1 ARCHDIOCESE OF SAN FRANCISCO CATHOLIC YOUTH ORGANIZATION MARIN COUNTY ATHLETICS PURPOSE AND ORGANIZATION OF CYO ATHLETICS The m ission of the Catholic Youth Organization (CYO) is to respond to the spiritual, social, physical, intellectual and em otional needs of youth. As part of this larger m ission, CYO Athletics seeks to prom ote the developm ent of Christian faith and values w ithin the context of a faith community - the parish. The foundation and cornerstone of the CYO athletic program is the parish. Parishes are responsible for hiring athletic directors, establishing athletic boards, selecting, preparing and supervising coaches, registering participants and entering team s. The CYO, through its staff and advisory boards, supports the parish athletic program by organizing the sports leagues, assigning officials, scheduling facilities, m aintaining rules books, and providing support and resources to the parishes of the Archdiocese of San Francisco in regard to sports and recreation activities for youth. NON-PARISH PARTICIPATING PROGRAMS AND THOSE OUTSIDE THE ARCHDIOCESE OF SAN FRANCISCO Non-parish program s such as private schools and youth com m unity organizations and clubs have requested and been allowed to participate in the CYO athletic leagues. Although the prim ary focus of CYO is in assisting parishes in organizing recreation opportunities for youth, schools and com m unity youth organizations m ay apply to participate in the CYO sports leagues. There have been instances w hen parish programs or community organizations from outside the Archdiocese of San Francisco have requested to participate in CYO leagues. CYO believes these program s should be involved in their ow n com m unities w henever possible, and usually w ill not grant such a request. If an exception is m ade, participating program s outside of the geographical boundaries of the Archdiocese of San Francisco m ust play all of their gam es w ithin the archdiocese. 1

2 TO EACH AND EVERY ATHLETIC DIRECTOR As Athletic Director, you share responsibility w ith your pastor and principal for your parish athletic program. Realistically though, you are the one w ho does most of the w ork, organizes the program, tackles m ost of the problem s and gets all the headaches from running a CYO athletic program. This current edition of the CYO Guidebook is m eant to be one of your chief aids in adm inistering your parish program. Too often our Guidebook is only referred to in times of violations or crises. How ever, if you give it the proper amount of study at the beginning of the year and before each sport, you can avoid m ost of these difficulties. Given the framew ork of our philosophy, that cannot become lost in the heat of battle - the opportunity exists for healthy com petitions, good role m odels as coaches, and the passing along of positive values to children through CYO sports. Unlike m any of the rules contained in these pages, our CYO athletic philosophy has rem ained constant for over 35 years. Yet despite a change over in coaches from year to year, too many Athletic Directors in review ing rules and policies w ith their coaches, gloss over the one thing that your coaches m ust share w ith us: our Philosophy of CYO Athletics. This is our foundation, and pages of rules and regulations are m eaningless w ithout demonstrated support and education, by you, to your coaches on our mutual behalf for a better CYO program. Every year team s are penalized and people are disappointed because of late-night phone calls by CYO staff w hen Athletic Directors have failed to follow im portant and required procedures, ranging from checking rosters and m aking sure team s understand their schedules, to supervising players, coaches and fans. Sections One and Tw o of our Rules and Regulations are your particular part of this Guidebook - an indispensable aid to you to avoid such phone calls. When the problem s that w e all face every day are coupled w ith cutbacks in other sports program s, our CYO athletic program grow s in value as w e continue into the 21 st century. It is still a viable opportunity for the "development of virtue" and secondary goals. Together w e can meet this big job head-on, and the w ords on these pages can be your assistant coach in CYO athletic adm inistration. Thus, our Guidebook becomes as valuable as the time you spend w ith it. The CYO office staff and the other m em bers of the Athletic Advisory Board are available to assist you w hen doubts, questions and problem s arise. Please feel free to contact us. With your help, this can be a good season for all of us and may provide the impetus w e need to enter and conduct another year of CYO sports w ith strength and hope. 2

