1 Department of Police and Emergency Management STATEMENT OF DUTIES Title Position Number Network Manager Business Unit Corporate Services Branch / Section Location Immediate Supervisor Award Employment Conditions Communications Systems & Technology Hobart Classification Band 6 Manager, Communications Systems and Technology Tasmanian State Service Award Full-time, Permanent Focus: To assist with the management of a team of technicians and provide high level specialist advice that supports the effective provision of communications systems and technology services to the Department of Police and Emergency Management (DPEM) and users of DPEM communications systems and networks. Manage and/or provide high-level technical support to projects and tasks undertaken to develop and enhance the Agency s technology infrastructure. Primary Duties: 1. Assist in the management of the departments communications infrastructure and services by: Participate in the development of communications systems and technology policy and the strategic placement of fit for purpose communications infrastructure; Liaising with both internal and external customers regarding technical issues, service delivery and ensure compliance with statutory and contractual requirements; Managing all assigned physical resources and ensuring they are appropriately maintained.

2 Research and/or project manage issues associated with the implementation of technology-based initiatives 2. Assist the Department to provide an effective and efficient communications networks by: Managing the scheduling of network maintenance programs; Participate in an on call roster to maintain systems after normal hours when required; Maintaining current technical documentation for communications networks; and, Overseeing the operation of communications networks. 3. Participate in the effective supervision of Communications Systems and Technology staff through: The allocation of day to day tasks to allocated staff; The provision of leadership, direction and motivation to staff; Preparation and delivery of plans and programs that meet the training and development needs of Communications Systems and Technology staff; and Manage allocated employee performance and mentor personnel. Scope of Work: Responsible to the Manager Communications Systems and Technology for: for the accuracy of advice and the achievement of agreed outcomes consistent with the organisation s goals; the effective management of allocated resources; ensuring all work is undertaken according to safe working practices; maintaining a safe and healthy working environment in accordance with the stated WHS responsibilities for this position; and Committing and approving the payment for goods and services within the approved DPEM and State Fire Commission financial delegation policy Direction and Supervision Duties are undertaken with limited supervision. The incumbent works with broad direction and guidance from the Manager Communications Systems and Technology. Once broad direction is determined, the incumbent works independently with further direction and guidance provided in relation to new or unusual factors. The incumbent is expected to exercise initiative, be self-motivated and operate within DPEM policies, SOP s and guidelines.

3 Selection Criteria 1. Demonstrated specialist knowledge and understanding of communication systems and networks (voice, data) that support operational radio, data and paging services and other supporting technologies. 2. Demonstrated ability to develop communications policy and procedures to meet organisational needs together with a sound capacity to research and analyse communications needs. 3. A good general knowledge is required on telephone, security and access control systems and IP based data/fire communications networks. 4. Well-developed investigative, analytical and project management skills with the ability to exercise appropriate judgement and initiative with limited direction and guidance. 5. Demonstrated specialist diagnostic skills, ability to install, develop and repair equipment down to component level where required. 6. Demonstrated communication, conflict resolution and negotiation skills together with ability to provide leadership in a team environment. 7. Demonstrated ability in supervising a technical work group, manage physical resources and provide a safe working environment. 8. Demonstrated commitment to the achievement of organisational goals Qualifications and Experience (Desirable) Hold a current driver s licence. Associate Diploma in Electronics Engineering specialising in communication (or equivalent qualifications). Minimum of five years industry experience as a communications specialist. ACMA cabling licence.

4 Code of Conduct The State Service Code of Conduct, which is contained in Section 9 of the State Service Act 2000 (the Act), reinforces and upholds the State Service Principles (s7) by establishing standards of behaviour and conduct that apply to all employees, including the person undertaking these duties, senior officers and Heads of Agency. Environment and Conditions The Department of Police and Emergency Management (DPEM) is an agency created under the State Service Act It consists of three operational services: Tasmania Police, Tasmania Fire Service, and State Emergency Service. The operational services are supported by a range of support functions. DPEM strives to provide services that are responsive, socially inclusive and focused on policing and emergency management outcomes that contribute to a safe and secure community. The services are delivered by sworn Police Officers, State Service employees and volunteers. The Department is focused on reducing the impact of crime, improving the level of public safety and traffic law compliance, and enhancing emergency management and security capabilities. DPEM works to make our community safe and improve our understanding and respect for our diverse community values and lifestyles. DPEM wants a safe workplace where members work in a manner that reflects the organisational values. The person undertaking these duties is expected to actively participate in developing and maintaining safe work practices and to behave in a manner consistent with the organisational values. The working environment is largely office based, however intra-state travel may be required. During the emergency incidents, the person undertaking these duties may be required to provide support for the emergency incident. Employees can expect to be allocated duties, not specifically mentioned in this document, that are within the capacity, qualifications and experience normally expected from persons occupying positions at this classification level. Terms and conditions of employment are in accordance with the Tasmanian State Service Award.
