a player in his opponents' goal area, in which case, the free kick shall be taken from a point anywhere within that half of the goal area in which the offense occurred. A goal may be scored directly from the kick- off. After any other temporary suspension; when restarting the game after a temporary suspension of play from any cause not mentioned elsewhere in these Laws, provided that immediately prior to the suspension the ball has not passed over the touch or goal- lines, 14

15 the Referee shall drop the ball at the place where it was when play was suspended, unless it was within the goal area at that time, in which case it shall be dropped on that part of the goal area line which runs parallel to the goal- line, at the point nearest to where the ball was when play was stopped. It shall be deemed in play when it has touched the ground; if, however, it goes over the touch or goal- lines after it has been dropped by the Referee, but before it is touched by a player, the Referee shall again drop it. A player shall not play the ball until it has touched the ground. If this section of the Law is not complied with, the Referee shall again drop the ball. LAW 9 - BALL IN AND OUT OF PLAY The ball is out of play: a. When it has wholly crossed the goal- line or touch- line, whether on the ground or in the air. b. When the game has been stopped by the Referee. The ball is in play at all other times from the start of the match to the finish including: a. If it rebounds from a goal- post, cross- bar, or corner- flag post into the field of play. b. If it rebounds off either the Referee or Linesmen when they are in the field of play. c. In the event of a supposed infringement of the Laws, until a decision is given. LAW 10 - METHOD OF SCORING Except as otherwise provided by these Laws, a goal is scored when the whole of the ball has passed over the goal- line, between the goal- posts and under the cross- bar, provided it has not been thrown, carried or intentionally propelled by hand or arm, by a player of the attacking side, except in the case of a goalkeeper, who is within his own penalty area. The team scoring the greater number of goals during a game shall be the winner; if no goals, or an equal number of goals are scored, the game shall be termed "a draw". A goal cannot in any case be allowed if the ball has been prevented by some outside agent from passing over the goal- line. If this happens in the normal course of play, other than at the taking of a penalty- kick: the game must be stopped and restarted by the Referee dropping the ball at the place where the ball came into contact with the interference, unless it was within the goal area at that time, in which case, it should be dropped on that part of the goal line at the point nearest to where the ball was when the play was stopped. If, when the ball is going into goal, a spectator enters the field before it passes wholly over the goal- line, and tries to prevent a score, a goal shall be allowed if the ball goes into goal unless the spectator has made contact with the ball or has interfered with play, in which case the Referee shall stop the game and restart it by dropping the ball at the place where 15

16 the contact or interference occurred, unless it was within the goal area at that time, in which case, it should be dropped on that part of the goal line at the point nearest to where the ball was when the play was stopped. LAW 11 - OFF- SIDE A player is in an off- side position if he/she is nearer to his opponents' goal- line than the ball, unless: a. he/she is in his own half of the field of play, or b. he/she is not nearer to his opponent's goal- line then at least two of his/her opponents (including the goalkeeper). A player who is level (even) with the second to last opponent is NOT in an offside position. A player shall only be declared off- side and penalized for being in an off- side position, if, at the moment the ball touches, or is played by, one of his team, he/she is, in the opinion of the Referee. a. interfering with play or with an opponent, or b. seeking to gain an advantage by being in that position A player shall not be declared off- side by the Referee a. merely because of his being in an off- side position, or b. if he/she receives the ball, direct, from a goal- kick, a corner- kick, a throw- in, or when it has been dropped by the Referee. If a player is declared off- side, the Referee shall award an indirect free- kick, which shall be taken by a player of the opposing team from the place where the infringement occurred, unless the offense is committed by a player in his opponent's goal area, in which case, the free- kick shall be taken from a point anywhere within that half of the goal area in which the offense occurred. Off- side shall not be judged at the moment the player in question receives the ball, but at the moment when the ball is passed to him/her by one of his own side. A player who is not in an off- side position when one of his colleagues passes the ball to him/her or takes a free kick does not therefore become off- side if he/she goes forward during the flight of the ball. LAW 12 - FOULS AND MISCONDUCT DIRECT FREE KICK A player who intentionally commits any of the following ten offenses: a. kicking or attempting to kick an opponent; b. tripping an opponent, i.e. throwing or attempting to throw him/her by the use of the legs or by stooping in front of or behind him/her; c. jumping at an opponent; 16

