7 Development of the Virtual Electronic Heritage System (VEPS) Goal of the project: ensuring sustainable creation of Lithuanian cultural heritage content and access. Project objectives: expansion of the network for the creation of digital content by establishing new digitisation centres and units; development and expansion of the virtual system for the digital cultural heritage; ensuring digitisation of cultural heritage objects and access to them.

8 Ontology as the basis for seamless digital content Ontology is a "formal explicit specification of a shared conceptualisation (T. R. Gruber) Ontology serves for: representation of data within computer systems and searching forn this data; detailed description and refinement of concepts and links within different domains; analysis of knowledge of a particular domain.

9 CIDOC CRM as the basis for digital heritage content serving as a formal ontology describing directly related explicit and implicit concepts, and links; Lithuanian national standard (LST ISO 21227) facilitating cooperation between institutions responsible for preservation of the cultural heritage in sharing, integrating and disseminating cultural heritage information.

10 Semantic model of the digital content implements algorithms of automatic data transformation from different domains to the common data bank of VEPS without loss of meaning; identifies digital provenance, which in CRMdig 2.5 is defined as metadata that establishes chain-of-custody information needed for users to take trust decisions about digital data; enables querying digital objects on the basis of BAVIC and Semantic Web technologies.

13 Copyright issues within VEPS Law on Copyright and Related Rights of the Republic of Lithuania; Conclusion of the Subsidiary Committee of the Committee of the Development of the Information Society of the Seimas of the Republic of Lithuania on the Draft Law No.XIP-1991(2) on the Adjustment of Articles 2, 16, 19, 20, 20(1), 22, 23, 24, 26, 28, 33, 58, 75 and the Annex of the Law on Copyright and Related Rights and Supplementing it with the New Article 20(1), Annexes 1 and 2 (23 November 2011, No.280-P-34) Intellectual Property Strategy (IPR) of the European Commision.

14 Conclusion of the Subsidiary Committee of the Parliament Committee concerning the formulation of Article 7 of the Law...works preserved by libraries, museums and archives should be used for non-commercial, research or individual study purposes by making them publicly accessible via the computer within the premises of these institutions, if the use of these works have not been prohibited by their authors and not less than two years have passed after the publication of these works. Reproduction of copies of works shall be allowed only for the purpose of making the work technically accessible via the computer network. The institutions must ensure the use of safety measures for preventing illegal reproduction and transferring the information of the content of works outside the computer terminals.
