1 S.1 GENERAL CONSIDERATIONS SANITARY SEWERS S.1.1 TYPE OF SEWERS The CITY will approve PLANS for new sewer systems and extensions only when designed as separate systems in which precipitation, runoff, and groundwater are excluded. S.1.2 DESIGN PERIOD Sewer systems should be designed for the estimated tributary population, as delineated in the approved City of Melbourne Comprehensive Plan (latest edition) except in considering parts of the systems that can be readily increased in capacity. S.1.3 LOCATION Gravity sewers shall be located in dedicated rights-of-way or utility easements. Whenever possible, sewers shall be located under pavement in dedicated rightsof-way. All sewers located outside of dedicated rights-of-way shall require a minimum 15-foot easement. The size of this easement may be increased at the discretion of the city given the depth and/or size of the sewer main. Additional easement widths shall be provided when the pipe size or depths of cover so dictate. If a gravity sewer is located adjacent to a road right-of-way, a minimum 10-foot easement shall be provided. Additional easement widths shall be provided if the pipe size or depth of cover so dictate. No gravity sewers shall be placed under retention ponds, tennis courts, or any structures. In general, gravity sewers shall not be located along side or rear lot lines. Placement of a gravity sewer along side or rear lot line may be allowed on a case by case basis if such a sewer configuration results in efficient placement and utilization of the sewer system. This criterion shall also apply to sewer placement in retention pond berms. In any event, no manholes shall be placed along side or rear lot lines. S.1.4 SLOPES Minimum gravity sewer slopes shall be designed and constructed as follows: Pipe Size Design Constructed 8" 0.36% 0.33% 10" 0.28% 0.25% 12" 0.22% 0.20% 15" 0.17% 0.15% 18" 0.11% 0.09% Page 1 of 32

2 The minimum design slope for an eight (8) inch sewer main at the upper run of a system shall be 0.44%. The minimum constructed slope for an eight (8) inch sewer main at the upper run of a system shall be 0.40%. S.1.5 SEPARATION OF SEWER, WATER AND REUSE MAINS Sewer mains that are laid in the vicinity of existing or proposed pipelines designated to carry water or reuse water (wastewater effluent) shall meet the horizontal and vertical separations as follows. No water pipe shall pass through or come in contact with any part of a sewer manhole. HORIZONTAL SEPARATION NORMAL CONDITIONS: Sewer mains shall be located at least 10 feet horizontally from water mains or reuse water (unless used for unrestricted public access) and three (3) feet horizontally or five (5) feet center to center whichever is greater from pipes carrying reuse water used for unrestricted public access. The distance shall be measured from inside edge of pipe. UNUSUAL CONDITIONS: When local conditions prevent a horizontal separation of 10 feet, a sewer main may be laid closer to a pipe carrying water or reuse water provided that the bottom of the water main is at least 18 inches above the top of the sewer pipe and the water main is laid in a separate trench or on an undisturbed earth shelf. If separate trenches are not feasible, water main pipe shall be upgraded to D.I.P. to a point where specified separation can again be maintained. VERTICAL SEPARATION NORMAL CONDITIONS: Sewer mains shall be laid to provide a separation of at least 18 inches between the bottom of the water main and the top of the sewer. UNUSUAL CONDITIONS: When construction conditions prevent a vertical separation of 18 inches as described herein above, the sewer pipe shall be constructed of ductile iron pipe the mechanical joints centered a minimum of 20 feet in both directions. CROSSING OF WATER MAINS AND SEWERS Water mains shall be above the sewer whenever they cross unless the previously described upgrades are enacted. A vertical separation of at least 18 inches shall be maintained between the top of the sewer and/or reuse water pipe and the bottom of the water main. Adequate structural support for both the water main and sewers shall be provided to prevent excessive deflection of joints and settling. Page 2 of 32

