2 Rule 1 PSA Indoor Soccer Laws (modified from the USSF Laws of the Game for use by PSA) The Field of Play 1.1 Field Dimensions: PSA1: The length of the field is 200 feet and the width of the field is 85 feet. PSA2, PSA-McKinney and PSA-Murphy: The length of the field is 185 feet and the width of the field is 90 feet (See Also Appendix A). (Note: The listed dimensions are for the full sized permanent fields, not the small size fields The small sized field dimensions are in a separate rule set. 1.2 Marking: Full-sized fields are marked with distinctive white lines that are 5 wide. The field is divided into thirds with an Attacker Line equidistant into the field of play from each of the two goal lines. There is also a halfway line dividing the length of the field equally. There is a 9 circle in the center of each of the three lines. The purpose for spots in the center of each line is as follows; the circle in the center of the Penalty area is the location for Free Kick Re-Starts, the circle in the middle of each Attacker line is for Re-Starts from Superstructure violations, and the circle in the middle of the Halfway line is for Kick-Offs. 1.3 Penalty Area (Goal Area): At each end of the field of play two lines are drawn. They are nine (9) feet from the outside of each goal standard. These lines extend into the field of play a distance of twenty-four (24) feet. From the midpoint where these lines end there is an arch of 180 that completes the Penalty Area. 1.4 Free Kick Mark: There is a nine (9) inch circle at the top of each Penalty Area Arch for free kick restarts. 1.5 Kick-Ins All kick-ins take place from the place on the turf where the ball was deemed to be out of play by the referee. The distance is to be between from the wall, that distance is left up to the discretion of the referee. 1.6 Corner Mark and Flag: The Corner Spot and corresponding Corner Flag are located at each of the four corners. This indicates the location from which the Corner Kicks are taken. The flag is mounted on the netting and is a minimum of three (3) feet above the top of the wall. 1.7 Goals: A Goal is placed in the center of each Goal Line within the perimeter wall. The Goals consist of two vertical goal standards 12 feet apart and equidistant from the corner flags and are equidistant from the inside of the goal standard. The crossbar is 6 feet from the floor. This structure is netted on the left and right side and the top. The back wall is solid. 1.8 Player Benches: Player benches marked HOME and VISITOR are on either side of the Scorekeeper s area and the two Penalty boxes. Each bench has two doors for access to the field. The doors on both benches have latch able doors on them but are not locking. The area above the shorter perimeter wall has netting that spans from six foot to the top of the structure. 1.9 Penalty Boxes: Penalty Boxes for each team are located on either side of the Scorekeepers area. Each Penalty Box has a door that opens to the field Carpet: The turf is glued to the concrete floor. All of the field markings are permanent, with the exception of the Touchline (Dasher line) which is painted on. NOTE: Anyone spitting on the carpet or defacing it in any manner will be sent off (Red Card) and in the case of anyone causing permanent damage, that individual may be barred from the facility permanently. 1

3 Rule 1 The Field of Play (Continued) 1.11 Plexiglas/Glass: The spectator side as well as the south end of the field are encased in eight 8 feet tall Plexiglas/glass. The Referees will stop play in case of any of the panels coming loose. In the event of this stoppage, play would be restarted in accordance with Rule Game Clock: PSA uses a rolling clock. This is due to the close proximity of each game. The game clock counts down during the time between games as well as the time between halves. There is three (3) minutes between games and two (2) minutes between halves. When the previous game is completed, the Scorekeeper will reset the game clock to twenty-three (23) minutes. Each team s representative: Coach, Manager, or Representative Parent shall present an accurate signed roster to the Referee or the Scorekeeper. NOTE: No Game Shall Be Allowed to begin without both teams having presented their game roster. The Facility shall have the prerogative to declare the match a forfeit if either team does not present its signed roster. This is the responsibility of the team s management Horn (Buzzer): The Scorekeeper shall sound the horn one (1) minute prior to the beginning of the game and prior to the beginning of the second half as well. This is to insure the teams have enough notification the game is about to begin. This will provide an opportunity for both teams to have their full complement of players on the field when the Referee whistles the resumption of play following the half time. Rule 2 The Official Approved Ball 2.1 All game balls used in the PSA facilities are provided by PSA No outside soccer balls are allowed in any of the facilities. The ball to be used for games at Plano Sports Authority shall be size appropriate and shall be provided by the facility. 2.2 Game Ball Change: The Referee will only change the game ball when necessary and once it is inspected by the Referee. 2.3 Any game ball damaged during match play will be replaced by the Referee. The Re-Start will be where play was stopped by the Referee. With neither team having clear possession of either team, there shall be a drop ball to re-start play. 2.4 Property - game balls are property of the PSA facility, and are to be returned to the Timekeeper immediately following all games. No exceptions, to this policy. Rule 3 The Teams, Players, Coaches and Substitutions 3.1 Teams: The game is played between two (2) teams. Home and Visitor as per the schedule. The Visiting end of the field kicks off to begin the game. Notice: The matrix for the numbers of players per age group and facility is in Appendix B. In age groups that provide for it, one of the players shall be the Goalkeeper, and shall wear a jersey that distinguishes themselves from all other players on the field. 2

