MERS is a separate corporation which acts as a nominee for the lender. In summation, John Smith and Mary Smith FKA Mary Jones (borrowers), MERS (as nominee), and Bank A FKA Bank B (lender) would count as six names altogether. However, see York County under county specifics for an exception to this rule. COUNTY SPECIFICS:
3 Allegheny County: If the legal description mentions the city of Pittsburgh, it must also state the ward number. The notary stamp cannot be recorded if it is too light. The seal/stamp cannot cover any signature or any other print. Cut 1 (one) check per document Beginning 4/1/2010, a pre-certification of all conveyance deeds prior to their recordation will begin. The Certificate of Residence will require TWO separate addresses: 1) Property Owner s mailing address and 2) Tax mailing address. Both addresses must be listed even if they are the same. The county will verify these addresses using the US Post Office s database. Armstrong County: must have the parcel number typed. Bucks County: Does not accept clarity copies. Carbon County: Tax parcel number must be on the first page in the upper left-hand corner. The physical address must be clearly stated on the document. Deeds require the book and page reference on all documents. Centre County: An additional $10 will be needed for DEEDS ONLY for the parcel number to be certified by the Tax Assessment Office prior to the Deed s being recorded at the Register of Deeds Office. The check should be made payable to the County of Centre. The Assessment Office will forward the Deed to the Register of Deeds office as long as a note is included stating that this is what we would like to have done with the documents and as long as all checks that are needed for the Register of Deeds are included. The documents should be sent to Centre County Office of Tax Assessment 420 Holmes Street Bellefonte PA Chester County: must have the parcel number typed. Does not want any preceding zeroes in the parcel number. See below, for instructions on how to verify the upi number. o To verify Chester Parcel Number follow the following steps: Username: upichesco Password: upi01 1. Click on Chesco PIN 2. Click on Login 3. Enter Login information 4. Go to Real Estate 5. Click on Current Assessment 6. Search by PIN (or you can search by borrower) Crawford County: A document titled Affidavit Regarding Power of Attorney can not be recorded as its own document; it should be counted as pages to the Power of Attorney. Cumberland County: All documents pertaining to real estate will be required to contain a tax parcel number. The parcel number must be written in the upper left-hand corner (above the Return To and Preparer information) of the 1 st page. All parcel numbers will need to be certified by the Tax Assessment Office prior to recording. UPI numbers have to be verified via the Tax Assessment website 1). Click on the View the Tax Assessment Database link (below the disclaimer). 2). Fill in the boxes for House number and Street name then click on the Sort bubble. **If the UPI /Parcel number on the legal description is in the wrong format, the document will need to be rejected. Incorrect Format: ; Correct Format: Fulton County: As of 5/1/2013, all real estate related documents recorded in Fulton County will be required to have the UPI number certified by the Tax Assessment Office prior to recording. (The UPI number for each parcel of real estate will be the same as its current tax assessment parcel number.) All UPI numbers should be in the top left margin on the first page and be in the following format: or A. The UPI stamp will be placed in the vicinity of the UPI number. To avoid covering any part of the document, a minimum 2 inch square should be allotted at the top of the first page. Lancaster County: A cover page is required for documents submitted for recording. Go to The user name is firstamels and the password is recording. It is NOT to be counted as a page when calculating fees. Parcel number must be typed. The county wants the parcel number typed in the upper left hand corner, beneath the Return To and Prepared By info.
