1 CITY OF THOROLD JOB DESCRIPTION - IAFF JOB TITLE: Captain, Fire Prevention Officer CLASSIFICATION: Union DEPARTMENT: Fire and Emergency Services SALARY LEVEL: As per CA SUPERVISED BY: Fire Chief LOCATION: All Stations PRIMARY FUNCTION: To prevent and/or reduce the incidents of fires by increasing the fire prevention and awareness and knowledge of citizens by ensuring compliance with the Ontario Fire Code (OFC), Ontario Building Code (OBC), National Fire Protection Association (NFPA), City of Thorold By-laws and other accepted Fire Safety Standards SUPERVISES OR DIRECTS: Under the direction and general supervision of the Fire Chief, the Fire Prevention Officer conducts inservice fire prevention for all classes of Firefighters and the general public. DUTIES AND RESPONSIBILITIES: a. Under the direct supervision of the Fire Chief enforces the OFC, OBC, NFPA, City of Thorold By-laws and standards and provides advisory and technical support to the Fire Chief by: i. Conducting comprehensive fire prevention inspections as described in the approved Fire Prevention Policy; Preparing detailed reports of inspections and maintaining records and reports of all inspections and actions taken; Issuing Inspection Orders and Reports to building owners and/or managers and, when necessary, issuing Inspection Orders and laying Informations under the Provincial Offences Act; Preparing reports for and attending court hearings as a witness in cases of non-compliance; v. Investigating personal requests or complaints launched by private citizens or other interested groups and dispensing the appropriate action under the circumstance; vi. Investigating complaints launched by firefighters and Standard Incident Reports and advising them on findings and action taken; v Conducting special inspections requested by Provincial Agencies and other Municipal Departments for license or permit applications; and v Conducting special inspections requested by solicitors and providing pertinent information regarding outstanding fire work orders as described in the Fire Prevention Policy.
2 b. In accordance with the Ontario Building Code, examines plans for buildings and additions to existing buildings for compliance to the appropriate standards by: i. Examining site plan applications for fire department access, potential traffic problems, water supplies and hydrant locations; Reviewing building plans for new construction and additions to existing structures described in the By-law which authorizes the Fire Prevention Officer to comment to the Chief Building Official, in writing, regarding plans submitted under the Ontario Building Code; Examining plans and conducting installation inspections and/or tests for gasoline, waste liquid and chemical storage tanks; Providing an information service to architects and/or engineers of proposed buildings and existing premises regarding fire prevention requirements; and v. Reporting any other deficiencies or problems to the Municipal Building Department. c. Provides a public education service to citizens of Thorold by: i. Conducting lectures and demonstrations for interested groups such as guides, scouts, seniors or service clubs on any matter relating to fire prevention; Promoting fire prevention in the schools through scheduled visits, discussions, showing films or video tapes and distributing appropriate literature or brochures and maintaining liaison with the appropriate schools; Conducting home inspections upon request and recommending changes to ensure compliance or safe practices such as installation of smoke/co alarm and/or extinguishers; Maintaining liaison with industries, institutions and assembly occupancies regarding evacuation planning and Fire Safety Plans; v. Providing practical training to industries, institutions and assembly occupancies in the use of fire extinguishing equipment and handling of hazardous materials; vi. v Providing advice and assistance to apartment managers and/or owners regarding the fire safety devices within their buildings and the safe evacuation of tenants; and Reviewing Fire Safety Plans and submitting to the Fire Chief for signature.
3 d. In accordance with the Establishing and Rules and Regulating By-law provides technical support for the Fire Department by: i. Performing the duties of the Chief Fire Official as described in the Fire Protection and Prevention Act; Assisting the Fire Chief with investigation of fires to determine their cause and origin as required by the F.P.P.A. and, where required, requesting the Office of the Fire Marshal and/or other experts to conduct an investigation; Attending meetings of the Niagara Chapter of the O.M.F.P.O.A; Coordinating the Station Fire Prevention Programs and ensuring that adequate resources such as fire prevention literature, films or video tapes are available to the Station Officers when needed; v. Providing necessary fire prevention training for Fire Department personnel; vi. Attending various fire prevention educational lectures and/or seminars relevant to the position; and v Attending emergency scenes when requested by the Fire Chief or Officer in Charge to assist by offering technical advice and/or support. e. Performs other related duties, including, but not limited to: i. Preparing weekly, monthly and annual reports on the fire prevention activities of the Fire Department; Preparing the annual fire prevention budget estimate for submission to the Fire Chief for their approval and/or amendment; and Maintaining liaison with other Municipal, Provincial or Federal agencies to exchange information and report on infractions of legislation.
4 EDUCATION/EXPERIENCE: Eight (8) years experience with the Fire Service as a First Class Firefighter or higher or equivalent experience and a graduate of the Ontario Fire College; or relevant combination of post-secondary education and experience within the fire service, particularly in areas related to fire prevention. a. Thorough working knowledge of the Ontario Fire Code, Ontario Building Code, Fire Protection and Prevention Act and other relative statutes. b. Certification as a Fire Prevention Officer, Life Safety Educator and Inspector qualification (BCIN) under the Ontario Building Code. c. Certification as a Fire and Explosion Investigator (CFEI) considered an asset. d. Thorough knowledge of the Municipal Establishing and Regulating By-law and any other relative local by-laws. e. Knowledge of legal requirements and limitations when issuing Inspection Orders or laying Informations. Knowledge of courtroom procedures. f. Computer skills including working knowledge of Microsoft Office suite, Adobe and various relevant software suites. g. Must possess superior verbal and written communication and interpersonal skills. h. Ability to read drawings, plans and blueprints and recognize adequate construction practices. i. Ability to maintain a complimentary relationship with Municipal Officials and the general public. j. Ability to develop and initiate good public relation policies and practices for the Fire Department. k. Must possess a broad knowledge of fire suppression methods and the characteristics of fire. l. Thorough knowledge of the operation and location of water mains as applied to fire suppression activities. m. Good working knowledge of building fire protection components such as fire alarm systems, sprinklers and emergency lighting. n. Must possess and continually be in possession of a current valid classification of driver's license for the Province of Ontario that would legally allow for the operation of vehicles that would be necessary for performing the requirements of this position as determined by the Fire Chief.
5 CONDITIONS OF EMPLOYMENT: The Fire Prevention Officer works in conjunction with the Fire Chief and On-Duty Crew and will spend time, both in the field conducting inspections, and in the office preparing reports or other assigned duties. Some overtime may be required. Work involves physical, mental, emotional and confidential matters relating to the Fire Department and members of the Public. Excellent verbal and written communication skills, including computer literacy is required. A monthly report is to be submitted outlining the general activities and hours worked.