5 CYO ATHLETIC PHILOSOPHY As an integral part of the Catholic Youth Organization, the CYO Athletic Program has three m ain objectives and purposes: 1. To promote and encourage the development of Christian values (character) through interaction w ith peers; 2. To provide as m uch participation as possible am ong all youngsters involved; 3. To develop the concept of com m unity through team sports identified w ith various parishes. The CYO Athletic Program is designed to be representative of the Christian character in life. As Christians, w e are constantly challenged to better ourselves. In team sports w e strive for im provem ent, both as individuals and as a group. The developm ent of such values is the prim ary objective of CYO Athletics, and CYO Athletics is the arena in w hich the youngster practices the principals of Christian values. Within this arena the coaches, directors, and participants m ust m anifest and exem plify the ideals of a Christian life. Athletic activity plays an important part in the grow th and development of children. Team sports, com petitive contests and special outdoor activities are opportunities to keep the body fit and the m ind fresh. For these reasons, CYO Athletics encourages the participation of all youngsters, not m erely the skilled athletes. In order to encourage w ide participation and to foster Christian attitudes CYO Athletics m ust be built upon a strong foundation: parish participation, dedicated coaches, and youngsters open to learning and playing. The parishes and fam ilies provide the foundation for CYO Athletics. It is from these communities that w e draw the participants, and it is to these communities that w e return these youngsters. They provide the basis of Christian life and are one of the first experiences of com m unity for the grow ing Christian. The concepts of "team spirit" and "sportsm anship" cannot be overvalued, for it is in these ideals that participation in a com m unity is possible for the youngster. CYO Athletics has a duty to each of its participants (coaches, players, and officials), and that is to provide the best possible atm osphere of com petition. Such com petition should not be based solely on w inning or losing, but it should be understood in terms of improvement, enjoyment, and self-confidence. It is an ideal, but it is the basis of CYO Athletics. The participants m ust become gracious w inners and losers, understanding that "how the team played" is immensely more important than w ho w on the gam e. The youngsters are then freed to become the best that they can possibly be - and to encourage the best in their team mates, peers, friends, and 5

6 com petitors. MARIN ATHLETICS CODE OF ETHICS 1. AN OBJECTIVE OF OUR PROGRAM SHOULD BE TO ENCOURAGE MEANINGFUL PARTICIPATION FOR ALL PARTICIPANTS IN EVERY GAME. THEREFORE, OUR ATHLETIC BOARD HAS ESTABLISHED RULES TO MEET THIS OBJECTIVE: EXAMPLES: Participation and Re-entry rules for all our activities. 2. AN OBJECTIVE OF OUR PROGRAM SHOULD BE TO INSURE THAT EACH TEAM WILL BE ABLE TO COMPETE AGAINST OTHER TEAMS OF A SIMILAR CALIBER. THEREFORE, OUR ATHLETIC ADVISORY BOARD HAS ESTABLISHED POLICIES TO MEET THIS OBJECTIVE: EXAMPLES: Formation of "A" and "B" leagues and "Seeding" of teams therein and allowance of com bined-grade team s. 3. AN OBJECTIVE OF OUR PROGRAM SHOULD BE TO PROTECT THE PHYSICAL AND PSYCHOLOGICAL WELL BEING OF EVERY PARTICIPANT. 4. AN OBJECTIVE OF OUR PROGRAM IS TO ENSURE THAT EACH PARTICIPANT BE ALLOWED TO GRASP THE FUNDEMENTAL SKILLS OF THE GAME, THUS MAKING THE GAME MORE PLEASURABLE. HENCE (and particularly in low er grade divisions), a shorter service line in volleyball, a sm aller ball and no press and no pressure rules in basketball. 5. AN OBJECTIVE OF OUR PROGRAM SHOULD BE TO INSURE THAT COACHES, PLAYERS, FANS, ATHLETIC DIRECTORS, PARENTS AND SPECTATORS CONDUCT THEMSELVES IN A MANNER CONSISTENT WITH CYO PHILOSOPHY AND RULES OF THE GAME. 6. AN OBJECTIVE OF OUR PROGRAM SHOULD BE TO INSURE THAT NO INDIVIDUAL IS SUBJECTED TO PSYCHOLOGICAL ABUSE FROM PEERS, COACHES, FANS, AND OTHERS. FOR EXAMPLE: A coach should not berate a player in front of others to the detriment of his/her grow th; a group of players should not deny their acceptance to an individual because of his/her talent or lack of it. 7. AN OBJECTIVE OF OUR PROGRAM SHOULD BE THAT EVERY INDIVIDUAL IS ENCOURAGED TO PUT ASIDE HIS PAROCHIAL CONCERNS FOR THE BETTERMENT AND GROWTH OF THE TOTAL PROGRAM. 8. AN OBJECTIVE OF OUR PROGRAM SHOULD BE THAT THERE BE MEANINGFUL 6

7 DIALOGUE BETWEEN ALL THOSE INVOLVED IN THE PROGRAM. FOR EXAMPLE: Betw een our Athletic Coordinator and Athletic Directors; betw een Athletic Directors and their coaches. MARIN COUNTY ATHLETICS PURPOSE OF CYO ATHLETICS In CYO programs, emphasis rests not on the number of games w on or lost, but on the participants' attitude in victory or defeat. Learning how to lose is just as im portant as learning how to w in. Learning how to w in graciously is m ore im portant than w inning itself. CYO program s serve the needs of all youth. They enable the gifted to excel, the less gifted to participate and im prove. "Star" athletes and team s do not receive exclusive attention. Principles of fair play and sportsm anship m ust govern every gam e. Dishonesty has no place in CYO com petition. CYO com petitors m ust not borrow from professional sports questionable techniques for w inning at any cost. All participants should have the respect of others on their ow n team and the opposing team. Com petitors should regard the opposition as friends, not enem ies. CYO participants should have a spirit of loyalty to CYO ideals, to parish, to coach, and to the team. They should learn patience w ith and tolerance of those w ith less ability. They should feel grateful to all that m ake the CYO program happen. Speech and actions should reflect Christian values. At times, during the heat of competition, a participant may temporarily forget some rule of conduct. Prom pt correction can turn even failures into learning experiences. Ultimate responsibility for the success of CYO program s lies w ith the volunteer adult participant. Adults involved in CYO m ust rem ember that the program exists for the Christian grow th of young people. Conduct of adults m ust alw ays m odel Christian values and virtues. When adults forget the prim ary focus of CYO, the program becomes destructive. When adults rem ain faithful to the Christian ideals if CYO, they exercise a unique and rew arding m inistry to the young w ith w hom they com e in contact. 7

