1 Single Family Home Submittal Requirements Updated 10/2012 City Hall: (651) Building Inspections: (651) Planning Department: (651) Fax: (651) Electrical Inspector: (612) NEW HOME CONSTRUCTION SINGLE FAMILY APPLICATION PROCESS OVERVIEW The building permit application process for new homes in most cases is a three step process. The first step entails submitting a complete building permit application to demonstrate the proposal meets all zoning and building code regulations. The second step is completion of an as-built grading survey to show your final structure was built as permitted. The final step, provided everything was completed per plan, is issuance of a certificate of occupancy. All permits must be submitted by the responsible contractor and be approved prior to any work beginning. State and local licensing requirements apply. STEP 1: APPLICATION To ensure that you receive a building permit in a timely manner, be sure to submit a complete application providing all required information. We would also recommend that you submit your application a minimum of two weeks prior to your desired start date. If you have any questions or concerns about what must be submitted, please contact the planning department at Lake Elmo City Hall. Unless authorized by the City, all applications shall include the following: One (1) completed and signed building permit application provided by the City of Lake Elmo. If the application form is downloaded off the website, two copies shall be provided. Three (3) to-scale copies of a Certificate of Survey/Grading & drainage site plan(s). The certificate of survey must include the following: o All property lines and easements o Trees in construction area with o All proposed structures with elevation shots setbacks shown from nearest o Driveway location and width (must property line(s) be hard surfaced in the right-ofway) o Proposed 2-foot contours o Existing 2-foot contours o Garage floor, low floor, and low o Delineated wetlands and tree opening elevations preservation areas o House type (will be compared to the approved subdivision plan)* C:\Documents and Settings\alyssa.macleod\Desktop\Bldg Dept NH Info Handout.doc 1
2 o Top of curb elevations o Proposed retaining walls (including height, top and bottom of wall elevation; an engineering design must be submitted for walls that exceed 4 feet in height as measured from ground to top of wall)* o Emergency Overflow (EOF) elevations* o Ordinary High Waterline (OHW) elevations* o Public utility locations (storm sewer, sanitary sewer, water main, etc.) o Calculation of total lot area (sq ft) *When applicable. o Impervious surface calculations (does not include pools or decks if there is impervious area below, does include all driveway surfaces) o Erosion control measures (trenched-in silt fence along all peripheries of disturbed site) o Rock construction entrance o Proposed primary and secondary septic system* o Proposed and existing well location* o Any additional information requested by the City Engineer Two (2) copies of the building construction plans with all specifications including: o Energy code compliance worksheet o Sub-contractor list (Mn Check, appliance & ventilation o County septic approval requirements information) o Radon plan o Window manufacturer (Fenestration o Erosion control plan ratings) o Watershed approval o Window, door and skylight o Narrow wall bracing if applicable schedule o Engineering design if applicable o Exterior lighting plan ordinance o Landscape plan o Shop drawings o Foundation engineering design or o Framing plan specification information for o Approved proposed survey compliance with MSBC o Total square feet per floor. o Foundation drainage system design per M.S.B.C The following information may be submitted separate from the building construction plan information above. o Plumbing permit application submitted by licensed plumbing contractor through the State of Minnesota. o Rain detection device information and location per State Statute 103G.298 o Heating Ventilating & Air Conditioning permit submitted by licensed city contractor. o Electrical permit submitted to the State Board of Electricity. o Retaining walls measured from bottom of footing to top of wall exceeding 4 require a certified design professional, and compliance inspections. o C:\Documents and Settings\alyssa.macleod\Desktop\Bldg Dept NH Info Handout.doc 2
3 The above submittals constitute a complete application for a building permit to construct a new single-family dwelling (Minnesota State Building Code ). It will typically take two weeks to approve your application, so please plan accordingly. Submitting an incomplete application will delay the process. You will be called to pick up the permit once it has been reviewed and approved by the City. Upon payment of the application fee, the permit can be issued. NOTICE Before construction begins, the following items must be in place on the lot: - Required Erosion Control - Portable Toilets (per MN Health Department) - Rock Construction Entrance (one access only for entire site) - Dumpster - Inspection card and approved plans must be on site for all inspections. STEP 2: AS-BUILT SURVEY Before receiving a Certificate of Occupancy, the contractor shall submit an as-built survey which must include the following: o Proposed 2-foot contours o As-built driveway location and o As-built 2-foot contours width at property line o Sufficient spot elevations to justify o As-built retaining walls (indicating as-built contours height) o Iron monuments placed in each lot o Emergency Overflow (EOF) corner and marked in the field elevations o As-built house location w/setbacks o High Water Level (HWL) shown from property line at nearest elevations point o Public utilities (storm sewer, o All property lines and easements sanitary sewer, watermain, etc.) o Delineated wetlands and tree o Total lot area in square feet preservation areas o Impervious surface coverage o As-built and proposed garage floor, calculations low floor, and low opening o Trees with elevation shots elevations o Location of onsite septic area - o House type primary and secondary site o Top of curb elevations o Any additional information requested by the City Engineer STEP 3: CERTIFICATE OF OCCUPANCY C:\Documents and Settings\alyssa.macleod\Desktop\Bldg Dept NH Info Handout.doc 3
4 Upon approval of the as-built grading survey and a final inspection by the building inspector, a Certificate of Occupancy (CO) for the home can be issued. Please note weather permitting as built is required before occupancy. Escrow may be used to complete as built if contractor fails to provide with-in 21 days of request by Building Official. OTHER BUILDING PERMIT ISSUES TO BE AWARE OF o DESIGN STANDARDS / HOURS OF OPERATION Driveway widths shall provide adequate egress and ingress to the site with a maximum width of 22 feet in residential districts, except in the Residential Estates (RE) zoning district which has a maximum of 12 feet at a lot line and 18 feet at the public street. The minimum distance between curbs of driveways at right-of-way line shall be 10 feet in any residential district. No driveway or curb cut shall be less than twenty feet from any right-of-way line of any street intersection. A driveway must be at least five feet from any side lot lines, except that in the RE zoning district, a driveway must be at least ten feet from any side lot lines. Lighting Lake Elmo Exterior Lighting Ordinance will be enforced. Construction hours No construction equipment shall be operated between the hours of 6:00 PM to 7:00 AM on weekdays and during any hours on Saturday, Sundays, and state and federal holidays. o FEES An Erosion Control and Street Cleaning Escrow in the amount of $5,000 must accompany the Building Permit fees. The building permit fee is based upon the valuation of the project. o OTHER If the entire lot is not permanently surfaced with finished grades at the time of closing, customers should be advised regarding the transfer of responsibility for erosion control. The contractor s escrow will not be released in those cases unless the homeowner has replaced it in a like amount. If a site comes into non-compliance with the Erosion Control Plan, the builder and/or site owner shall be notified and given 48 hours to bring the site back into compliance. If upon re-inspection (at the expense of the site builder or owner) the site is still non-compliant, the Building Official may employ a contractor or contractors, to undertake erosion control correction which would be charged to the Erosion Control and Road Escrow Account. The account must be reimbursed by the builder to the original amount required for the building permit prior to any further city inspections. 5 Exposed soils must be stabilized and/or protected with erosion control prior to construction activity. Erosion control must be maintained until turf has been fully established. Certificate of Occupancy will only be issued during the winter months when temperatures and weather make it impossible to finish items that are not determined to make the home unlivable per the Minnesota State Building Code. Before a C.O. will be issued, 100% of the cost of the work left to be completed will be required and kept as an escrow until the remaining work is completed and inspected with a satisfactory approval by the Building Official.