4 Rule 3 The Teams, Players, Coaches and Substitutions (Continued) 3.2 Team Roster: PSA furnishes the official roster. Both teams will receive their roster from the timekeeper, make any necessary changes to the roster and return the completed roster to the Referee or the Scorekeeper five (5) minutes prior to the scheduled start time of the game. NOTE: No game will be started without both team s Roster having being submitted to the appropriate game official. The Coach or manager submitting the roster will also sign the roster. The signature verifies to PSA the Players are on the Online Roster and the team is in appropriate uniform. The signature also verifies the Coach is responsible for the behavior and actions of the coach, players and parents. The signature also verifies the coach is aware of the PSA Rules and guidelines. 3.3 Team Substitutes: All Players not participating on the playing surface are called Substitutes. They are all under the jurisdiction of the PSA House Rules as well. Only players, coaches, managers, and trainers are allowed in the Team Area. All team personnel in the Team Area must wear the official PSA Coaches Badge in plain sight. No photographers, family members or medical staff are allowed in the Team Area. 3.4 Unlimited Substitution: Substitutions are unlimited and may be made at any time during active play (except for Goalkeepers see 3.6), provided the appropriate procedures are followed. Substitutes may not enter the field until the player leaving the field is within one (1) stride of the player door. If the entering player enters the field of play before this condition, there will be a stoppage of play and a blue card (2 minute timed penalty for having to many players on the field). Notice: ** For the FIRST violation of this type, the Referee shall stop play and issue a Bench Warning for BOTH teams, and subsequent violations shall result in a two (2) minute Timed Penalty. The player entering the field of play MAY NOT BE the first player to touch or play the ball directly upon entering the field of play while the ball is in play. Such a violation shall result in a two (2) minute Team Penalty, with the entering player serving the timed penalty and the team playing short for the two minutes, unless the opponent scores. 3.5 Timed Substitutions: During any Guaranteed Substitution opportunities (see 3.7 for examples); both teams shall be allowed twenty (20) seconds to complete ALL player substitutions. 3.6 Goalkeeper Substitution: NOTE: Goalkeeper Substitutions require the coach to notify the Referee that they would like to change Goalkeepers at the next opportunity. This notification may also be made to the Timekeeper. When the stoppage occurs, the Referee shall hold up the restart for the maximum of twenty (20) seconds until the substitution is completed. If the Referee is away from the team areas the Timekeeper shall sound the horn or buzzer to notify the Referees of the Goalkeeper change. (See 3.7). Any goalkeeper change requires there be a stoppage in play. Any goalkeeper shall wear a jersey that distinguishes him from all of the other players. The entering Goalkeeper shall be prepared to play as the Goalkeeper including gloves and shirt the exchange is limited to twenty (20) seconds. 3

5 Rule 3 The Teams, Players, Coaches and Substitutions (Continued) 3.7 Guaranteed Substitutions: During guaranteed substitution occurrences, the teams shall be allowed twenty (20) seconds to complete all player substitutions. The restart of play will be delayed to allow the completion of the substitution(s) for the following occurrences; by notifying the nearest Referee a.) After a Goal has been scored b.) After a Time Penalty has been assessed c.) For an injury (with clock stoppage) d.) At any unusual stoppage by the Referee e.) Any Referee Managed Restart 3.8 Inadvertent restart: If play is inadvertently restarted with the incorrect number of players after a guaranteed substitution, the Referee or Timekeeper shall stop play, correct the numbers and perform the correct restart. No Timed Penalty shall be assessed. Play shall be restarted with the appropriate number of players. 