1 Job Profile Fragile States Adviser, Senior Adviser (N1) South Sudan Programme South Sudan Reference number: DK /SSU.01-W 1. Preliminary 1.1. Short background: Danida is seeking to recruit a Senior Fragile States Adviser to the Danida Programme in South Sudan. The contract period is suggested to run from as soon as possible to 30 June 2016; and 1 July 2016 to 30 May The latter period is subject to final approval of the Danida South Sudan programme part III by the competent authorities in Denmark and South Sudan. South Sudan is the world s youngest nation-state and one of the most fragile and least developed. South Sudan gained independence on 9 July Less than three years later, the country spiraled into a renewed violent conflict that within months spread across much of the country, devastated millions of lives of the South Sudanese people and threatened to pull the neighbouring countries into a power struggle for security, influence and resources. Denmark s engagement in South Sudan is driven by a broader interest in peace and security, poverty reduction, respect for human rights and economic development in the region of the wider Horn of Africa and East Africa. It reflects Denmark s active coherent and broad-based approach to fragile states, employing all of the Danish foreign policy instruments within development cooperation, humanitarian assistance and peace and stabilisation through the EU, UN and bilateral and regional partners in South Sudan. The Danish Defence is also engaged through the UN s peace operation in South Sudan, UNMISS Purpose of memo: This memo describes the main tasks involved in the position and the qualifications requested from candidates to the job Expected composition of the selection committee: Applicants for the position will be selected for interview by the Danish Embassy following consultation with the local authorities. Mercuri Urval will participate in the process of appointment by conducting personality tests and test interviews with the selected candidates, as well as taking part in the final interview. The final interview panel consists of the sector coordinator from the Embassy and the consultant from Mercuri Urval A/S in charge of the recruitment process. 2. The Programme 2.1. The programme in short: The strategic outline for the development cooperation is presented in Coherent Danish Support to South Sudan , Part I and II Programme documents. 1
2 The development programme is focused on two areas of intervention, governance and people s security. The total programme amounts to DKK 283 million from /16. In addition to the development programme, South Sudan is a major recipient of Danish humanitarian assistance. Additional Danish support has also been provided through the Peace and Stabilisation Fund. A new phase of Danish development support from 2016 onwards is under preparation and will, in light of the developments on the ground, be submitted for approval in the first half of Part III of the development programme will to a large extent build on the results of the previous engagements. 3. The Position 3.1. Title: Fragile States Adviser, South Sudan Senior Adviser (N1) 3.2. Place of service: Juba, South Sudan. The adviser will be working out of an office located within the EU compound and refer to the sector coordinator at the Danish Embassy in Addis Ababa. The adviser is expected to travel regularly to Addis Ababa for consultations with the Danish Embassy and for aid management tasks that cannot be performed in Juba Terms of Employment according to Danida staff rules. Contract period: Suggested from 15 april June 2016 (14,5 months), and 1 July 2016 to 30 May 2017 (11 months) subject to final approval of the Danida South Sudan programme part III by the competent authorities in Denmark and South Sudan. The following constitutes a brief list of non-exhaustive benefits: Attractive remuneration package reflecting family status. Contribution to a pension scheme and health insurance. Possibility of reimbursement of school fees. Free housing. Bonus after 2 years of service Special conditions of the function: Juba, South Sudan is a non-family posting. Security arrangements will be in accordance with guidelines of the Ministry of Foreign Affairs of Denmark and in close liaison with the Danish Embassy in Addis Ababa and its regional security adviser. The adviser may, based on a continuous assessment of the security situation, be entitled to R&R-absence from the post in accordance with the guidelines of the Embassy in Addis Ababa. Potential applicants should be aware of the severe security situation in South Sudan. There is a high threat from terrorism, including kidnapping, as well as a dangerous level of criminal activity by armed militia throughout South Sudan. Dangerous situations could occur during the contract period including armed robbery, incidents of kidnapping and other terrorist actions. For this reason the Ministry of Foreign Affairs has adopted a policy according to which assignment to South Sudan is conditioned upon the applicants' successful completion of a psychological test carried out by a psychology appointed by the ministry. The purpose of the test is to evaluate whether the applicant is considered mentally fit to live and work under such difficult conditions as is the case in South Sudan. It is a condition for the assignment that the applicant is approved by the psychologist appointed by the ministry. Moreover, the applicant in question should also be physically fit to live and work in South Sudan given the difficult living conditions as well as the severe security situation described above. For this reason it is a condition for assignment that the applicant undergoes a medical 2
