2 2 SECOND ANNOUNCEMENT The Chernobyl disaster stands as a testimony that a nuclear accident has no respect for local, national or international boundaries. Nuclear safety cannot be confined to a single country s political and administrative boundaries. It demands effective neighbourhood solidarity and transfrontier co-operation to ensure that each area concerned, irrespective of the country to which it is attached, is ready to respond. In this respect, it is important that authorities having already experienced accidents or which are under their threat, strengthen the safety of the population by exchanging their experiences. The central government, local and regional authorities and mass media are key actors during emergency management. For better protection of the population from radiological risk and to develop common understanding and readiness to respond, the international workshop Public authorities and civil society together for a safe European nuclear future : learning from the Chernobyl legacy to make European nuclear energy safer: the role of local communities, authorities and central governments in emergency preparedness and management will be organised in Kiev, Ukraine September, The main aim of the Workshop is thus to foster amongst populations, living in the areas that might be affected by an accident at a Nuclear Power Plant (NPP), better emergency preparedness and response. This will be done by spreading the best European practices on emergency planning, co-operation between state and local authorities and NPP operators, early warning procedures, iodine prophylaxis and other protective actions. The following topics will be discussed at the workshop: 1. International guidelines and national regulations on co-operation between central government, local and regional authorities and NPP managers; 2. National emergency plans and the role of territorial authorities and communities; 3. Community and territorial authorities awareness about radiological risk and national interventions in case of accident (monitoring procedures, early warning, countermeasures implementation, ); 4. NPPs and territorial authorities joint actions in favour of communities (exercises, training, voluntary emergency teams, ); 5. Interaction between authorities, mass media and the general public ; 6. National regulations and community role in post accident rehabilitation; 7. Transboundary co-operation for early warning and standardization of procedures on contamination, forecasting and monitoring; 8 International cooperation in preparedness and response to radiation emergencies. Case studies on transfrontier co-operation in the NPP areas will also be discussed.

3 3 To enrich the discussion and identify concrete proposals, decision makers, civil society and mass media representatives, as well as nuclear and radiology experts, are invited to participate in the Workshop. The main expected output of the Workshop is to promote a network of local actors from settlements near NPPs to better co-operate in people s protection against radiological hazard, exchanging best practices on public awareness on radiation risk, emergency preparedness, and co-operation with NPP authority. The international organizations and central authority institutions will provide the support for effective network operation, training courses organisation and information dispatch.