4 Luzerne County: Requires an additional fee per PIN and per document to certify the parcel number. (There are no discounts for simultaneous documents being recorded with the same PINs.) Monroe County: The Tax Code number (which is the parcel number) is required on the first page of all recordable documents and must be on the first page of the Statement of Value forms for deeds. An example of the required format is 05-1/1/7/6. Montgomery County: Requires a coversheet if the document does not have a 3 top margin and a 1 border margin. Notary stamps must have a straight line border. If the stamp does not have a border or straightline border, the document will be rejected. Powers of Attorney are not required by law, but it is best to provide one if POA is being utilized to sign documents (deeds, mortgages, etc.). If a POA is not provided and POA is being utilized, please include a note verifying this. Signature sections and acknowledgment sections should both reflect the utilization of Power of Attorney. Northampton County: All reference to previously recorded documents must state volume and page, not the instrument number. Philadelphia County: On legal description, parcel ID s are not required but they do require a metes and bounds legal and the property address. Westmoreland County: Master Mortgage references require the 15-digit instrument number for the previously recorded document. York County : Needs the township or borough to be clearly stated. The description cannot say 'township/borough', it must state 'township of ' or 'borough of. Also, if MERS is the nominee for a lender on a mortgage, the county does not count the lender or any associated dba fka or aka as additional names to the document. They will index the grantee as MERS only. NONSTANDARD ISSUES BUCKS COUNTY Requires documents to be on 8 1/2 X 11 (letter size) paper. Anything else submitted will be rejected. County does not have a nonstandard fee. CHESTER COUNTY This county is VERY PICKY. 3" top margin. Left hand can contain preparer's information, return to address and typed parcel number. The right half must be reserved for the exclusive use of the recorder. 8 1/2 X 14 (Legal size) paper is considered nonstandard. LANCASTER COUNTY Charges a non-standard fee for documents that do not meet the recording requirements: 3" top margin but this can include return to, prepared and parcel number. 1" all other sides. 8 1/2 X 14 (legal size) paper is considered nonstandard. LEHIGH COUNTY This county is VERY PICKY. Each time a document is rejected the county charges $15 Margin requirements as follows: *3" top margin - this can include prepared by and return to address. 1" all other sides. 8 1/2 X14 (legal-size) paper is considered nonstandard. Phone number is needed at prepared by or return to address. MONTGOMERY COUNTY Charges a $25 nonstandard fee for documents on 8 1/2 X14 (legal size) paper and margin infringements.
5 NORTHAMPTON COUNTY Requires documents to be on 8 1/2 X 11 (letter size) paper. Any docs on legal (8 1/2 X 14) size paper is required to have a non-standard fee added. DEEDS For the following counties a town/city must be selected when processing deeds: Allegheny Beaver Berks Bucks Cambria Chester Centre Clinton Delaware Lackawanna Luzerne McKean Mercer Montgomery Somerset Washington A town or city must be selected based on the different tax rates. Explanation of deeds for PA: ** Deeds received with $1 or $10 consideration amounts are NOT automatically exempt. (Taxable consideration is shown on the Statement of Value). Tax is always due unless they have claimed a valid exemption. (See below.) **The percentage of the fair market value is charged in direct proportion to the percentage of interest being conveyed. Transfers that only have partial interest conveyed must be calculated on the calculator to obtain the correct amount of transfer taxes. (i.e. John Doe is adding Jane Smith. Jane now shares 50% interest and must be tax on 50% of the fair market value You would enter 50% of the fair market value as your consideration amount on the calculator) **Realty Transfer tax is based on the fair market value of the property and is considered the actual consideration rendered for the property on any arm s length transaction. (Transfers between someone other than family members) Familial transfers are exempt from transfer tax. Statement of Value form is not required but they must have the exemption reason on the Deed. Transfers between former husband and wife pursuant to a divorce are exempt provided that the transferred property was acquired by either or both of them prior to the divorce. Corrective Deeds are exempt from tax as long as the interest in the property has not changed. You must have the exemption listed on the Statement of Value. Transfers from a Trustee to a beneficiary or a successor trustee are exempt from transfer tax and require the exemption on the Statement of Value. Allegheny~ The Realty Transfer Tax Statement of Value should be counted as a page. When counting the form as pages, the original and the photocopy of the form are only considered one page. Bucks County, Plumstead Township~ a) Complete Plumstead Township Real Estate Registration Application b) Original Deed plus a copy of the entire deed for township files LeHigh County ~ The Statement of Value form will be recorded as a part of the document. Include it as the last page of the deed. The Statement of Value form should be counted as one recorded page when calculating the recording fees for the document. The county will still require that two copies of the Statement of Value form be submitted, but only one will be recorded. The other copy is sent to the Department of Revenue.