3 S.1.6 SEWER MAIN/STORM DRAIN CROSSING Sewer force mains are to cross over drainage pipes wherever possible as long as minimum 20" of cover from top of finish grade (i.e. top of back of curb) is maintained. In such cases Class 51 ductile iron pipe is to be used on those portions of force main with less than 30" of cover from top of finish grade or with less than 18" vertically from top of storm sewer. Where it is not possible to go over top of drainage pipe, force main is to go under drainage pipe utilizing mechanically restrained offset fittings as per Standard Drawing provided within these Technical Provisions. Omission of fittings by deflection of force main will not be acceptable. 30" to 42" of cover from top of finish grade is to be maintained up to and immediately after force main/drainage pipe crossing. In cases where the force main and/or gravity sewer main does go under drainage pipe, force main is to be Class 51 D.I.P. with no less than 4" and no more than 18" below bottom of drainage pipe making it mandatory for drainage pipe to be supported by concrete saddles as per Standard Drawing provided within these Technical Provisions. In addition, drainage pipe joints within 20' of force main are to be wrapped in a soil tight filter fabric. No force main and/or gravity sewer main shall pass through or come in contact with storm drain pipe unless pre-approved, engineer designed conflict structure is utilized. S.2 PIPE MATERIAL FOR SANITARY SEWERS S.2.1 GENERAL Pipe used in sanitary sewer construction shall be polyvinyl chloride (PVC). Ductile iron pipe (DIP) use may be allowed if justification is provided and prior approval is obtained from the CITY. Where reference is made to an ASTM, ANSI or AASHTO designation, it shall be the latest revision. The CONTRACTOR shall be responsible for all materials furnished and storage of same, until the date of substantial completion. He shall replace at his expense all materials found to be defective or damaged in handling or storage. The CONTRACTOR shall, if requested by the CITY, furnish certificates, affidavits of compliance, test reports, or samples for check analysis for any of the materials specified herein. All pipe delivered to project site for installation is subject to random testing for compliance with the designated specifications. The work includes furnishing all labor, materials, equipment and tools, and performing all operations in connection with construction of sanitary sewers and appurtenant structures, including excavation, trenching, backfilling and all appurtenant work as required. 4 S.2.2 PVC GRAVITY SEWER PIPE PVC Gravity Sewer Pipe (4"-15"), ASTM D3034, SDR 35. Uniform minimum "pipe stiffness" at five (5) percent deflection shall be 46 psi. The joints shall be integral bell elastomeric gasket joints manufactured in accordance with ASTM D3212 and ASTM F477. Applicable UNI-Bell Plastic Pipe Association standard is UNI-B-4. PVC Gravity Sewer Pipe (18"-27"), ASTM F679, SDR 35. Uniform minimum "pipe stiffness" at five (5) percent deflection shall be 46 psi. The joints shall be integral bell elastomeric gasket joints manufactured in accordance with ASTM D3212 and ASTM F477. Applicable UNI-Bell Plastic Pipe Association standard is UNI-B-7. All PVC pipe shall bear the NSF-DW seal. The minimum standard length of pipe shall be thirteen (13) feet. S.2.3 DIP GRAVITY SEWER PIPE Ductile iron pipe shall conform to ANSI/AWWA A21.51/C151, class 50 thickness designed with mechanical or push on joints. All ductile iron pipe shall have CITY approved interior polyurethane lining applied at factory as integral part of pipe production. Ductile iron gravity sewers, where called for by the City, shall be wrapped with 9 mil low density polyethylene encasement installed as per AWWA C105. The minimum standard length of pipe shall be eighteen (18) feet. S.2.4 PIPE MARKINGS All pipe shall have a homing mark on the spigot provided by the manufacturer. On field cut pipe, CONTRACTOR shall provide homing mark on the spigot in accordance with manufacturers recommendations. S.2.5 JOINT MATERIALS S PVC PIPE PVC sewer pipe joints shall be flexible elastomeric seals per ASTM D S DUCTILE IRON PIPE Ductile iron pipe and fittings for gravity flow sewers shall be "push-on" or mechanical joints conforming to ANSI A Page 4 of 32