3 examination carried out by an approved physician. Finally, any successful candidate would have to undergo relevant training in working in hostile environments, i.e. a HEAT course, provided that the applicant has not already completed such training Area of responsibility/tasks: The Fragile State Adviser will report to the Embassy of Denmark in Addis Ababa and close coordination will be kept to adapt to changing circumstances and to continuously prioritise tasks and duties. The scope of work is expected to include, but not necessarily be limited to: 1. Administration and monitoring of and reporting on progress and challenges vis-à-vis the Danish development aid. Advise on and contribute to the development of Part III of the country program and its subsequent implementation. This may include: a. Review of progress reports, final reports and financial reports from partners. b. Assisting in developing and supporting new initiatives funded by Denmark, in particular the development of Part III of the country program. c. Participation in relevant steering bodies and committees of projects and programmes co-funded by Denmark as agreed with the Embassy in Addis Ababa. d. Undertake relevant field monitoring visits to sites of implementation of activities funded by Denmark. e. Liaise directly with implementing partners on the ground on a needs basis. f. Provide regular reporting to the Embassy in Addis Ababa related to progress in the Danish portfolio, including advice on potential need for adjustment and revision. g. Perform Aid Management tasks in accordance with the Danish rules and regulations, and as in agreement with the Embassy in Addis Ababa. 2. Monitor, analyse and report on the political, security, developmental and humanitarian context in South Sudan, and when relevant its regional implications to enable the Danish embassy in Addis Ababa to engage in an evidence-based policy dialogue with relevant national and international partners in South Sudan. This will include: a. Participation in relevant policy meetings with e.g. bilateral and multilateral development partners, government authorities, humanitarian actors, UNMISS. b. Participation in government, donor and development partner coordination meetings, including: Development coordination meetings, humanitarian donor meetings, EUcoordination meetings and meetings on peace building, peacekeeping and security. c. Participation in joint missions with partners, the embassy and / or the MFA. d. Review of policy briefs and documents on the situation in South Sudan. e. Analysing, reporting and advising on inputs from the above to the Embassy in Addis Ababa. 3. Maintain dialogue and a strong network with the authorities and partners in Juba in coordination with the Embassy in Addis Ababa. Authorities and partners may include government agencies, international donor agencies, international organisations incl. EU and UN organisations, and NGOs. This may include: a. Individual meetings with government representatives. b. Individual meetings with other donors and partners. 3

Participating in relevant policy and coordination forums, see above section Support the logistics of the Embassy in Addis Ababa sanctioned missions to South Sudan and on a needs basis for consular matters. This may include: a. Arranging a relevant programme including setting up meetings. b. Assisting with necessary travel permits including visa if needed. c. Arranging logistics and security arrangements. d. Support the embassy in arrangements of high-level visits from MFA or other missions Success criteria: The Fragile State Adviser will be assessed against the following outputs: 1) Maintain a broad network among key actors in Juba at various levels e.g. government agencies, bilateral and multilateral donors, EU, UN, UNMISS and NGOs. 2) Management of aid programmes in accordance with Danida rules and regulations and overall performance of the South Sudan programme and part III of the programme in terms of achieving the output targets set in the programme description. 3) Regular and relevant analyses of the situation in South Sudan and reports on the Danish portfolio in South Sudan to the Embassy in Addis Ababa with a frequency and format agreed with the Embassy in light of the evolving situation on the ground. 4) Field mission reports produced on a timely basis. 4. Demand Profile/Qualifications 4.1 Requirements and expectations concerning the candidates formal qualifications: Master degree in political science, development, economics, sociology or related field. Extensive experience in working with and managing larger development and humanitarian aid portfolios in a fragile state context in at least one of the following sectors: o Conflict prevention and security o Governance Substantive experience with, preferably, Danida Aid Management guidelines and other instruments such as stabilisation and security instruments, humanitarian support, Danish strategies in relevant areas (development, humanitarian, stabilisation & security) etc. Experience with working in a political organisation or with political issues. Experience with monitoring and evaluation. Experience with capacity development. Experiences with Whole of Government Approaches. Fluency in written and spoken English. Preferred experience: Experience with working in South Sudan or the Horn of Africa. Experience with gender and HRBA, UNSCR 1325 work, and development instruments. 4.2 Requirements and expectations concerning the personal qualifications of the candidates: High degree of responsibility, flexibility and personal drive to see a process through Political flair Networking abilities 4
