3 Lighting in Europe Facts & Figures Lighting accounts for ~13% of total EU electricity consumption Lighting is a key sector for the European economy, both in market size (~17 b ) and employment (~150,000 people ) Europe is a world leader in this field, including in Solid State Lighting, having a share of 30% of the global market The European lighting industry is highly fragmented and made up of a few large companies (global players), many 'mid-sized' ones, and thousands of SMEs Strong growth of LED lighting expected at annual rate > 30%, from 19% market share in 2013 to 54% in 2017 Lighting products and their procurement regulated or impacted by various EU policy areas: Energy Efficiency and Ecodesign, Energy Labelling, Ecolabelling, (Green) Public Procurement,

4 Why a European Lighting Strategy? Biggest transformation of the lighting market since Thomas Edison Driven by rapid technology innovation (esp. in Solid State Lighting) and European energy efficiency regulation Transformation provides challenges and opportunities for European users and lighting industry (see 2011 Green Paper "Lighting the Future") Dedicated SSL strategies also in other world regions (US, Asia) Need to interlink more closely the further development of EU policy and regulation in this field with industrial, innovation and deployment strategies Coherent European strategy for policy coordination and innovation I scrucial to support development and wider uptake of energy efficient lighting products, foster the competitiveness of the European industry, secure employment, and ensure Europe's role as key technology leader

17 Conclusions Aligning EU innovation and energy efficiency policies is crucial to accompany the ongoing transformation of the European lighting market, stimulate demand and foster industrial competitiveness All stakeholders lighting industry, end users, public authorities have a role to play in this transition and to share best practice experience EU continues to support research and innovation in SSL and intelligent lighting systems under H2020 Actions are called upon: the European lighting industry to seize the new opportunities and to cooperate along the value chain and create new jobs and growth also in Europe including in manufacturing Public procurers (esp. cities & local communities) to lead by example and use their purchasing power to invest in high-quality energy efficient lighting systems CEN/CENELEC to proceed with LED standardisation on the basis of the existing mandate M/519