3.9 Injured Player: In case of an injured player and the clock is stopped and the Coach (or his designee) enters the field to tend to the injured player, that player must be substituted for and shall not return to the field until a normal stoppage and must be approved by the near side Referee. If medical assistance is required such as EMT, or paramedics, the facility reserves the right to stop the clock and if the time delay is greater than the remainder of the game that game shall stand as of the time of said injury The facility game clock is not required to stop for injuries, that decision shall be exclusively the decision of the Referee(s) Blood: The Referee shall send any player to their team bench who requires treatment for any sort of bleeding, regardless whether the blood is that player s or from another player. If the player who is removed for having either blood on their uniform or is actively bleeding, that player shall not return until being inspected by the referee. No player shall be allowed to return with blood on any part of their person or uniform. Rule 4 Players Equipment 4.1 Usual Equipment: The equipment worn by a player during the entire game shall consist of; Shirt with Permanent Number (* magic marker, tape, spray paint, are NOT Acceptable players with this type of number will not be allowed to participate the decision of the Referee is FINAL), Shorts, Shinguards - which shall be completely covered by the appropriate size socks or stockings, and indoor soccer footwear. No outdoor cleats or baseball shoes are allowed. The numbers on the jerseys shall be no less than four (4) inches in height. By virtue of the coach s signature on the roster form, the coach certifies that the team is in complete compliance with this rule. 4.2 Footwear: A player s footwear must conform to the following standards: Flat Soled shoes or other footwear designed for an artificial surface must be worn. Players must wear shoes. By virtue of the coach s signature on the roster form, the coach certifies that the team is in complete compliance with this rule. 4

6 Rule 4 Players Equipment (continued) 4.3 Shinguards: All players must wear age appropriate shinguards during play. Shinguards are defined as protective equipment that is commercially available and designed specifically to protect the shin area. Under no circumstances may any player leave the bench area without shinguards to participate in play. By virtue of the coach s signature on the roster form, the coach certifies that the team is in complete compliance with this rule. 4.4 Goalkeeper: The Goalkeeper shall wear colors that would distinguish that positional player from any other player on the field. Anyone replacing the Goalkeeper shall also wear a distinctive color jersey. The Goalkeeper may wear approved protective headgear. By virtue of the coach s signature on the roster form, the coach certifies that the team is in complete compliance with this rule. 4.5 Dangerous Equipment: Players are not permitted to wear; necklaces, jewelry (this includes earrings), chains, bracelets during the game. Rings that cannot be removed must be taped to ensure that it does not present a danger to the wearer or any other player. Players wearing any of the prohibited items, once play has begun, shall be removed from the field immediately and must be re-inspected at a normal stoppage by the Referee before they may reenter the field. By virtue of the coach s signature on the roster form, the coach certifies that the team is in complete compliance with this rule. By PSA Rule, NO HARD CASTS ARE PERMITTED Splints or braces are at the discretion of the Referee(s) 4.6 Infringement: For any infringement of rule 4, the player(s) in violation shall be sent off the field of play to adjust the equipment and or the portion of the uniform which was found to be in violation. The Player(s) shall not return without first reporting to a Referee, who shall reinspect said violation(s) and be satisfied that the necessary repairs and or adjustment have been completed. The Player(s) shall re-enter ONLY at a Guaranteed Substitution. Should a player(s) re-enter without satisfying the requirements, that Player(s) shall be assessed a Game Misconduct and shall serve the complete time of the assessment. The player shall be replaced and the team will play full strength Rule 5 The Powers and Duties of the Referee(s) 1. Enforces the Rules of the Game 2. Stops play if a player has committed a foul 3. Stops play if there is a serious injury 4. Keeps the Official Time of the Game 5. Requires any player to leave the field of play if they are bleeding immediately 6. Prevents anyone from coming on the field unless beckoned by the Referee 7. Provides the official report of the game 8. Ensures the field, the ball and the players equipment are safe and legal. 8. Suspends or Terminates the game if necessary 5.1 Referees: Two Referees shall officiate each game. (Where PSA Rules mandate, that number shall be one (1) Referee. There shall be assigned one (1) Scorekeeper for each game as well. (The scorekeeper shall no authority over the game, other than to document various occurrences per the Referee(s).) The authority of the Referees shall commence when they enter the facility. When referenced anywhere in these Rules, the word Referee shall refer to both Referees on the field of play and for the purposes herein the male gender shall refer to both male and female. 5