17 d. charging an opponent in a violent or dangerous manner; e. charging an opponent from behind unless the latter is obstructing; f. striking or attempting to strike an opponent or spitting at him/her; g. holding an opponent; h. pushing an opponent; i. handling the ball, i.e. carries, strikes, or propels the ball with the hand or arm. NOTE: This does not apply to the goalkeeper within his own penalty area or a player who is part of a wall on a direct or indirect kick; i.e. she protects her upper chest and he/she protects groin; j. slide tackling from the rear, i.e., tackling the player from behind (outside the peripheral vision); shall be penalized by the award of a direct free- kick to be taken by the opposing team from the place where the offense occurred, unless the foul is committed by a offensive player in his opponents' goal area, in which case, the Free- kick shall be taken from a point anywhere within that half of the goal area in which the offense occurred. Should a player of the defending team intentionally commit one of the above ten offenses within the penalty area, he/she shall be penalized by a penalty kick. A penalty kick can be awarded irrespective of the position of the ball, if in play, at the time an offense is committed within the penalty- area. If in the opinion of the referee, a player who is attacking towards the opponents goal with an obvious opportunity to score (no defensive player between him/her and the goal except the goalkeeper) is intentionally fouled by an opponent, through unlawful means (anyone of the direct penalty fouls listed in paragraph 1 above) thus denying the attacking players team the opportunity to score a goal, the offending player is to be sent off the field of play for serious foul play in accordance with Law 12. INDIRECT FREE- KICKS A player committing any of the eight following offenses: a. Play in a manner considered by the Referee to be dangerous, i.e., attempting to kick the ball while in possession of the goalkeeper. b. Charge fairly, i.e., with the shoulder, when the ball is not within playing distance of the players concerned and they are definitely not trying to play it. c. When not playing the ball, intentionally obstructing an opponent, i.e., running between the opponent and the ball, or interposing the body so to form an obstacle to an opponent; d. Charge the goalkeeper except when he/she; 1. Is obstructing an opponent; 2. Has passed outside his or her own penalty area. e. Intentionally obstructing the goalkeeper, i.e. standing in front of the keeper so that he/she cannot easily put the ball back into play. f. When playing as a goalkeeper and within his own penalty- area 1. From the moment he/she takes possession* of the ball with his/her hands, the keeper must clear (release it back into play) within six seconds. If after the six (6) seconds, the keeper touches it again with his hands before it has been touched or 17

18 played by another player of the same team outside of the penalty area, or by a player of the opposing team either inside or outside of the penalty- area. 2. Indulges in tactics which, in the opinion of the Referee, are designed to merely hold up the game and thus waste time and so give unfair advantage to their own team. Shall be penalized by the award of an indirect free- kick to be taken by the opposing team from the place where the infringement occurred, unless the offense is committed by a player in their opponents' goal area, in which case, the free- kick shall be taken from a point anywhere within that half of the goal area in which the offense occurred. g. On any occasion when a player deliberately kicks the ball to his own goalkeeper, the goalkeeper is not permitted to touch (pick up) the ball with his/her hands. If this goalkeeper does touch the ball with his/her hands, he/she shall be penalized by the ward of an indirect kick to be taken by the opposing team from the place where the infringement occurred (but outside of the goalie box) h. A goalkeeper handles the ball after receiving it from a throw in from his/her own team. *SPECIAL NOTE: The goalkeeper will be considered to be in possession of the ball by touching it with any part of his/her hands or arms. Possession of the ball would include the goalkeeper intentionally parrying the ball when he/she could have caught it. If the goalkeeper after parrying ball picks it up again, an indirect Free Kick should be awarded to the opposing team at that spot. However, if in the opinion of the referee, if the ball rebounds accidentally (or if the goalkeeper in making the stop could not catch it or control it) in making the save, the goalkeeper may pick up the ball and control it for the first time as long as the ball is still in the penalty area. CAUTIONS A player shall be cautioned if: a. He/she charges, runs into, or hits the goalkeeper while the keeper has possession of the ball*. *SPECIAL NOTE: If in the opinion of the Referee the attacking players' action against the goalkeeper who is in possession of the ball is deliberate the attacking player must be cautioned or ejected depending on the severity of the action. The attacking player must make an attempt to avoid contact with the goalkeeper. b. He/she enters or re- enters the field of play to join or re- join his team after the game has commenced, or leaves the field of play during the progress of the game (except through accident) without, in either case, first having received a signal from the Referee showing him/her that he/she may do so. If the Referee stops the game to administer the caution the game shall be restarted by an indirect free- kick taken by a player of the opposing team from the place where the ball was when the Referee stopped the game. If the free- kick is awarded to a team within its own goal area it may be taken from any point within the half of the goal area in which the ball was when play was stopped. If, however, the offending player has committed a more serious offense he/she shall be penalized according to that section of the law he/she infringed. c. He/she persistently infringes on the laws of the game. d. He/she shows by word or action, dissent from any decision given by the Referee. 18