8 ARCHDIOCESE OF SAN FRANCISCO CATHOLIC YOUTH ORGANIZATION ATHLETIC ADVISORY BOARD ORGANIZATION GENERAL Marin County CYO Athletics is a division of Catholic Charities/CYO of the Archdiocese of San Francisco, Inc., a charitable, non-profit, public benefit corporation. The m ission of The Catholic Charities/CYO is to provide for the spiritual, em otional, social and psychological w elfare and w ell being of children and youth through its various program s and services. A Board of Trustees governs the over-all corporation. The responsibility for the administration and management of the corporation is vested w ith the General Director of the Catholic Youth Organization, Brian Cahill, w ho is directly responsible to the Board of Trustees. The guidance and oversight for the CYO athletic program s is also the responsibility of the General Director of CYO. This responsibility includes the assurance that Christian, valued-based and inclusive athletic program s are provided to the children and youth of the San Francisco Archdiocese. The adm inistration of Marin County CYO Athletics is under the authority of the Athletics Manager, Steve Farbstein, other CYO Staff, and by the volunteers of the Athletics Advisory Board for Marin County, through w hich the ongoing program s of CYO Athletics are conducted. Responsibility for the adm inistration of Marin County Athletics w as vested in an Athletic Adm inistrative Board by Msgr. Peter G. Arm strong, CYO General Director, on July 22, 1969, and this Responsibility w as transferred to a Director of Athletics on July , w ith the approval of the current General Director of Youth Activities CYO. w hich guidance and oversight is currently exercised by the General Director of CYO. ATHLETIC ADVISORY BOARD 8

9 A. MEMBERSHIP 1. The Athletic Advisory Board is m ade up of the Athletic Directors from the participating parishes in Marin County. 2. A parish m ay designate an Athletic Director for all sports or they m ay have a different person for each sport. 3. (a) The present membership limits are as follow s: Volleyball - 16 possible program s - 10 participated in Basketball - 17 possible program s - 17 participated in Track - 18 possible program s - 6 participated in (b) Each program m ay have no m ore than 2 people on the Board for any particular sport. 4. There is no set term of office for Advisory Board Members. When a member ceases to be an Athletic Director for a sport they pass their Advisory Board duties on to their replacem ent. 5. The Board Chairm an is the Marin County Coordinator of Athletics. 6. (a) Each parish/program has full voting rights on all issues. (b) The Board Chairman w ill only vote in the event of a tie. 7. (a) Board Mem bers are expected to attend all m eetings involving their sport. (b) (c) It shall be the Board Chairm an's responsibility to verify in advance the probable existence of a quorum w henever any Board m eeting is scheduled. Whenever it is determined in advance that a quorum w ill probably not be obtained, the Board Chairm an shall cancel the m eeting and reschedule it, and all Board Members shall be notified. 8. Every Board Mem ber is eligible for volunteer service to the program, as follow s: (a) Appointment as a Committee Chairman by the Board Chairman. (b) (c) Appointment to any committee or special committee Appointment to any special project or to any special assignment by the 9

10 Board Chairman. B. MEETINGS and FUNCTIONS 1. Board Meetings shall be scheduled by the Board Chairm an, and proper notice thereof given to all Board Members. 2. (a) There w ill be an agenda for all Board m eetings. (b) The agenda w ill be given to all Board Members at the meeting, how ever, if an important issue is to be voted on all Board Members w ill be notified, w ith sufficient tim e before the m eeting, so they m ay decide on their position regarding the issue. (c) (d) A Special Board Meeting may be called by the Board Chairman w henever the Board Chairm an decides it is necessary for the entire Board to discuss and handle any particular m atter. The agenda for any special meeting shall be confined to items only on the agenda. A quorum at any Board Meeting shall consist of the Board Chairman and a m inimum of one (1) m ore than one-half of the total program s participating in the particular sport. 3. The prim ary functions of the Athletic Advisory Board are: (a) (b) (c) (d) (e) To assist the Marin Athletic Mangaer in his adm inistration of the program w henever such assistance is required. To review and vote upon all m ajor issues and policy changes that are presented by other Board Mem bers or the Athletic Coordinator. To assist at Special Events w henever such assistance is both possible and necessary. To provide the philosophical leadership of the program. To enforce the General Rules and Conduct requirem ents as stated in the guidebook, Section Tw o, as follow s: (1) Conduct violations are enforced by responsible Standing Com m ittees, including authority to caution or place on probation any participant for up to one (1) year and to suspend any participant for up to three (3) gam es. (2) Eligibility violations are enforced by the responsible Standing Com m ittee, including authority to caution or place any participant on probation for up to one (1) year and to suspend any participant 10

