Items regarding implementation of evaluation On May 14 and 29, 2015, onsite inspections were conducted by members of the Sub-Committee for National Research Institute for Earth, Science and Disaster Prevention under Ministry of Education, Sports, Culture and Technology (hereinafter referred as to Sub-Committee ). At the (1st) Sub-Committee meeting on July 9, 2015, regarding the results of the self-evaluation by the Agency, a hearing including an explanation by the director was conducted. Besides, we received some advice in line with scientific knowledge from the committee, before implementing the evaluation of the competent minister. At the (2nd) Sub-Committee meeting on July 17, 2015, regarding the results of the self-evaluation by the Agency, an additional hearing was conducted. Besides, we received some advice in line with scientific knowledge from the committee, before implementing the evaluation of the competent minister. At the (3rd) Sub-Committee on July 24, 2015, we received some advice in line with scientific knowledge from the committee, before implementing the evaluation of the competent minister. At the (2nd) Council for National Research and Development Agency under MEXT on August 21, 2015, we received some advice in line with scientific knowledge from the committee, before implementing the evaluation of the competent minister. 4. Important items and others relating to the evaluation The important changes for an evaluation target agency In accordance with the revision of Act on General Rules for Incorporated Administrative Agencies, the National Research Institute for Earth Science and Disaster Prevention was accredited as a National Research and Development Agency in April

Overall evaluation Rating*1 (S, A, B, C, D) Reasons for rating A: Based on the National Research and Development Agency s aims, businesses, medium to long-term objectives and so on, as a result of comprehensive consideration based on some circumstances regarding the agency s business achievements, efforts and so on through its activities, the creation of considerable achievements, anticipated creation of achievements in the future and so on toward maximization of research and development under the conditions of appropriate, effective and efficient business management are recognized. In addition, at a time of a large-scale disaster such as a sediment disaster, a volcanic eruption and so on, appropriate countermeasures were taken, information including research results and others were transmitted in a wide range of areas. Accordingly, the institute strived to receive understanding from the nation. As a result of these efforts by the Institute, the Institute is highly evaluated. Also the Institute made a lot of efforts to achieve more than the original goal and accordingly its efforts are worth obtaining a comprehensive rating A. 2. Evaluation of the whole agency In the large-scale disasters that occurred during FY 2014, at the times of the large-scale disasters including Hiroshima s sediment disaster, the Mount Ontake s eruption the Shinjo fault earthquake in Nagasaki Prefecture and so on, the Institute took appropriate countermeasures, reported the results of countermeasures to the related institutions, and made such information public on its website. Also the Institute transmitted the creation of its research results and its approaches in a wide ranges of areas. As a result of these, the Institute is highly evaluated to have made efforts to receive understanding from the nation. Against the backdrop of active volcanic eruptions, the Institute promoted steadily the development of volcano observation devices. Those points are highly evaluated. The Institute steadily managed the network of fundamental earthquake/volcano observation. It provided data to each related institution and utilized those data. As a result, the approaches which the Institute made, leading to disaster prevention and reduction, are highly evaluated. The Institute established an office for sea floor observation network for earthquakes and tsunamis and carried out steady development of S-net Seafloor Observation network for Earthquakes and Tsunamis along the Japan Trench (S-net) and so on. In addition to carrying out the development of a volcano observation facility, the Institute unified the data owned by each institute and contributed significantly to the nation s volcano research. These approaches are highly evaluated. Regarding the development of a cumulonimbus observation system, urban flood disaster prediction utilized by multi-parameter (MP) radar data which also unified devices owned by the Ministry of land, Infrastructure, Transport and Tourist, the approaches done by the Institute are highly evaluated and meaningful in terms of its research achievements, scientific and technological efforts. Regarding the largest E-defense, the policy and plan for its maintenance management were set up and the steady experiment were conducted as a result of appropriate maintenance management. Its results are returned to society, which is highly evaluated. In the research regarding earthquake hazard risk evaluation, the earthquake investigation research headquarters made a prediction map for nation-wide earthquakes public. It is highly evaluated. In the area of research regarding the utilization of disaster risk information, the Agency actually used the disaster countermeasures system by the request from Hakuba Village, which is highly evaluated. Due to the chief director s leadership, and its understanding about what the society needs, new reforms including the establishment of a resilient disaster prevention/disaster reduction promotion center were implemented. These points are highly evaluated. 3. Issues to be solved and /or improved for each subject It is desired to implement the following activities: 1) the development of S-net, the development of steady management system after the transfer of DONET; 2) to provide appropriate information with other institutions; 3) to utilize the information for earthquakes and tsunamis prevention; 4) to promote partnership with local municipalities. To promote joint research in collaboration with various related institutions including private companies rather than municipalities, aiming to more practical innovative research results. By contributing the Japan s disaster prevention technology to enhance the world s disaster prevention, the Institute should promote joint research and others collaborated with overseas organizations and raise the country s world status. Considering the establishment of a resilient disaster prevention/disaster reduction promotion center, it is required that establishing a system leading to the implementation of social commercialization be included in the next medium to long-term objectives. A 4. Other items Main opinions from National Research and Development Agency Committee The research and development of a flood prediction model being built along Kamishakujii River, Kanda River is evaluated, however, it is required to consider that it should obtain opinions from municipalities responsible for prevention rather than Fire and Disaster Management Agency (FDMA). Regarding a system including e-communication platform, its main goal is to prioritize the expansion of social utilization network, not to mention a creation of its system, and it is desired to promote research and development in line with needs from the nation s policy and society. As far as the acceptance of trainees is concerned, it should accept more trainees from municipalities, in terms of contributing to social disaster prevention. 3

4 As far as the data being collected from fundamental earthquakes/volcano observation network and E-defense are being made public, it should make more explicit that those data should be transmitted to specific people who actually deal with jobs related to disaster prevention businesses. For items that are set to "high" level of difficulty, each comment shall be underlined. * Evaluations up to FY 2013 were made based on the basic guideline regarding business results evaluation for Incorporated Administrative Agency under MEXT s jurisdiction (The evaluation committee for incorporated administrative agency under MEXT s jurisdiction on March 22, 2002). Also, the evaluations after FY2014 are made based on criteria relating to the evaluation for Incorporative Administrative Agency under MEXT s jurisdiction (decided by the Minister of MEXT in June, 2015). The details are as follows. Ratings up to FY2013 S: Outstanding achievements are fulfilled. (Without providing a cross-cutting objective standard for the agency in advance, S is rated according to the characteristics of the agency's business operations.) A: Achievements are in line with the plan for medium-term, or beyond, or are steadily being implemented toward a medium-term objective, or beyond (achievement rate for the medium-term objective should be over 100% in a given FY.). B: In some ways the plan is not being implemented in line with medium-term-objectives, however, the plan may be achieved by means of ideas and efforts (achievement rate for the medium-term objective should be 70% to 100%.). C: The implementation of the plan is behind the medium-term objective, therefore, improvement of business is necessary in order to realize the achievement of the medium-term objective (achievement rate for the Ratings after FY2014 [Administrative and projects related to research and development (I)] S: Based on the National Research and Development Agency s aims, businesses, medium to long-term the agency s business achievements, efforts and so on through its activities, especially the creation of considerable achievements, anticipated creation of special achievements in the future and so on toward maximization of research and development under the conditions of appropriate, effective and efficient business management are recognized. A: Based on the National Research and Development Agency s aims, businesses, medium to long-term the agency s business achievements, efforts and so on through its activities, the creation of considerable 6