19 e. He/she is guilty of unsportsmanlike conduct. f. He/she fails to respect the required distance when play is restarted and delaying the restart of play. For any of these last six offenses, in addition to the caution, an indirect free- kick shall be awarded to the opposing team from the place where the offense occurred unless a more serious infringement of the Laws of the Game was committed. If the offense is committed by a player in his opponent's goal area, a free kick shall be taken from a point anywhere within that half of the goal area in which the offense occurred. A player shall be sent off the field of play if, in the opinion of the Referee, he/she a. is guilty of violent conduct or serious foul play b. uses foul or abusive language c. persists in misconduct after having received a caution d. A player (other than the goalkeeper) deliberately and intentionally uses his/her hand to prevent a goal from scoring. If play is stopped by reason of a player being ordered from the field for an offense without a separate breach of the law having been committed, the game shall be resumed by an indirect free- kick awarded to the opposing team from the place where the infringement occurred, unless the offense is committed by a player in his opponents goal area, in which case, the free- kick shall be taken from a point anywhere within that half of the goal area in which the offense occurred. SPECIAL NOTE: The conduct of coaches and assistant coaches are covered by Law 12 and they can receive Red or Yellow cards for conduct as outlined in Law 12. The Bylaw section contains additional information as it relates to coaches and assistant coaches. LAW 13 - FREE- KICK Free kicks shall be classified under two headings: "Direct" (from which a goal can be scored direct against the offending side), and "Indirect" (from which a goal cannot be scored unless the ball has been played or touched by a player other than the kicker before passing through the goal). When a player is taking a direct or an indirect free- kick inside his own penalty- area, all of the opposing players shall be at least ten yards from the ball and shall remain outside the penalty area until the ball has been kicked out of the area. The ball shall be in play immediately after it has been kicked and moves and is beyond the penalty area. The goalkeeper shall not receive the ball into his hands, in order that he/she may thereafter kick it into play. If the ball is not kicked direct into play, beyond the penalty area, the kick shall be retaken. When a player is taking a direct or an indirect free- kick outside his own penalty area, all of 19