7 Rule 5 The Powers and Duties of the Referee(s) (Continued) 5.2 Powers: Referees decisions on points of fact connected with play shall be final so far as the result as the result of the game is concerned. The Referee s power to assess penalties, and maintain control of the game, extends to violations of these Rules committed during play, during stoppages, and as players on other team personnel proceed to and from the field of play. The Referee has the authority to handle any situation utilizing the policy and procedures as follow 5.3 Warn/Penalize/Report/Caution/ and Eject: From the time the Referee enters the facility, he has the authority to penalize or report any team player, or bench personnel, as required by these Rules, for fouls, time penalties, warnings including all BLUE, YELLOW, and RED Card offenses, regardless whether the ball is in play. Should a player(s) simultaneously commit two (2) or more violations, the Referee shall penalize the most serious violation. A.) Apply Advantage: The Referee allows play to continue when the team against which an offense has been committed will benefit from such an advantage and penalizes the original offence IF the anticipated advantage does not ensue at that time. B.) Exercise Discretionary Power: The Referee has discretionary power to stop the game for any violation and to suspend or terminate the game due to any cause he deems necessary. Terminated games require a written report by all Officials within forty-eight (48) hours. C.) Prohibit Entry onto the Field: The Referee ensures that no unauthorized persons enter the field of play. Bench personnel may enter the field only at normal and or scheduled times during the extent of the game. D.) Restart Signal: The Referee signals the restart of the game after all stoppages. A whistle is required for Corner Kicks, Shootouts, Kick-Off and restarts from the Free Kick Mark. E.) Ball Approval: The Referee decides whether or not the ball meets the specifications as outlined in Rule 2.1. F.) Halt Play Due to Injury: The Referee may stop the game if a player has been injured. The clock may be stopped dependant solely at the discretion of the Referee. G.) Non-player Discipline: Penalize or Eject as set forth under Rule 12 any coach or nonplaying team personnel who enters the field of play without Referee permission. 5.4 Game Report: The Referee shall file a Game Report that includes; both teams rosters, the result of the game, and any disciplinary actions taken against anyone. Rule 6 The Scorekeeper 6.1 Scorekeeper: The duties of the Scorekeeper shall be, but not limited to; act as the official score and timekeeper of the game. The Scorekeeper shall assist the Referees with accounting for the players by means of a team s official signed roster and shall also document the score as well as any Time Penalties, Misconducts and or Ejections on the team s roster. PSA also requires the Scorekeeper to act as the Penalty Box Attendant. Under the direction of the Referee, the Scorekeeper shall document the time in as well as the time out for each timed Penalty. The Scorekeeper shall also indicate when a team has accumulated their sixth (6 th ) team foul. This indication shall consist of sounding the horn or buzzer and indicating to the near Referee the team which has accumulated the 6th team foul. 6

8 Rule 7 Duration of the Game: 7.1 The duration of regulation games shall be two (2) twenty minute halves. 7.2 Interval between Halves: There is a timed two (2) minute interval between halves. Note: PSA utilizes a Running Clock If your team is NOT on the field ready to play, the time runs with or without your team. 7.3 The facility clock is reset to twenty-three minutes immediately at the end of the previous game. Again PSA uses a running clock and the next game will start when the clock runs down to twenty (20) minutes. 7.4 All teams are asked to quickly remove their teams and their game bags and trash as quickly as possible from the bench areas. Rule 8 Beginning the Game 8.1 The Visiting end of the field always kicks off. The Home Team shall occupy the Player Bench marked HOME and the Visiting Team shall occupy the Player Bench marked GUEST Coaches are to ascertain their status by checking either the web site or by checking the schedule posted at the front desk of the facility. Once the previous games personnel have cleared the Player Bench area the teams may take their appropriate Player Bench. (Clean Up after your Team) As soon as the previous game has completed, the facility clock will be reset to twenty-three (23) minutes. NOTE: There shall be NO warm-up allowed on the field. There is no time for this. Warm up else where. THE TIMEKEEPER HAS THE APPROVED ROSTERS THE COACH SHALL RECEIVE THE ROSTER AND ONCE THE PLAYER NUMBERS ARE LISTED AND THE ROSTER IS SIGNED THE ROSTER SHALL RETURN THE ROSTER TO THE TIMEKEEPER OR THE REFEREE. The game WILL NOT start until the Rosters has been turned in to the Officials, NO EXCEPTIONS. The game clock will continue to run. All players from their appropriate teams must be in their own half of the field. The Visiting Team shall kick off. The Home Team shall kick off to begin the second half. Two (2) Touch applies on the kick off. A Goal may be scored directly from the Kick-Off. Encroachment by the defending team The Referee s whistle does not start the game. The attacking team touching the ball is the actual start of the game. If encroachment occurs, the offending player will be issued a Five (5) Minute Yellow Card Game Misconduct The offending player will serve the Five (5) Minute Yellow Card for the Game Misconduct. The penalized team will add an additional player to bring the team to full strength. The Offending Player shall be required to serve the entirety of the Five Minutes. The player may reenter the field of play after the full time has been served and there is a stoppage on the field. (Note: the player may not go from the Penalty Box to the Team Area, there must be a guaranteed stoppage and the player must enter the field and then enter the team area. 7