5 S JOINTS FOR DISSIMILAR PIPE Joints between pipes of different materials shall be made by using a "REIBER TYPE JOINT" C-900XSDR35 sewer adapter with heavy wall one piece construction, smooth I.D. and no stop rib. Such adapter shall be manufactured by H&W Industries Inc. Bell end of dissimilar pipe shall be cut off and beveled prior to installation to accept stated sewer adapter. S.3 SERVICE LATERAL CONNECTIONS S.3.1 GENERAL All gravity sewer service lateral connections and fittings shall meet ASTM D 3034 Standards or latest revisions there of unless otherwise approved by the City. All gravity sewer service lateral connections shall be installed in accordance with Standard Drawing. Particular attention shall be given to the depth of the lateral termination stub out, and its locational relationship to the property/right of way line. Right angle lateral location in relation to sewer main shall be indicated by etched "s" in the curb no less than.25 inches deep. S.3.2 SIZE AND LENGTH All City accepted service laterals and fittings shall be a minimum of four (4) inches in diameter. All service laterals shall be less than 100 feet in length from property/right of way line to sewer main. In no case shall a sewer lateral be more than 75 feet in length without the installation of an additional clean out. Six (6) inch or larger service laterals may be required at the discretion of the CITY. S.3.3 SLOPE Service laterals shall have a minimum slope of 1%. S.3.4 CONNECTION In general, service laterals shall not be allowed to discharge into sanitary manholes, except at terminal manholes. A case by case exception to this requirement may be allowed if the lateral discharges at the same elevation as the manhole invert. Unless otherwise specified, wye branches shall be provided in the gravity sewer main for service lateral connection. Wyes shall be four (4) inches inside diameter or greater, unless otherwise approved by the City. Page 5 of 32

6 S.3.5 LATERAL STUB OUTS Plugs for lateral stub outs shall be of the same material as the pipe, and gasketed with the same gasket material as the pipe joint, or be of material approved by the CITY. The plug shall be secured to withstand test pressures specified in these specifications. No universal" or temporary type plug will be accepted. Stub out to have "electronic" location marker securely attached to the wye fitting by way of heavy-duty nylon type strap. This marker is to be Scotch Mark Sanitary Model #1258 as manufactured by 3M Test and Measurement Systems or City approved substitute. Termination of all new construction lateral stub outs shall be indicated with a 4" x 4" x 8' pressure treated post. This post shall be placed directly in front and up against lateral stub out terminus. This post is to be buried a minimum of one (1) foot below bottom of lateral stub out terminus and extend a minimum of three (3) feet above finish grade. Upper most one (1) foot of post shall be completely painted with industrial type green enamel paint. Stub out terminus of all laterals shall have a minimum of 30" and maximum of 42" of ground cover from top of lateral. This ground cover shall be measured from crown of road or finished grade, which ever is higher. S.4 MATERIAL, INSPECTION, TESTING AND STORAGE S.4.1 GENERAL Each length of pipe shall bear the name or trademark of the manufacturer, the location of the manufacturing plant, and the class or strength classification of the pipe. The markings shall be plainly visible on the pipe barrel. Pipe that is not marked clearly is subject to rejection. All rejected pipe shall be promptly removed from the project site by the CONTRACTOR. S.4.2 MISCELLANEOUS INSPECTION/TESTING REQUIREMENTS All pipe and accessories to be installed shall be inspected and tested at the place of manufacture by the manufacturer as required by the Standard Specifications to which the material is manufactured. Each length of pipe shall be subject to inspection and approval at the factory, point of delivery, and site of work. If requested by the CITY, a sample of pipe to be tested shall be selected at random by the CITY or the testing laboratory hired by the CITY. When the specimens tested conform to applicable standards, all pipe represented by such specimens shall be considered acceptable based on the test parameters measured. Copies of test reports shall be available before the pipe is installed in the project. Page 6 of 32