11 for up to the entire length of the activity being conducted. (3) Appeals of Committee action can be made to the Board Chairman w ho may, at his discretion, request review by the entire Board or by the General Director of CYO. (4) For any serious violation, the Board Chairm an m ay schedule a m eeting w herein procedures and possible penalties shall be at the discretion of the Athletic Advisory Board. C. STANDING and SPECIAL COMMITTEES 1. Standing Committees are formed by the Board and continue until dissolved by the Board. 2. Special Com m ittees, w hen form ed, are automatically dissolved at the end of the year unless continued by Board decision. 3. (a) All finance transactions and operations of Marin Athletics are under direct control of the Marin Athletic Manager and the Director of Athletics. (b) The budget and Entry Fees shall be prepared by the Marin Athletic Manager and the Director of Athletics. (c) Publication of the Budget and Entry Fees and/or any other finance inform ation, either in this Guidebook or otherw ise, is at the sole discretion of the Director of Athletics. (d) The Athletic Advisory Board has no specific role in or responsibility for Marin Athletics Finance. (e) All Standing and Special Committees are expected to operate w ithin the approved budget. Authorization of m oney for Marin Athletics operations is at the sole discretion of the Director of CYO program s w ho m ay establish procedures for authorizing a Standing or Special Com m ittee to spend m oney. Tam Any student enrolled and attending CCD in a parish program is eligible to play for the particular parish and should have priority over any person in said parish, except those enrolled in the school, if there is a school. CATHOLIC CHARITIES CYO MARIN ATHLETIC PROGRAM RULES AND REGULATIONS DELEGATION OF AUTHORITY All references to the authority of the Athletic Advisory Board are by delegation, at his discretion, of the Marin Athletic Manager, w ho retains overall authority and can, at any tim e, supersede said authority and personally enforce any and all of the Rules and Regulations contained herein. SECTION ONE RULES APPLICABLE TO ALL ATHLETIC ACTIVITIES RULE I REGISTRATION 1. (a) All Athletic Organizations w ishing to enter team s in Marin County CYO athletics m ust apply to the Marin Athletic Manager. (b) Conditions, financial and otherw ise, for Registration of all Athletic Organizations and/or teams shall be determined by the Marin Athletic Manager. (c) All Athletic Organizations must have Liability Insurance and make a submission thereof w hich is satisfactory to the Marin Athletic Manager. 13

14 2. (a) All Athletic Organizations participating the previous year are automatically registered for the current year. (b) A Registration Fee is not required. (c) All teams entered in various CYO sports activities must pay the Entry Fee for that sport (d) Due notice shall be given of the Entry Fee for each sport, and said Entry Fee shall be due and payable for each team upon the entry of said team and billing thereof by the CYO Office. (e) The Entry Fee for any team, if remitted, is refundable until the schedule is printed; after that, one-half of the Entry Fee is refundable. Once a team plays or forfeits a CYO game their Entry Fee becomes non-refundable. (f) Unless specifically excepted by the Marin Athletic Manager, an Entry Fee is required for each and every CYO Volleyball, Basketball and Track team. 3. (a) Any fees outstanding from the previous year w ere due and payable and w ere to have been PAID IN FULL on or before July 1 of the current year. 4. (a) Failure to have paid all outstanding fees, w henever due and payable (or to have made an acceptable guarantee of payment), MAY DISQUALIFY an Athletic Organization from participation in Marin CYO Athletics until such fees are paid. (b) Damage Fees (Rule II, part 9 of this section) shall be billed as soon as possible after the incident takes place, w hich w arrants the assessm ent. Any such fee becomes due and payable im m ediately, and w hen any such fee is not paid w ithin fifteen (15) days of billing by the CYO Office, an additional $ shall be added! Failure to pay both the original fee and the additional penalty w ithin fifteen (15) days of its billing by the CYO Office m akes the program subject to further action at the discretion of the Marin Athletic Manager. (c) Failure to pay any team's Entry Fee w ithin thirty (30) days of its billing by the CYO Office makes such fee delinquent, and the Athletic Director w ill be notified, either verbally or in w riting, said team's continued participation is at the discretion of the Marin Athletic Manager. The Marin Athletic Manager may order any such team WITHDRAWN from further CYO participation, and any such WITHDRAWAL does not absolve or relieve the Athletic Organization from paym ent in full of said fee. 5. (a) The entry of a team from any Registered Athletic Organization w ill alw ays be accepted if said entry is received on or before the ENTRY DUE DATE for the activity. (b) Late entries w ill not be accepted unless authorized by the Marin 14

