27 Conclusions Congestion can be temporary or permanent, a minor annoyance, or a major disruption. It can have an internal cause, or come from problems at another airport far away. Everything has an impact: a lack of foresight, planning, or investment; a change in the rules, a political upheaval, an accident or an epidemic. And always, there is the unexpected. Our job, in avoiding congestion so far as we possibly can, requires us to think all the same time about the small details of everyday, and the big structural problems of the future, where the decisions we take often involve high costs and require a long time to come into effect. 27