7 In the event that any of the test specimens fail to meet the applicable standards, all pipe represented by such tests shall be subjected to rejection. The CONTRACTOR may furnish two additional test specimens from the same shipment or delivery, for each specimen that failed and the pipe will be considered acceptable if all of these additional specimens meet the requirements of the applicable standards. All such re-testing shall be at the CONTRACTOR'S expense. Pipe, which has been rejected by the CITY, shall be removed from the site of the work by the CONTRACTOR and replaced with pipe that meets these specifications. S.4.3 DAMAGED MATERIALS If in the process of transportation, unloading or handling, any pipe or fitting is damaged, it shall be rejected and immediately removed from the site. S.4.4 STORAGE All pipe and fittings shall be stored in a manner which will assure the protection of the material from damage and keep it clean. S.5 DETAILS OF DESIGN AND CONSTRUCTION S.5.1 MINIMUM SIZE No gravity sewer main conveying wastewater shall be less than eight (8) inches in diameter. S.5.2 MINIMUM COVER The minimum cover over gravity sewers shall be no less than three (3) feet calculated from the finished grade. Exceptions to this requirement may be made for a short length of pipe where structural considerations are incorporated in the design. S.5.3 SIZE AND ALIGNMENTS Size conversion between manholes shall not be allowed. All sewers shall be laid with straight alignments between manholes. S.5.4 SURVEY LINE AND GRADE The CONTRACTOR shall set Temporary Bench Marks (TBM'S) at a maximum 500 foot interval. The CONTRACTOR shall constantly check line and grade of Page 7 of 32

8 the pipe by laser beam method. In the event line and grade do not meet specified limits described hereinafter, the WORK shall be immediately stopped, the CITY notified, and the cause remedied before proceeding with the WORK. S.5.5 EXCAVATION, SHORING AND SHEETING Excavation of Sewer trenches shall not be opened in advance of the laying of the sewer pipe for a distance greater than that required to install the sewer pipe. In no case shall the open trench ahead of the sewer pipe exceed 25 feet. Backfill in the pipe zone shall be accomplished immediately after jointing the pipe to prevent movement. Shoring, sheeting and bracing of trench is required by CITY when necessary to prevent caving during excavation in unstable material, or to protect adjacent structure, property, workers, and the public. Maintain sheeting in place until the pipe or structure has been placed and backfilled. Shoring and sheeting shall be removed, as the backfilling is done, in a manner that will not damage the pipe or structure or permit voids in the backfill. All excavation, shoring, sheeting and bracing shall conform to the requirements of Federal Register CFR 29 Part and 651 Excavation Standards. Also, Federal Register CFR 29 Part 1926 Construction Standards and Part 1910 General Industry Standards. The most current of these requirements shall apply. S.5.6 CONTROL OF WATER The CONTRACTOR shall furnish, install and operate all necessary machinery, appliances and equipment to keep the excavations reasonably free from water during construction, and shall dewater and dispose of the water so as not to cause injury to public or private property or to cause a nuisance or a menace to the public. Contractor shall also be responsible for obtaining all applicable permits required to operate such equipment and subsequent discharge of water. The CONTRACTOR shall at all times have on hand sufficient pumping equipment and machinery in good working condition for all ordinary emergencies, and shall have available at all times competent workmen for the operation of the pumping equipment. The dewatering systems shall not be shut down between shifts, on holidays or on weekends, or during work stoppages. The control of ground water shall be such that softening of the bottom of excavations, or formation of "quick" conditions or "boils" shall be prevented. Dewatering systems shall be designed and operated so as to prevent the removal of the natural soils. The static water level shall be drawn down below the bottom of the excavation so as to maintain the undisturbed state of the natural soils and allow the placement of backfill to the required density. The dewatering system shall be installed and Page 8 of 32