15 (c) Athletic Managaer. A team cannot legally and properly play a CYO game unless there is a head coach (w ho must be of High School age or an adult and could be an assistant coach or a substitute coach) present w ho takes responsibility for the team and for the conduct and w ell being of all participating team members. 6. (a) For all sports, a completed Team Roster Form must be submitted by the Roster Due Date of the sport. (b) There w ill be NO EXCEPTIONS to the roster due date unless authorized by the Marin Athletic Manager. (c) Late additions to roster and/or changes in roster are permitted one day before the start of league play, provided they are approved by the Marin Athletic Manager. These additions and/or changes must be received at the CYO office in w riting, signed by the Athletic Director. No additions or changes w ill be accepted over the phone. NOTE (1): Once league play begins no additions to the roster may be made, unless it is a "B" player moved up to an "A" team. NOTE (2): Failure to follow these procedures can result in a team member and/or team members being declared ineligible, in w hich event penalties may imposed as stated in Rule VIII, part 2, of this section. (d) It shall be the Athletic Directors responsibility to make sure that all OFFICIAL ROSTERS submitted to the CYO Athletics Office for his/her Athletic Program contain complete and correct information regarding all participants. (e) For failure to submit an OFFICIAL ROSTER on time, and/or for failure to properly subm it an OFFICIAL ROSTER, a team is subject to penalties, as stated in Rule II, part 7, of this section. (f) An individual w ho is not listed on the team's OFFICIAL ROSTER is an ineligible player, and his/her participation subjects the team to penalties. 7. The address of each participant shall be the place w here he/she actually lives. The Parish of each participant is determ ined in accordance w ith the current "directory" of the Archdiocese of San Francisco. 8. The Director of Athletics reserves the right to REJECT the application of any Non-Parish Athletic Organization. 9. Athletic Organizations w ho did not participate in CYO Athletics during the previous season and w ho w ish to enter (or re-enter) teams in CYO leagues m ust apply to the Marin Athletic Manager. RULE II FORFEIT, WITHDRAWAL, DAMAGE - FEES AND PENALTIES 15

16 1. Once an Athletic Program has entered a team in a CYO Athletics activity, that team may not be WITHDRAWN unless the CYO Office is notified. 2. Such notice m ust be given by the Athletic Director verbally or in w riting. No reason needs to be given for the WITHDRAWAL. 3. Once a team has been WITHDRAWN, that team m ay not participate further in CYO league play. 4. There is a FORFEIT FEE of $25 billed to the parish at the end of the season. 5. If any team FORFEITS a game for any reason it is in jeopardy of WITHDRAWAL. 6. If a team FORFEITS three (3) gam es FOR ANY REASON(S), that team is AUTOMATICALLY WITHDRAWN for the rem ainder of the season. If said team is WITHDRAWN, the Entry Fee w ill not be refunded. EXCEPTION: This provision does not apply to forfeiture for eligibility violations. 7. When it is verified that participants in a CYO activity have w illfully caused dam age to facilities m ade available for their use either im m ediately before, during or im m ediately after such activity, their Athletic Organization m ay be assessed a DAMAGE FEE w hich shall be payable to the CYO Athletics Office. RULE III CLASSIFICATIONS 1. The classification of participants in the league w ill be governed by the grade system. The Grade Divisions w ill be: (a) VOLLEYBALL: 5 th, 6th, 7th & 8th grade; (b) BASKETBALL: 4th, 5th, 6th, 7th & 8th grades. (c) TRACK: 3rd, 4th, 5th, 6th, 7th & 8th grades. 2. If there are enough teams, each grade division shall be further divided into "A" and "B" leagues. 3. When a program enters one team in a Grade Division, that team w ill be placed in an A" league unless the Athletic Advisory Board m akes an EXCEPTION. (a) A w ritten request for "B" status may be made w hen entries are subm itted. (b) An Athletic Director, upon his/her initiative, or the Athletic Advisory Board, upon their initiative, may discuss any special placem ent. (c) A new single entry shall be placed in an "A" league, unless the Athletic Advisory Board, by observation, determines "B" status is appropriate. (d) A single entry already in "B" status should remain there if its 16