9 Rule 8 Beginning the Game (Continued) 8.2 After a Goal Has Been Scored: The game shall be restarted as indicated in Rule After the Half Time Interval: The Visiting end of the field shall kick off after the teams change ends prior to the beginning of the second half. 8.4 Restart Cause not mentioned: In the even of a Stoppage where a team does not have Clear possession of the ball, a Drop ball shall be the appropriate restart. For Stoppages occurring within the Penalty Area, the Dropped Ball shall occur at the Free Kick Mark (at the top of the Arch) (Two-touch does NOT APPLY to Dropped Ball restarts) No player shall play the ball until it has touched the floor. 8.5 Five Second Play Requirements: Failure by a team to put the ball into play within five (5) seconds after the Referee has signaled the ball ready for play or by blowing of the whistle, shall result in a possession turnover to the opponent. This restart (after the 5 second infringement) requires a whistle to legally put the ball in play. Rule 9 Ball in and out of Play 9.1 Ball in Play: The ball is in play at all times from the start of the game to the finish, including: a.) If the ball rebounds from a goalpost, a crossbar or perimeter wall into the field. b.) If the ball rebounds off a Referee when he is on the field of play. c.) In the event of a supposed infringement of the Rules until a decision has been made by the Referee. 9.2 Ball out of Play: The ball is out of play: a.) When the ball has wholly crossed the perimeter wall. b.) When the ball has made contact with any part of the building superstructure above the field of play or implements below the netting/ceiling. Such contact will result in a Free Kick from the Shootout Mark nearest to the Attacker line where the ball was last played. c.) When the game has been stopped by the Referee. d.) In situations not covered above a Dropped Ball shall occur. In accordance with Rule 8.5 Rule 10 Method of Scoring 10.1 Legal Goal: Except otherwise provided by the Rules, a goal is scored when the whole of the ball has passed over the goal line, between the goal posts and under the crossbar, provided that the ball was not thrown, carried, or intentionally propelled by hand or arm, by a player of the attacking side, except in the case of a goalkeeper who was within his own penalty area when he legally propelled the ball Scoring: All goals shall have equal value. The team scoring the greater number of goals shall be declared the winner Outside Interference: A goal cannot, in any case, be allowed if the ball has been touched and or prevented by some outside agent from passing over the goal line. If this happens in the normal course of play, the game shall be restarted with a Dropped Ball in accordance with Rule 8.5 where the infraction occurred. 8

10 Rule 11 Delay of Game: Violations 11.1 Three-Line Pass: If a player, including the goalkeeper, plays the ball over three lines (two (2) Attacker Lines and the Halfway Line) in the air towards his opponents goal, without the ball touching another player, the perimeter wall or the Referee, the Referee shall award a Free Kick to the opponent at the Shootout Mark of the First Attacker line the ball crossed. This restart requires a whistle to legally put the ball in play. Rule 12 Fouls and Time Penalties 12.1 Fouls: A player who intentionally commits any of the following offenses while the ball is in play shall be penalized by the Referee awarding a Free Kick to the opposing team, to be taken at the point the infraction occurred, subject to exclusions in Rule 13. a.) Kicks or attempts to kick an opponent b.) Trips an opponent c.) Jumps at an opponent d.) Charges an opponent from behind unless the latter is shielding the ball in a legal manner e.) Charges an opponent in a violent or dangerous manner f.) Strikes, elbows, attempts to strike or elbow, or *spits at a player. A minimum two (2) minute Power Play time penalty shall be assessed for any of these offenses. Any player spitting at another player, Referee or on the field of play warrants an immediate Ejection. g.) Holds an opponent h.) Pushes an opponent i.) Handles the ball this does not apply to a Goalkeeper within his teams Penalty Arch j.) Boarding, i.e. propelling an opponent into the perimeter wall. A two (2) minute Power Play time penalty MUST be assessed for Boarding This stoppage requires a whistle restart. k.) Playing in a dangerous manner l.) Charging at an improper time i.e. when the ball is NOT within playing distance where the charge occurs. m.) When not playing the ball and intentionally obstructing an opponent, i.e. running between the opponent and the ball, or interposing the body forming an obstacle to the opponent n.) Charging the Goalkeeper except when the Goalkeeper is outside the Penalty Arch, and then the charge must be a fair and legal charge. Additionally, the Referee may award a two (2) minute timed Penalty against any player or bench personnel who acts in an unsportsmanlike manner, at anytime. Sliding (slide