9 operated so that the ground water level outside the excavation is not reduced to the extent that would damage or endanger adjacent structures or property. S.5.7 PIPE INSTALLED IN CASING Pipe to be installed under pavement where open trenching is not permitted shall be installed through steel casing, which has been jacked and/or bored. Casing shall extend out past both sides of pavement a minimum of 3 feet. Casing size shall be as indicated below: Pipe Size Minimum Casing Size 4" 12" 6" 14" 8" 18" 10" 20" 12" 24" 16" or larger In accordance with manufacturer's recommendation S.6 PIPE BEDDING MATERIAL AND TRENCH PREPARATION S.6.1 UNSUITABLE MATERIAL BELOW PIPE GRADE Wherever excavations of the trench expose unsuitable materials such as peat, soft clay, quicksand or other unstable material in the bottom of the trench which is unsuitable foundation upon which to lay or support the pipe, backfill and expected superimposed loads; such unsuitable materials shall be removed to a depth necessary to reach material having adequate bearing capacity and at a width of trench at least equal to the minimum trench width as specified. The space created by removal of this unsuitable material shall be backfilled using suitable backfill or bedding material as specified. S.6.2 SUITABLE MATERIAL FOR BEDDING AND BACKFILLING Material shall be dry, clean natural sand or gravel. Samples of the material shall be submitted sufficient time in advance of intended use to enable its inspection and testing. The material shall be placed in 6 inch layers and compacted, using mechanical compacting equipment to a dry density equal to 98% of the maximum dry density as determined by the standard proctor compaction test ASTM D698, each layer being compacted to the required density prior to placing the next layer. The Utilities Department may require the density be checked by a licensed laboratory at each manhole and at two points between as selected by the inspector, at no cost to the City. Page 9 of 32

10 S.6.3 BEDDING GRADE CONTRACTOR shall hand-grade bedding to proper grade ahead of pipe laying operation. Bedding shall provide a firm, unyielding support along the entire pipe length. If without direction from the CITY, the trench has been excavated below the required depth for pipe bedding material placement, CONTRACTOR shall fill the excess depth with pipe bedding material to the proper grade. CONTRACTOR shall excavate bell holes at each joint to permit proper assembly and inspection of the entire joint. S.7 PIPE PREPARATION AND HANDLING All pipe and fittings shall be inspected prior to lowering into trench to insure no cracked, broken, or otherwise defective materials are being used. The CONTRACTOR shall clean ends of pipe thoroughly and remove foreign matter and dirt from inside of pipe and keep clean during and after laying. Proper implements, tools, and facilities shall be used for the safe and proper protection of the WORK. Pipe shall be lowered into the trench in such a manner as to avoid any physical damage to the pipe. Pipe shall not be dropped or dumped into trenches under any circumstances. S.8 PIPE LAYING AND JOINTING Laying of sewer pipe shall be accomplished to line and grade in the trench only after it has been dewatered and the trench has been properly prepared. Pipe laying shall proceed upgrade with the spigot ends of the pipe pointing in the direction of flow. Each pipe shall be laid true to line and grade with a laser beam system. All pipe shall be joined in a workmanlike manner and in accordance with the manufacturer's instructions. When pipe laying is not in progress, the open end of the pipe shall be kept tightly closed with mechanical wing nut type pipe plug. All pipe shall be installed in accordance with the pipe manufacturer's written recommendations as approved by the CITY. Mud, silt, gravel and other foreign material shall be kept out of the pipe and off the jointing surface. All pipe laid shall be retained in position so as to maintain alignment and joint closure until sufficient backfill has been completed to adequately hold the pipe in place. All pipe shall be laid to conform to the line and grade shown on the PLANS. Page 10 of 32

11 Variance from established line and grade, at any point along the length of the pipe, shall not be greater than one thirty-second (1/32) of an inch per inch of pipe diameter and not to exceed one-half (1/2) inch, provided that any such variation results in a level or reverse sloping invert. S.9 MANHOLES S.9.1 LOCATION Manholes shall be installed at the end of each gravity sewer; at all changes in grade, size or alignment; at all sewer intersections; and at distances not greater than 400 feet. Private sewer systems must be separated from the CITY sewer systems by a manhole located at the right-of-way line. S.9.2 DIAMETER For sewers 15 inches in diameter and smaller, the minimum inside diameter of manholes shall be 48 inches. For sewers between 16 inches and 36 inches, the minimum inside diameter shall be 60 inches. For sewers larger than 36 inches in diameter, a 72 inch inside diameter manhole shall be required. In all cases, manholes deeper than 12 feet from finished grade shall have minimum inside diameter of 60 inches. A minimum access cover diameter of 24 inches shall be provided for sewers up to 15 inches. Access covers for sewers larger than 16 inches or manholes deeper than 12 feet shall have an access cover with minimum of 30-inch clear opening diameter, or larger if specified by CITY. S.9.3 FLOW CHANNEL The flow channel through manholes shall be made to conform in shape and slope to that of the sewers. Flow direction changes in excess of 90 degrees will not be permitted. When directional changes exceeding 45 degrees occur, an additional flow line elevation drop of 0.1 foot across manholes shall be provided. Benching shall be provided which shall have a minimum slope of two (2) inches per foot. An outside drop pipe shall be provided for a sewer entering a manhole where its invert elevation is 24 inches or more above the manhole invert. S.9.4 MANHOLE STRUCTURE MATERIALS Manholes shall be constructed of precast units. Brick manholes shall not be permitted. Cast-in-place manholes may be accepted on a case by case basis for conflict resolution. Page 11 of 32