20 the opposing players shall be at least ten yards from the ball, until it is in play, unless they are standing on their own goal line, between the goal- posts. The ball shall be in play when it has traveled moved. If a player of the opposing side encroaches into the penalty area, or within ten yards of the ball, as the case may be, before a free kick is taken, the Referee shall delay the taking of the kick, until the Law is complied with. The ball must be stationary when a free kick is taken, and the kicker shall not play the ball a second time, until it has been touched or played by another player. Notwithstanding any other reference in these Laws to the point from which a free- kick is to be taken: a. Any free- kick awarded to the defending team, within its own goal area, may be taken from any point within the goal area in which the free- kick has been awarded. b. Any indirect free- kick awarded to the attacking team within its opponent's goal area shall be taken from the part of the goal area line which runs parallel to the goal- line, at the point nearest to where the offense was committed. Punishment: If the kicker, after taking the free- kick, plays the ball a second time before it has been touched or played by another player, an indirect free- kick shall be taken by a player of the opposing team from the spot where the infringement occurred, unless the offense is committed by a player in his opponent's goal area, in which case, the free- kick shall be taken from a point anywhere within that half of the goal area in which the offense occurred. LAW 14 - PENALTY KICK A penalty- kick shall be taken from the penalty- mark and, when it is being taken, all players with the exception of the player taking the kick, and the opposing goal- keeper, shall be within the field of play but outside the penalty- area, and at least 10 yards from the penalty- mark. The opposing goalkeeper remains on his/her own goal- line, between the goal posts, until the ball is kicked (the goalkeeper is permitted to move sideways while remaining on goal line, but he/she is not permitted to come off the line by moving forward until after the ball is in play). The player taking the kick must kick the ball forward; he/she shall not play the ball a second time until it has been touched or played by another player. The ball shall be deemed in play directly after it is kicked and moves and a goal may be scored direct from such a penalty- kick. If the ball touches the goalkeeper before passing between the posts, when a penalty- kick is being taken at or after the expiration of half time or full time, it does not nullify a goal. If necessary, time of play shall be extended at half- time or full- time to allow a penalty- kick to be taken. Punishment: For any infringement of this Law: a. by the defending team, the kick shall be retaken if a goal has not resulted. 20

21 b. by the attacking team other than by the player taking the kick, if a goal is scored it shall be disallowed and the kick retaken. c. by the player taking the penalty- kick, committed after the ball is in play, a player of the opposing team shall take an indirect free- kick from the spot where the infringement occurred. If, in the case of paragraph (c), the offense is committed by the player in his/her opponent's goal area, the free- kick shall be taken from a point anywhere within that half of the goal area in which the offense occurred. LAW 15 - THROW IN When the whole of the ball passes over a touch- line, either on the ground or in the air, it shall be thrown in from the point where it crossed the line, in any direction, by a player of the team opposite to that of the player who last touched it. The thrower at the moment of delivering the ball must face the field of play and part of each foot shall be either on the touch- line or on the ground outside the touch- line. The thrower shall use both hands and shall deliver the ball from behind and over his head. The ball shall be in play immediately when it enters the field of play, but the thrower shall not again play the ball until it has been touched or played by another player. A goal shall not be scored direct from a throw- in. Punishment: a. If the ball is improperly thrown in, the throw- in shall be taken by a player of the opposing team. b. If the thrower plays the ball a second time before it has been touched or played by another player, an indirect free- kick shall be taken by a player of the opposing team from the place where the infringement occurred, unless the offense is committed by a player in his opponent's goal area, in which case, the free- kick shall be taken from a point anywhere within that half of the goal area in which the offense occurred. c. If a player throws the ball into play from a spot more that one yard further up the field that the spot that the ball went out of bounds, the throw in shall be awarded to a player of the opposing team. The referee shall indicate the position that the throw in is to be taken. LAW 16 - GOAL- KICK* When the whole of the ball passes over the goal- line excluding that portion between the goal- posts, either in the air or on the ground, having last been played by one of the attacking team, it shall be kicked direct into play beyond the penalty- area from any where in the goal area, by a player of the defending team. A goalkeeper shall not receive the ball into his hands from a goal- kick in order that he/she may thereafter kick it into play. If the 21