tackling): Is not permitted during any level of play. any and all subsequent offenses shall merit a two (2) minute Power Play time penalty shall be assessed against all players for committing this offense, 5th Grade and older (Adults included shall be assessed a two (2) minute Power Play time penalty shall be assessed against all players for committing this offense. For 5th grade and older, there is no need for a bench warning. Note: In 4th Grade and below, the first such sliding infraction shall cause the referee to stop play and issue a Bench Warning to be issued to both Team Benches. Play is resumed with a Free Kick for the opponent. This stoppage requires a whistle restart Time Penalties: Time penalties shall be classified and noted as follows: 2-Minute Power Play Penalties 5-Minute Misconduct: Non-Power Play Dissent Ejectionable Offenses 9

11 Rule 12 Fouls and Time Penalties (Continued) 12.3 Penal Time Penalties: A timed penalty may be assessed against players for committing any of the offenses as outlined in Rule 12.1 (a. n.) regardless whether the foul is committed while the ball is in or out of play. A timed penalty shall be assessed for incidents of; Boarding, elbowing, spitting, striking, and or other offenses deemed severe, blatantly tactical, or blatant in nature, play will be stopped and the offending player shall be issued the appropriate card. If the penalty is a Blue Card, said penalty shall be administered by the showing of a Blue Card by the Referee and shall be two (2) minutes in length. If the opponent scores, the balance of the timed penalty is negated.. If the penalty is a Red Card l, the Offending Player shall be ejected and shown a Red Card. The team will be penalized a two (2) minute penal timed Penalty shall be assessed and the time is served by a teammate (Coach s choice) of the player ejected Game Misconduct Penalties: A Five (5) minute Game Misconduct Penalty shall be assessed against players who show disapproval by word or by action, of the decision by the Referee or other game officials or acts in a severe unsportsmanlike manner. These penalties shall be administered by the showing of a Yellow Card and shall be five (5) minutes in length. This is NOT a Power Play opportunity as the opponent will not play short. Game Misconduct Penalties are cumulative and the player receiving their second Game Misconduct Penalty resulting with that player being ejected for their second Game Misconduct in one game. a.) Misconduct by Non-Players: Misconduct involving non-playing personnel shall be considered to be administrative in nature and the referee shall submit to PSA as a separate Game Report. b.) Team Misconduct: Team Misconduct shall be defined as physical or verbal abuse of the Referees where the offender is not identifiable. Team Misconduct shall be issued to the Coach of the offending team Note: NO Cards are to be SHOWN directly to a Coach That incident shall be written up on a separate Game Report Form, and sent to the Director of the Soccer Program. c.) Ball Played or Thrown Off the Playing Field: During a stoppage of play immediately following a goal being scored, should a player intentionally kick, throw, or otherwise delay the restart of the game, such player shall be assessed a five (5) Minute Game Misconduct Timed Penalty. SPITTING ON THE FLOOR Any player spitting on the playing surface shall be ejected from the game and the coach shall appoint a field player to serve the assessed two (2) minute Ejection Penalty Ejections (with a Power Play timed Penalty): A player or non-player shall be ejected and a two (2) minute Power Play Penalty (the offending team plays short) will apply to the offending team. Player may return to field if his/her team is scored upon during the 2 minutes. Awarded for incidents of: a.) Violent Conduct or Serious Foul Play b.) Foul or Abusive Language c.) Head Butting d.) Third player into an altercation e.) First player off the bench joining in an altercation on the field. f.) Leaving the penalty box to join in an altercation g.) Spitting on or at any player, game official or field of play. 10

12 Rule 12 Fouls and Time Penalties (Continued) 12.6 Ejections (Without a Power Play Penalty): Accumulation of three (3) time penalties: the Player shall be ejected. No additional two-minute power play time penalty accompanies such an ejection. The 3 time penalties would be a combination of 3 Blue Cards or 2 Blue cards and a Yellow Card in any order. 2 Yellow cards also equal a red card and ejection Ejected Players who are underage with no parent or guardian present may stay in the team area, provided that player is wearing a pennie or other shirt not to be confused with active valid players Goalkeeper Restrictions: The following infractions a.) And b.) shall cause the Referee to stop play and award a free kick to the opposing team at the Free Kick Spot (Top of the Arch) a.) Ball played to Goalkeepers Hands from a Teammate: A goalkeeper is not permitted to play the ball with his hands in the event that the ball has been deliberately kicked to him by a teammate. If in the opinion of the Referee the goalkeeper has used trickery to circumvent the rule, the goalkeeper shall be issued a five minute Game Misconduct, for this attempt to avoid the Rule. b.) Illegal Procedure Handling: A Goalkeeper who receives the ball outside of the Penalty Area