2 Introduction Wigan and Leigh College is an institution of further and higher education in North West England. It operates on two main sites in Wigan and three sites in Leigh; this physical separation causes a number of transport and timetabling problems. Leigh is 7 miles from Wigan and, whilst there are direct bus services, there is a perception that these are not particularly convenient. Position Statement January Wigan is very well served by rail and bus services, with two railway stations and a Transport for Greater Manchester (TfGM) bus station within easy reach of the two main college sites. This high degree of public transport accessibility in Wigan provides a sound basis for the transport plan on the Wigan campus. Leigh is less fortunate being the largest urban area in England without a railway service; however, it is served by good bus links. 2. Wigan Council is developing a Transport Strategy to improve transport and access facilities in the Borough. Walking routes in both towns are influenced by the perceived need to keep traffic moving therefore pedestrians are subject to unnecessary delays and the absence of high-quality walking routes. The increased provision of walking and cycling route signage since 2008 has improved access to the College. 3. Both Leigh and Wigan have limited cycling facilities. The Local Authority, Wigan Council, has made some progress with cycle routes connecting rail and bus stations with the main traffic generators (the College and the National Health Service) however the highway network offers very little encouragement to cyclists. Roads are busy, there are few segregated cycle path facilities and junction layout and design are often unfriendly to cyclists. The towns of Wigan and Leigh are clearly organised around the car. The proposed Leigh Community Travel Project will go some way towards improving infrastructure for walkers and cyclists in Leigh if this bid is successful.
3 4. There are cycle parking racks and facilities for cyclists at Parson s Walk, Pagefield and Leigh Sixth Form campuses. The Leigh site currently presents a poor prospect to pedestrians and cyclists and is clearly geared up to car access and not to high-quality walking and cycling access. The Sports Village site has done little to encourage cycling and walking to and from the facilities, but the Leigh Community Travel Project proposes improvements in access to and promotion of the site. 5. The Leigh Sports Village site is run by a management company and all car parks are under their control. There is free parking for all at the Sports Village and as such the College is unable to issue the same parking charges to staff and students as are in place at all other College sites. This forced inconsistency leads to problems defending the need for charging for parking permits at the other College sites. 6. All College sites have potential to reduce car dominance and to move to a high-quality cycling, walking and public transport orientation. The new building developments have reduced the number of car parking spaces available and provided an opportunity to promote alternative means of transport to the College. The College has a dedicated car share website for staff which is hosted by Car Share Greater Manchester. There are a limited number of registered car sharers and the College will look to increase this number. 7. Wigan and Leigh College is a large organisation generating large number of trips by staff, students and visitors. The College is keen not to deter students who might wish to register for courses, by denying them car-parking places, but it is aware of the need to discourage car travel. 8. Wigan & Leigh College produced its first travel plan in 2002 and this was updated in 2005 and Some of the actions initiated by these plans have been achieved. The review of achievement has led to the development of this 2012 plan. 9. A sustainable travel plan has helped to improve Wigan and Leigh College s image by demonstrating commitment to sustainable development, through a reduction in the travel impacts of the College s activities. Additionally, the travel plan has assisted Wigan and Leigh College in meeting the objectives of the Health and Safety Policy. The Sustainability Policy agreed in July 2008 further embeds the aims of this Travel Plan.
4 10. In September 2011 the management of the College car parks moved to the Environmental Services department. This coincided with an increase in parking charges for staff and a change in the way the system worked. During the 2011/12 academic year a further review of car parking will take place and the College aims to move towards a daily parking charge for staff and students. 11. The College estate will be expanding with the opening of the Centre in September Facilities will need to be provided for walkers, cyclists and car sharers. 12. The College will continue to lobby TfGM and other transport providers for the introduction of a smart ticketing system to remove barriers to travel across the North West. 13. The College s 5 year Carbon Management Plan commits to a 30% reduction in carbon emissions by This plan includes Scope 3 emissions from staff and student commuting, student educational visits and work related travel.
5 Aims & Objectives of the College Sustainable Travel Plan Aims 1. To meet the objectives of the College Sustainable Development Policy:- The College will: Implement sustainable transport practices across all activities, as indicated in the College Travel Plan: Encourage the use of public transport, walking, cycling and vehicle sharing, where appropriate. 2. To encourage staff, students and visitors to use more sustainable forms of transport, through use of incentives and disincentives. 3. To address a wide-range of modes of travel.
6 Objectives 1. To establish a base-line of information regarding modes of travel by staff and students. 2. To promote alternative sustainable forms of travel; walking, cycling, public transport and car sharing. 3. To introduce a staff travel expense payment for cycling. 4. To further improve in-house facilities for cyclists and pedestrian commuters. 5. To review the feasibility of the introduction of a loan scheme for the purchase of cycles for commuting. 6. To investigate the introduction of a loan scheme for the purchase of season tickets for bus and rail. 7. To review measures to reduce reliance on single-occupancy car travel, for example:- - car sharing spaces - incentives to encourage the use of public transport - co-ordinated meeting schedules to facilitate car-sharing - flexible working where appropriate. - working from home. - technology to facilitate conference calls. 8. To review the car parking fee to meet the costs of car park maintenance and management. 9. To meet the requirements of any planning consent. 10. To encourage flexibility in travel choice.

8 Base-line Information A survey carried out in 2002, Wigan and Leigh College provided some information on current trends in staff and student travel and helped identify effective methods of persuading people to consider alternative modes of transport. In addition, it allowed staff to have their say, it raised awareness of the travel plan, it introduced the idea of change in travel provision to staff and students and it helped in the identification of potential members for a Bike User Group. In August 2009 a staff travel survey took place across College to provide base-line information and facilitate the development of specific targets. These will now be conducted annually alongside student travel surveys at all sites. In November 2009 a staff and student travel survey took place at Leigh Sixth Form as part of on-going partnership work to improve access to the Leigh Sports Village site. A further survey is planned for Action Plan An action plan was agreed in 2002 and reviewed in September 2004, March 2005 and November An updated action plan has been produced and agreed in February 2012.
