The successful applicant should have well developed marketing, communications, design and customer service skills. Conditions of employment will be in accordance with the Local Government Industry (WA) Award 2010 with the current salary being (Level 7, Step 1) $50,116 per annum plus superannuation. 3 SHIRE OF MERREDIN POSITION DESCRIPTION 1 TITLE Media and Communications Officer 2. LEVEL: (Local Government Industry Award (LGIA) 2010) To Be Negotiated Up to Level 7 Step 2 3 DEPARTMENT/SECTION 4 POSITION OBJECTIVES Objectives of Position Plan, co-ordinate and deliver marketing and communications programmes and services to promote a positive image of the Shire. Deliver day to day media and content requirements for the Shire, including the preparation of media releases, producing and managing content and communication strategies. Assist in the dissemination of information in an appropriate and digestible format to the community, and convey information from the community back to the executive management team. 5 REQUIREMENTS OF THE JOB 5.1 Skills Exceptional written and verbal communication skills Social media management Experience preparing media releases Interpersonal skills and the ability to develop relationships with the media and community groups Good IT skills Good event management skills Experience in web layout and design Experience with graphic design Photographic skills Time management and organisational skills
4 5.2 Knowledge Knowledge of National Privacy Principles and privacy legislation Knowledge of anti-spam legislation Knowledge of copyright law Knowledge of a wide variety of social media channels (including but not necessarily limited to Twitter, Facebook, You tube, Pinterest and LinkedIn) and how to appropriately apply which tool for which job 5.3 Experience Experience in writing media releases Experience in preparing, writing and editing content for different media Website and content management experience Experience in engaging stakeholders in a variety of social media platforms Proven ability to establish, develop and maintain a network of media contacts Experience in developing communications and marketing strategies and providing advice with the aim of promoting an event, project or organisation. 5.4 Qualifications and/or Training Tertiary degree in Media, Communications or PR 6 KEY DUTIES/RESPONSIBILITIES Media Build and maintain healthy relationships with media groups and organisations Research, prepare and distribute media statements on behalf of the organisation Provide quality and timely responses to media enquiries Scope, deliver and monitor media campaigns Monitor media activity to capitalise on coverage and promotional opportunities, and to pick up potential threats to Shire of Merredin s reputation Coordinate Shire of Merredin advertisements Monitor all media channels and provide advice when responses required Research and write the monthly Shire newsletter for the newspaper Web and Social Media Research, implement and monitor social media initiatives on behalf of the Shire of Merredin Coordinate content on Shire of Merredin corporate website Maintain Shire s Facebook site coordinating responses from appropriate departments
5 Communications strategy Develop and monitor the Shire of Merredin s communications strategy Work with Executive Management team and business units to promote and support a consistent and whole of Shire communications. Work with Executive Management team to make sure community engagement strategy is supported and implemented consistently across the whole organisation. Provide media and communications advice and community feedback to CEO Develop, manage and control the Shire of Merredin brand and style guide Other Write, produce and distribute documents and promotional material Assist in grant applications Maintain a photographic library for Shire use Attend corporate and Council meetings as required Act as Shire photographer at events and official occasions as required Maintain and distribute (as appropriate) the calendar of Shire events Coordinate and manage events as required Other duties as required 7 ORGANISATIONAL RELATIONSHIPS a) Responsible to: b) Internal and External Liaison: Internal All Other Staff External Media organisations Councillors Community Groups Ratepayers/Residents Various Business Organisations Government Departments Local Government Agencies
6 8 EXTENT OF AUTHORITY Operates under direction of the within established guidelines, procedures and policies of Council as well as statutory provisions of the Local Government Act and other legislation. 9 AWARD Local Government Industry Aware (LGIA) SELECTION CRITERIA Essential Excellent written communications skills Experience preparing media releases Experience devising, implementing and monitoring social media campaigns Experience in website and content management Well-developed IT skills Well-developed time management skills Desirable Experience with event management Understanding of local government practises and procedures/experience in local government Willingness to work outside of office hours on occasion if needed 11 COMMENTS Shire employees work a 38 hour week, within the scope of working hours between 8.00am to 5.00pm Monday - Friday. Employees are entitled to accrue sufficient time within these working hours to permit a monthly Rostered Day Off. INDUCTION MANUAL: All employees are required to read and sign the Induction Manual prior to the commencement of work or any reviews.
