20 Programming, budgeting and implementation National level Governance Structure has been defined. Regional Development Agency the new body, is a result of the merging of previous structural funds management agencies and the Observatory of QREN. The New Agency is responsible for the programming, coordination, certification and payment Thematic Operational Programmes will be managed by the Sectoral Agencies (in Progress) Transnational Territorial Cooperation will be managed by the selected Agencies by Member States Regional level Regional Operational Programmes will be managed by CCDR and Regional Governments IGF will be the Central Auditing Authority 20

21 ITI Mar Territorial Investment Instrument for the Ocean All assumed the Ocean Economy as a priority POCI Operational Programme for Competitivity and Internationalisation Eixo I reinforcement of research, technological development and innovation Is expected to fund the blue growth sector in particular it s S&T/research component and knowledge transfer for Business enterprises Operational Programme - Mar 2020 Co-Funded by the European Fund for Maritime and Fisheries-FEAMP 21

22 ITI Mar Territorial Investment Instrument for the Ocean (since 30 July 2015) Mission: 1 articulation between European investment and structural funds (FEEI) and the priorities identified in the National Ocean Strategy (in line with the Portuguese S3) 2 Create the monitoring; evaluation and assistance integrated mechanisms of the users of the Funds namely the ocean project promoters, maximising the investment in the Ocean Economy. 22

25 Question How to develop monitoring and evaluation mechanisms adapted to different levels of governance and actors? Monitoring and evaluation mechanisms developed at national level centred on structural funds supported programmes Not yet consolidated transversally to all national/regional policies Risk of fragmentation instead of consolidation How to conciliate the monitoring of multiple interventions at various levels, e.g. Horizon 2020, transnational strategies, national programmes, regional programmes? 25

27 In any case we might say: Until now and at this early stage, in terms of specific Ocean Economy Priorities we ve identified 1 national and 5 regional calls for applications : 1- POSEUR Operational Programme for the Sustainability and Efficient use of resources - on Coastal Protection Research, information and Monitoring 2 Regional OP Madeira Promotion of the Maritime Culture/Heritage and valorisation of the access to the sea 3 Regional OP Azores Reinforcement of knowledge on adaptation to Climate Change 4 Regional OP Azores Reinforcement of resilience to natural catastrophes Coastal Erosion 5 - Regional OP Azores Promote Knowledge and valorisation of Biodiversity and Ecosystems 6 - Regional OP Azores Public Maritime (inter-islands) transports