17 team's previous year's record justifies such placem ent and the personnel has not m aterially changed. 4. When a program enters tw o or more teams in a Grade Division, the teams must be entered in accordance w ith their relative strength, and this inform ation shall be stated as accurately as possible. (a) (b) (c) The strongest team m ust play in an "A" league. Each additional team may play in either an "A" league or a "B" league, as the program chooses, w ith the follow ing exceptions. (1) A team w inning an "A" league the previous season must play in an "A" league. (2) Any other team required to play in an "A" league by the Athletic Advisory Board. If a program has more than one (1) "B" team at a grade division, they m ust be split equally in talent. 5. WARNING - "B" teams shall not consist of "A" players. It is the policy of the Athletic Advisory Board that all athletic team s be assigned to that division or league w hich provides the most w holesome and competitive level of competition. Therefore, if it is determined by the Athletic Advisory Board that a program has entered a team in the "B" division that is of "A" caliber, the Board m ay take such action as they deem appropriate. Examples of appropriate action include, but are not limited to: (a) Requesting that a player or players be moved to the "A" team. (b) (c) Allowing the "B" team to complete the schedule but not be allowed to participate in the playoffs. Recomm ending disciplinary action w hen there is evidence of flagrant unsportsm anlike conduct on the part of the program's coaches and/or Athletic Director. RULE IV ELIGIBILITY 1. An entrant may play on only one team and in only one division during the CYO season. 2. An entrant m ay participate in a league higher than the actual grade in w hich he/she is registered. 3. An entrant may not participate in a league low er than the grade in w hich he/she is registered. 4. A participant must be a resident of the parish, w hich the team represents. A player living on a street marking a parish boundary line w ill be considered to belong to the parish closest to the side of the street on w hich he/she lives. 17

18 5. Players w ho are full tim e residents of a boarding school or institution are eligible to represent the institution w hich they attend w ithout perm ission of the Pastor or Athletic Director of the territorial parish in w hich the institution is located. 6. A player moving from one parish to another during the season w ill remain on the team w hose roster his/her nam e originally appeared. 7. To invoke a "specific parish" exception rule, the parish in w hich the player resides must "turn aw ay" said player, making him/her eligible to play for the next closest parish. This player m ay rem ain w ith the new parish the follow ing year. I f said player returns to their original parish to participate they have relinquished all rights to participate at the new parish in the future. 8. The follow ing age limitations are imposed on participants in the various grade divisions: To be eligible for the Grade Division as listed herein, a boy or girl must be born on or after the follow ing: GRADE DIVISION GIRL'S OR BOY'S BIRTHDATE 4TH GRADE January 1, TH GRADE January 1, TH GRADE January 1, TH GRADE January 1, TH GRADE January 1, 1992 If a player is older than the allowed age, then the player must play in the next higher grade, regardless of the actual grade in school. If a player reaches the maximum age during the season, he/she w ill be allowed to finish that sport. He/she m ust m ove up to the next grade level, except in 8th grade, w hen participating in a preceding CYO activity. 9. Any team using an ineligible player forfeits all games in w hich the ineligible player participated. 10. If an ineligible player is discovered on a league w inning team, the team w ith the next best overall record shall be declared the league w inner. RULE V INTERPRETATIONS 1. The RULES and REGULATIONS for CYO play m ay be changed by the Athletic Advisory Board for the particular activity affected. The intent of this provision is that no MAJOR CHANGES w ill become effective w ithout approval of the Athletic Advisory Board. 18

19 2. MAJOR CHANGES in these RULES and REGULATIONS that m ay occur during the season w ill im m ediately be m ade available to the coaches through their Athletic Director. 3. All questions, disputes and protests, and any modification of these RULES and REGULATIONS NOT COVERED in these articles w ill be decided by the CYO Athletics Office w ith concurrence of the Board responsible for the particular activity affected. The CYO Office and/or the responsible Board have the authority to interpret and form ulate such RULES and REGULATIONS for ALL PLAY. The protection and stim ulation of healthy com petition (and CYO Athletic Philosophy) w ill be used in setting these regulations and in making decisions. NOTE: Every year situations arise in w hich common sense dictates that a particular Rule should be m odified in a particular situation. The above allows the designated authorities to m ake these m odifications w hile providing safeguards against irresponsible setting aside of Rules. 4. The Athletic Advisory Board may grant EXCEPTIONS to CYO RULES and REGULATIONS during the season, subject to the follow ing conditions: (a) w hen unusual and unforeseen circum stances require it. (b) w hen, in the judgement of the board, the exception affects specific Athletic Organizations or all Athletic Organizations. RULE VI GAME RESULTS AND STANDINGS 1. GAME RESULTS shall be obtained by the Marin Athletic Director (from gam e officials, coaches and/or Athletic Directors). 2. The CYO Athletics Office shall enter STANDINGS into the league w ebsite at w w w.marinhoops.com. 3. All Athletic Directors shall be responsible for keeping an accurate record of their team s' gam e results, and for m aking sure the w ebsite is correct. If there is a m istake the Athletic Director should notify the CYO office im m ediately. RULE VII POSTPONEMENTS 1. Games may not be postponed by the coaches w ithout permission of the Marin Athletic Manager. Penalty for such action w ill be forfeiture by BOTH team s. 19