SHALL NOT play the ball back inside the Penalty Arch and then handle the ball inside the Penalty Arch. c.) Goalkeepers serve their penalty time. The team has 20 seconds to replace the offending Goalkeeper Any delay will result in the team being charged with a Team Misconduct and the penalty is a two (2) minute timed penalty for that delay. d.) Player Positions: Opposing players remain outside the Penalty Area until the ball leaves the Penalty Arch Encroachment and or infringement shall result in a Misconduct-Technical Infraction resulting in five (5) minute penalty assessed against the offending player(s) e.) Goalkeeper Infraction: A goalkeeper taking a distribution may not play the ball again with their hands until after the ball has left the Penalty Area and has been touched by another player. Otherwise, the opposing team shall be awarded a Free Kick where the violation occurred. f.) Goalkeeper Save 4 th Grade and below may punt the ball out from the Penalty Area. 5 th Grade and above are not allowed to punt. Goalkeeper Distributions must still be made by hand for all ages (see 13.6) Fouls Against a Goalkeeper a.) Obstructing Goalkeeper: If a player intentionally obstructs the opposing goalkeeper in an attempt to prevent him from putting the ball into play, the Referee shall award a Goalkeeper Distribution. The obstructing player shall be cautioned for Unsporting Behavior and will serve a five (5) minute game misconduct - This stoppage requires a whistle restart. b.) Charging Goalkeeper: In cases of body contact in the Penalty Area between an attacking player and the opposing goalkeeper NOT IN POSSSESSION OF THE BALL, the Referee shall stop the game if, in his opinion, the action of the attacking player was intentional, and award Goalkeeper Distribution. The player guilty of charging shall be cautioned for Unsporting Behavior and will serve a five (5) minute game misconduct - This stoppage requires a whistle restart. c.) Endangering the Goalkeeper: A player who intentionally commits a foul against the goalkeeper which in the opinion of the Referee, falls short of Serious Foul Play (Ejection) but nevertheless endangers the goalkeeper beyond what is considered to be normal hazard of play that player guilty of Unsporting Behavior shall be cautioned for Unsporting Behavior and will serve a five (5) minute game misconduct - This stoppage requires a whistle restart d.) Bouncing the ball, while in the possession of the goalkeeper, is legal and is considered to be possession 11

13 Rule 12 Fouls and Time Penalties (Continued) Goalkeeper Penalties: All Time Penalties assessed to a goalkeeper shall be served by the offending goalkeeper Ejected Coach A Coach who has been ejected shall deliver his or her PSA Coaches Badge to the timekeeper or the Referee before leaving the facility. IF no other coach or parent with a PSA Coaches Badge present to take over for the Ejected coach, the game shall be abandoned. This incident shall be written up on a separate PSA Game Report Form, and sent to the Director of the PSA Soccer Program. An Ejected Coach who refuses to leave the building within a reasonable amount of time shall cause that game to be abandoned by the Referee(s) Rule 13 Restarts 13.1 Definition: A Restart is a manner of resuming play after a stoppage other than a kickoff. For a stoppage of play while the ball was in play on the playing field, the following are possible: FREE KICK (Rule 13.4) SUPERSTRUCTURE (Rule 9.2) THREE-LINE PASS (Rule 11.1 DROP BALL (Rule 8.5, 13.5) For a stoppage to play because the ball left the field of play, the following are possible: KICK-IN (Rule 15.1) CORNER KICK Rule 15.4) GOALKEEPER DISTRIBUTION (Rule 13.6) FREE KICK AT FREE KICK MARK (Rule 15.2) 13.2 Definition of Playing Field: For purposes of determining restarts, the playing field includes the Players Bench and Designated Team Area Restart Regulations and Restrictions: If a team commits an infraction causing a stoppage of play, the opposing team is awarded a Free Kick restart. The Referee may allow a Free Kick to be taken from a point within a three (3) foot radius of the point of the infraction unless, in his opinion, a team gains an unfair advantage in which cases the kick shall be retaken. Before a Free Kick is taken, the ball must be stationary and the kicker shall have five (5) seconds within which to play the ball after being spotted and signaled to play by the Referee. a.) A Goal may be scored directly against either team from any restart. b.) In case a Free Kick is taken from the opponent s Free Kick Spot, Shootout Spot, Corner Spot or otherwise controlled by the Referee, the Referee signals the restart with a whistle. c.) Except for a Drop Ball or Shootout, if the kicker, after taking the Free Kick plays the ball a second time before another player has touched it, a player of the opposing team shall take a Free Kick (two-touch having occurred) Playing the ball twice includes playing the ball on the rebound off the perimeter wall before being touched by another player. d.) During the taking of a Free Kick, all opposing players must be five (5) yards (15 ) from the ball until it is in play. e.) Failure to put the ball in play within five (5) seconds will result in the restart being turnedover to the opponent. 12