22 ball is not kicked beyond the penalty- area, i.e., direct into play, the kick shall be retaken. The kicker shall not play the ball a second time until it has touched - or been played by - another player. A goal shall not be scored direct from such a kick. Players of the team opposing that of the player taking the goal- kick shall remain outside the penalty- area until the ball has been kicked out of the penalty- area. Punishment: If a player taking a goal- kick plays the ball second time after it has passed beyond the penalty- area, but before it has touched or been played by another player, an indirect free- kick shall be awarded to the opposing team, to be taken from the place where the infringement occurred, unless the offense is committed by a player in his opponent's goal area, in which case, the free- kick shall be taken from a point anywhere within that half of the goal area in which the offense occurred. *For younger age groups at the referee's discretion, move the ball between the goal box and penalty line to enable the ball to cross the penalty line. LAW 17 - CORNER- KICK When the whole of the ball passes over the goal- line, excluding that portion between the goal- posts, either in the air or on the ground, having last been played by one of the defending team, a member of the attacking team shall take a corner- kick, i.e., the whole of the ball shall be placed within the quarter circle at the nearest corner- flag, which must not be moved, and it shall be kicked from that position. A goal may be scored direct from such a kick. Players of the team opposing that of the player taking the corner- kick shall not approach within 10 yards of the ball until it kicked and moves, nor shall the kicker play the ball a second time until it has been touched or played by another player. Punishment: a. If the player who takes the kick plays the ball a second time before it has been touched or played by another player, the Referee shall award an indirect free kick to the opposing team, to be taken from the place where the infringement occurred, unless the offense is committed by a player in his opponents' goal area, in which case, the free- kick shall be taken from a point anywhere within that half of the goal area in which the offense occurred. b. For any other infringement the kick shall be retaken. Purpose for 4 vs 4, 6 vs 6, and 8 vs 8 The purpose of Southeast Cincinnati Soccer Association, Inc. and Girls Southeast Cincinnati Soccer Association, Inc. is to: (1) instruct and train players to develop and improve their capabilities; (2) develop the principles of fair play; (3) build good character; (4) allow all players as equal an opportunity as possible to participate; (5) promote the 22

23 growth of soccer; (6) encourage the development and practice of good sportsmanship; (7) provide an opportunity for the players to have fun playing the game. Remember we should always: 1. Keep soccer FUN for both the fans and the participants. 2. Always shake hands with both opponents and referees. 3. Respect the integrity and judgment of game officials. The officials are doing their best and at this level may be kids learning how to referee. Treat them with respect, even if you disagree with their judgment. 4. Remember every referee is someone s son or daughter and some day may be your son or daughter. Parents and Coaches should treat them like you would like others to treat your son and/or daughter. 5. Teach good sportsmanship skills and reward your players for demonstrating these skills. 6. Be gracious in victory and defeat. 7, Keep coaches off the field while the game is in progress. The small- sided programs are for the younger player s development. Its purpose is to permit development education of young players as they are physically more efficient in smaller spaces. In this way, they can relate to the play and rules of the game and be more involved in play. In this manner, they will have the opportunity to develop because they will play with ball more during the game. It also allows for the boys and girls to be actively involved for longer periods of time. Small sided is a natural progression to prepare the boys and girls to play in 11v11 age groups. Southeast Cincinnati Soccer Association and Girls Southeast Cincinnati Soccer Association have established small sided games for boys and girls as shown below. The official rules of soccer (FIFA) always apply in deciding disputes or protests. Regulations of Southeast Cincinnati Soccer Association, Inc. and Girls Southeast Cincinnati Soccer Association, Inc. apply in the specific situations outlined. Rules outlined in this rules guide for all small- sided games may modify the official rules of soccer for these programs. Remember in small- sided soccer, this game is for the children. Let them learn and play, but most important LET THEM HAVE FUN!! 23

24 4 vs 4 Small Sided (Dribblers / Trappers) Each team will play TWO simultaneous games on game day. The head coach should select four players to play on each field. All remaining players should remain in the six yard substitution/coaching lane between both fields. Each game should be supervised by an assistant coach/parent from each team. Players can be moved between the fields during the game. If one or both teams do not have enough players to play two 4 v 4 games both coaches should consider playing one or both games in a 3 v 3 format. A referee will be assigned for both sides of the field. Teams are to use both fields and both referees if at all possible. LAW 1 - Field of Play The field of play must be rectangular. The length of the field must exceed the width of the field in all cases.. The length is a minimum of 25 yards and a maximum of 35 yards. The width is a minimum of 20 yards and a maximum 30 yards. Field markings are distinctive lines not more than (5) inches wide. The field of play is divided into two halves by a halfway line. The center mark is indicated at the midpoint of the halfway line. A circle with a radius of four (4) yards is marked around it. There is no Penalty Area. However, there is a 5 yard arc around each goal. No defender can be stationed in the arc area, but all players may enter the arc as play moves into the arc. There is a 6 yard coaches and player area located between the two playing areas and this area is only for coaches and players. 24