20 2. All postponem ent requests require 15-day notice to be presented to the Athletic Manager. Postponem ents in w hich less than 15 days notice is given, a fee of $25.00 w ill be assessed against the team instigating the request. RULE VIII FORFEITS 1. Unless a postponement is declared, or the rules of a specific activity declare otherw ise, or the Athletic Advisory Board m akes an exception, FORFEIT TIME IS 5 MINUTES AFTER THE SCHEDULED START TIME. IF THE PREVIOUS GAME ENDS AFTER THAT TIME THAN THERE WILL BE A 5-MINUTE GRACE PERIOD BETWEEN GAMES. 2. Gam es m ay be declared FORFEIT for any eligibility violation. 3. Gam es m ay be declared FORFEIT for any violation to postponem ent rules. 4. Gam es m ay be declared FORFEIT w hen a participation rule protest is upheld. 5. Gam es m ay be declared FORFEIT for violations in the Rules of Conduct. 6. Gam es m ay be declared FORFEIT by the w orking official(s) for FLAGRANT UNSPORTSMANLIKE CONDUCT or other w illful and/or persistent violations of the specific Rules of the sport being played. In such case, the official(s) MUST notify the CYO Athletics office and explain the circum stances resulting in forfeiture. 7. Games may be declared FORFEIT by the Athletic Advisory Board for FLAGRANT UNSPORTSMANLIKE CONDUCT by a team's coaches, players and/or supporters, w hether such conduct takes place im m ediately before, during and/or im m ediately after a gam e, w hen such conduct is reported and/or verified by CYO Staff, Board Mem bers, Gam e Officials, and/or other interested parties. RULE IX PROTESTS 1. Protests must be made verbally to the officials at the time of the alleged infraction or the protest w ill not be considered, except in the case of a player's eligibility. 2. Protests m ay only be filed in regards to the participation rule. In m atters of judgem ent, the officials decision is final. 20

21 3. All protests must be filed in w riting and must be received at the CYO Office w ithin three (3) days of the protest occurrence. Holidays are disregarded; Sundays are not regarded as holidays. 4. Protests m ust contain the date, tim e, league, team s involved, place of the game, name of the officials and a description of the events. 5. A protest fee of $25.00 m ust accompany each individual protest, w hich is refundable, if the protest is upheld. 6. A team quitting a gam e because of a protest, forfeits said gam e and cannot protest the incident, w hich caused them to quit. 7. FAILURE TO COMPLY WITH THE ABOVE PROCEDURES WILL AUTOMATICALLY CAUSE THE PROTEST TO BE INVALID. 8. Whenever a protest is received and accepted, the Athletic Directors of the other concerned athletic program or program s shall im m ediately be inform ed and prior to the granting or denial of said protest. RULE X LEAGUE PLAY 1. The Marin CYO schedules for league play shall be draw n by the Marin Athletic Manager. 2. Gam es w ill only be rescheduled for these reasons: (a) Religious activity (b) Parochial School Event (c) A w ritten request inadvertently not honored by the schedule m aker. (d) Any emergency that the Marin Athletic Manager feels is grounds for rescheduling a gam e. 3. Each team w ill have a minimum of eight (8) games scheduled. If there are tw o divisions in that particular league than only seven (7) gam es m ay be scheduled to finish the season on time. 4. Team s w ill play a round robin schedule unless there are m ore than ten (10) team s in a league, w hereby a team w ill not play all team s in their division. 5. Each school w ill have a minimum of tw o (2) track meets scheduled for each grade during the Track & Field Program. RULE XI 21

22 PLAYOFFS 1. In leagues w ith one division, the top four (4) teams w ill make the playoffs. First place shall play fourth place and second place shall play third place. The w inners of these tw o games w ill play each other. Tw o points are needed to w in the cham pionship: One point is aw arded to the league w inner and one point is aw arded to the playoff w inner. Should the points be split betw een tw o teams than an additional playoff game must be played to determine the overall cham pion. 2. In the volleyball program, the point system been eliminated. If a 1 st place team loses in the playoffs they are elim inated from further com petition 3. In leagues w ith tw o divisions, the top four (4) teams in each division w ill make the playoffs. The division cham pion w ill be determ ined the sam e w ay w e decide a single division cham pion as stated above. The tw o division w inners w ill than play for the overall championship. 4. In leagues w ith three divisions, the top four (4) teams in each division w ill make the playoffs. The tw elve (12) playoff team s w ill be seeded into a single elim ination tournam ent to determ ine the cham pion. The three (3) first place teams w ill receive a first round bye along w ith the second place team w ith the best record. Teams w ill than be seeded based on their record and strength of schedule. 5. In leagues w ith four divisions, the top 3 teams in each division w ill make the playoffs. The tw elve (12) playoff teams w ill be seeded into a single elimination tournam ent to determ ine the cham pion. The four (4) first place team s w ill receive a first round bye. Teams w ill then be seeded based on their standing and strength of schedule. RULE XII AWARDS 1. The Athletic Advisory Board w ill determine suitable aw ards for all CYO Athletic activities. 2. EACH and EVERY player on the official roster of any CYO team entitled to individual aw ards shall receive that aw ard. 3. For ANY ACT reflecting DISCREDIT on this program, the Athletic Advisory Board m ay DISQUALIFY any team and/or player from receipt of aw ards. 22