14 Rule 13 Restarts (Continued) 13.4 Encroachment: (1) If a player of the opposing team encroaches into the penalty area or within five (5) yards (15 feet) of the ball before a Free Kick is taken, and a member of the team taking the kick requests compliance with Rule 13.1, the Referee shall delay the taking of the kick until the player complies. If upon the request of the Referee that player(s) does not comply by immediately retiring the proper distance, he shall be considered guilty of encroachment. This restart also requires a whistle. (2) If a defending player within five (5) yards (15 feet) intentionally interferes with the taking of a Free Kick, he shall be considered guilty of encroachment. For the first violation (4 th grade and below), the Referee shall issue a Team Warming for encroachment to BOTH Team Bench areas. ALL subsequent violations after being appropriately warned for encroachment, this shall be deemed a Misconduct-Technical infraction resulting in five (5) minute penalty assessed against the offending player(s). For 5th grade and older, there is no need for a bench warning. Vaulting the wall At anytime: (1) If a player or team personnel vaults the wall at any time during or before the game that player(s) shall be adjudged a Game Misconduct and shall serve a hard five (5) minute penalty. The player serving the Game Misconduct will be replaced by the coach and the team shall not play short handed. The player may only return to the team box, not directly to the field. The player must wait until the next Guaranteed Substitution to rejoin his team area Drop Ball Restart: If neither team has clear possession of the ball at a stoppage, the Referee restarts play with a Drop Ball where the ball was when play was stopped. A Drop Ball originating while the ball is in the Penalty Area takes place at the Free Kick Spot. Once the ball contacts the floor, the ball is in play Goalkeeper Distribution: Play restarts with a goalkeeper distribution by hand after an attacking player has last touched the ball before crossing the perimeter wall between the corner flags, for any infraction committed by the attacking team in the Penalty Arch. The distribution shall be taken from any point within the Penalty Area, by the Goalkeeper. The ball is considered in play, once the ball travels outside the Penalty Area. The following provisions also apply: a.) Player Positions: Opposing players remain outside the Penalty Area until the ball leaves the Penalty Area Encroachment and or infringement shall result in a Misconduct-Technical Infraction resulting in five (5) minute penalty assessed against the offending player(s) b.) Goalkeeper Infraction: A goalkeeper taking a distribution may not play the ball again after it has left the Penalty Area until it is touched by another player. Otherwise, the opposing team shall be awarded a Free Kick where the violation occurred Kick-In: See Rule Corner Kick: See Rule Ball Over The Perimeter Wall (Not Between the Corner Flags): See Rule 15 13

15 Rule 14 6 Team Fouls Penalty 14.1 Accumulation of fouls is utilized from 5th grade and older. A team Blue card will be given against the team once they have reached 6 fouls in a game. The coach will choose the player the serve the 2 minutes and the team will play short (unless they are scored upon during the 2 minute penalty, in which case a player may come out of the penalty area). Any individual player who is issued any timed cards (Blue, Yellow or Red) do not count as Team Fouls and should not be tallied as Team Fouls. The foul count carries over at half time. Foul count only resets to 0 after a team has been penalized with a Blue card having reached 6 fouls. Rule 15 Restarts - Ball over the Perimeter Wall 15.1 Kick-In: When the ball is played over the perimeter wall along the touchline, it shall be kicked in form the point it crossed the perimeter wall by an opponent of the team who last touched the ball before it went out of play. The Referee shall signal the commencement of the Kick-In. If the ball touches a player or personnel on the bench, who inadvertently extending into the playing field, or if the ball exits the field through an open bench door, the Kick-In shall be awarded to the opposing team Ball Over the Perimeter Wall (Not between the Corner Flags): If a defensive player, plays the ball directly over the perimeter wall while it is in play anywhere in the defensive zone (between the Goal Line and the Attacker Line), the Referee shall award a Free Kick to the opposing team from the Free Kick Spot (top of the Arch) closest to the offending team s goal. Any ball which hits a player, the boards, glass, a Referee or bounces on the field before going out of play over the perimeter wall shall result in a Kick-In Goalkeeper Distribution: After an attacking player has last touched the ball before crossing the perimeter wall between the corner flags, play restarts with a Goalkeeper Distribution by hand in accordance with Rule Corner Kick: When the whole of the ball having last been touched or played by on of the defending team passes over the end perimeter wall between the corner flags, excluding when a legal goal is scored, a member of the attacking team shall take a Corner Kick. A goal may be scored directly from such a Corner Kick. a.) Placement: The whole of the ball shall be placed on the Corner Spot at the nearest Corner Flag Post, and it shall be kicked from that position. b.)