6 Monroe~ The reason for exemption (if any) must be typed on the first page of the deed. Philadelphia ~ Deed transfers between family members that are claiming exemption from transfer tax must now include documentation proving the relationship. Documentation can include birth certificate, court documents if child is adopted, marriage licenses, divorce decrees, and for decedents' estates, copies of the will and short certificates. SATISFACTIONS Parcel number only required on Satisfactions for Bradford, Bucks, Chester, Huntington, Monroe, Montgomery and York counties. LEGAL DESCRIPTIONS are only required for the following counties: Allegheny, Chester, Monroe, Wayne ~ unless otherwise referred to on the doc. TOWNSHIP OR BOROUGH NAME REQUIRED: Beaver, Bedford, Blair, Butler, Cambria, Cameron, Centre(or pin #), Clarion (or pin #), Clinton, Columbia, Crawford, Cumberland, Dauphin, Elk, Erie(or pin#), Fayette(or pin #), Franklin, Greene(or pin#), Jefferson, Juniata, Lancaster, Lebanon, Mercer, Northumberland, Perry, Pike, Venango, The following counties require additional documentation to be sent with Satisfactions: Adams-A certificate of residence and parcel number are not required for satisfaction pieces, Township or Borough name required Allegheny - A copy of the 1st page or coversheet of the recorded mortgage is required. Armstrong - Send either the original or a recorded copy, need any applicable pages containing mortgagor/mortgagee, description, original mortgage amount and recorder's stamp. Also a copy of the "receipt page" if recorded after 12/18/2003, Township/Borough name required. Berks - Whole copy of the document preferred, otherwise first page with names and book and page. Township/Borough name required. Bradford - Parcel #, Township/Borough name required. Bucks - Must have book and page and mortgagor/mortgagee. Parcel #, Township/borough name required. Carbon - Original mortgage or certified copy required. Township/Borough name required, parcel # Clearfield Parcel #, The original, or certified copy of the recorded mortgage is required, Township/borough name required. Delaware Must have amount of loan, property address, borrowers names, date of original mortgage, book/page, and parcel ID Forest - Send at least the first page of the recorded mortgage. Township/borough name required. Fulton - Send copy of entire recorded document. Township/borough name required. Greene - Not required. They would like to have a copy of the first page of the recorded mortgage. Indiana - Original or copy is required. Township/borough name required and parcel #. Jefferson - Send copy of first page of recorded mortgage Lackawanna- Certified parcel ID number required. Lawrence- Parcel number required. Lehigh No additional fees or documents are required to be submitted with Satisfactions Luzerne - Send copy of the first page of the recorded mortgage with the completed parcel certification, Township/borough name and Parcel ID # required Lycoming - Send a copy of the first page of the recorded mortgage. Township/borough name required. McKean - Send copy of the first page of the recorded mortgage. Township/borough name required. Northampton- Township/borough name and parcel # required. Pike - No copy required to be sent with the Satisfaction. If you would like the original to be "stamped" you may send at no charge. Potter - Send at least the first page (copy) of the recorded mortgage. Original may be sent if a stamp is desired, Township/borough name required. Schuylkill - Send at least the first page (copy) of the recorded mortgage. Original may be sent if a stamp is desired. Somerset - Send entire copy of the recorded mortgage. Original may be sent if a stamp is desired.
7 Susquehanna - Send a copy of the first page of the recorded mortgage or the coversheet if the original was recorded after January 2004, Township/borough name required. Union - Send either a copy of the first page of the recorded mortgage or the original. Warren- Township/borough name and parcel ID # required. Washington - Send copy of entire recorded document or the original. Parcel ID# required. Wyoming - Need a copy of minimum 1 page or enough pages to show names, book and page, mortgage amount and recording info. Township/borough name required. York- Township/borough name and Parcel ID #required.