12 Pre-cast manholes shall conform to specifications for Pre-cast Reinforced Concrete Manhole Sections, ASTM Designation C478, except as otherwise specified below. The minimum wall thickness shall be five (5) inches for manholes twelve feet or less in depth and 6" for manholes deeper than 12 feet. Pre-cast manholes shall be constructed with a pre-cast monolithic base structure as shown on the STANDARD DRAWINGS. The minimum base thickness shall be eight (8) inches. Concrete for manholes shall be Type II, 4000 psi at 28 days. Barrel, top and base section shall have tongue and groove joints. All jointing material shall be a cold adhesive preformed plastic gasket, conforming to FDOT Article (Ram-Nek or approved equal). The date of manufacture and the name or trademark of the manufacturer shall be clearly marked on each pre-cast section. Sections shall be cured by an approved method for at least 28 days prior to painting and shall not be shipped until at least two days after having been painted. Pre-cast concrete top slabs shall be used where depth of manhole is four feet or less. In such cases, access hole shall be offset from center. Lift rings or nonpenetrating lift holes shall be provided for handling pre-cast manhole section. Non-penetrating lift holes shall be filled with non-shrink grout after installation of the manhole sections. Concrete surfaces shall have form oil, curing compounds, dust, dirt and other interfering materials removed by sand blasting and shall be fully cured prior to the application of any coatings. Interior surfaces of manholes shall have a protective epoxy coal tar coating with a minimum dry mil thickness of 16 mils. Exterior surfaces shall have a protective epoxy coal tar coating with a minimum dry mil thickness of 9 mils. Coatings shall be applied in two (2) applications black over red by the manhole manufacturer in strict accordance with the paint manufacturer's recommendations. After manhole base and all sections have been permanently set in place all joints shall be trimmed of excess "ram-nek" and sealed inside and out with non-shrinking grout prior to application of protective epoxy coal tar coating. (Koppers Bitumatic 300 M no substitute allowed). S.9.5 MANHOLE STRUCTURE INSPECTION The quality of all materials, the process of manufacture, and the finished sections shall be subject to inspection and approval by the CITY. Such inspection may be made at the place of manufacture, or at the site after delivery, or at both places, and the sections shall be subject to rejection at any time on account of failure to meet any of the specification requirements; even though sample sections may have been Page 12 of 32

13 accepted as satisfactory at the place of manufacture. Sections rejected after delivery to the job shall be marked for identification and shall be removed from the job at once. All sections, which have been damaged after delivery, will be rejected and, if already installed, removed and replaced, entirely at the CONTRACTOR'S expense. At the time of inspection, the sections will be carefully examined for compliance with the specified ASTM designation, and with the approved manufacturer's drawings. All sections shall be inspected for general appearance, dimension, "scratch-strength" blisters, cracks, roughness, soundness, etc. The surface shall be uniformly supported by the base structure, and shall not bear directly on any of the pipes. Pre-cast sections shall be placed and aligned to provide vertical alignment with a 1/4 -inch maximum tolerance per five (5) feet of depth. The completed manhole shall be rigid, true to dimensions and watertight. Page 13 of 32