23 4. In Volleyball and Basketball the Championship team and runner-up w ill receive individual aw ards. 5. In Track & Field, the top 5 places in all events w ill receive a ribbon. There w ill be a team trophy aw arded in these categories: (a) 3RD-5TH GRADE GIRLS (b) 3RD-5TH GRADE BOYS (c) 6TH-8TH GRADE GIRLS (d) 6TH-8TH GRADE BOYS RULE XIII PLAYING RULES Special Playing Rules for specific activities of the Marin CYO Athletic Program are contained in this Guidebook. They w ill be provided to the coaches of entering team s at the discretion of the Marin Athletic Manager. RULE XIV POLICIES 1. APPROVED CYO OFFICIALS FOR ALL ACTIVITIES (a) All games must be officiated by officials approved by the CYO Athletics Office and/or the Athletic Advisory Board. (b) If the assigned CYO Official(s) fails to appear, the game may be played only if the tw o coaches can agree on an alternative (c) (d) Under no circumstances may anyone not approved as a CYO Official referee a playoff gam e. Marin CYO officiating fees are established by the Marin Athletic Manager. 2. ELIMINATION OF TEAMS FROM THE PLAYOFFS Under a directive from the General Director of CYO, no team may be elim inated from the playoffs by a draw. (1993) 3. NOTIFICATION REGARDING SCHEDULES (a) Athletic Directors w ill be notified w hen schedules are completed. Schedules w ill be accessible on the league w ebsite at w w w.marinhoops.com. (b) Schedule Changes w ill be sent to Athletic Directors in w riting. In addition each affected Athletic Director w ill receive a phone call from the CYO Office. If the Athletic Director can not be reached, the coach w ill be called directly. Athletic Directors are 23

24 (c) (d) responsible for their coaches and m ust notify them of all changes from the CYO Office. The league w ebsite w ill reflect the change once the proper notification has taken place. Playoff schedules w ill be given to Athletic Directors at a meeting held on the Monday before playoff com petition is to begin. Teams w ill be expected to play in accordance w ith the schedule given to them. 4. ASSIGNING OF OFFICIALS All assignments of officials in Marin CYO competition w ill be administered by the Marin Athletic Manager or a representative appointed by the Marin Athletic Manager. 5. AUTHORITY OF GAME OFFICIALS TO RESTRAIN PARTICIPANTS Gam e officials are authorized by the Director of Athletics and by her designee in charge of Marin Athletics to use physical restraint only w hen necessary to prevent any overt physical act betw een participants in any Marin CYO activity. 6. GIRLS AND BOYS PARTICIPATING IN A GRADE DIVISION MORE THAN ONE-GRADE HIGHER (a) The Athletic Advisory Board does not authorize any girl or boy to participate for any team w hose classification is more than one (1) grade higher than the grade in w hich he/she is registered on the ROSTER DUE DATE specified for the activity. (b) An exception to this rule m ay only be by authority of the Director of Athletics or by her designee in charge of Marin Athletics. (c) In such event, the Athletic Advisory Board shall not be responsible for any problem that m ay result from such participation. (c) Whenever a person participates under such authority, all affected programs MUST be notified in advance, such notice being given by the authority granting the exception, in w riting to the Athletic Directors involved. 7. OPPOSITE SEX PARTICIPATING IN GIRLS OR BOYS ATHLETICS With the grow th and expansion of the Marin CYO Girls program over the past 15 years, the General Director of CYO has issued the directive that Girls and Boys m ay not participate in com petition w ith the opposite sex. 8. DAMAGE TO PRIVATE OR PUBLIC PROPERTY - WARNING It is the policy of the Athletic Advisory Board that Marin CYO Athletics is not responsible for dam age to private or public property by participants in scheduled CYO activities, w hether such dam age is directly or indirectly associated w ith the activity. Athletic Directors are CAUTIONED 24

25 that individuals or organizations m aking claims against Marin CYO Athletics for such dam age m ay be advised by Marin CYO Athletics to seek such relief from the Athletic Organization responsible for the participants. 9. DESIGNATION AND RESPONSIBILITY OF CYO HEAD COACH It is the policy of the Director of Athletics that all participants, as individuals, and their team, collectively, m ust be under the direct supervision of a CYO head coach, either designated as such by the Athletic Director of his/her program or, in any unforeseen or em ergency situation, by the m utual consent of the participants, such consent being assumed in the absence of contrary evidence. Said CYO head coach m ust, in addition to coaching, accept responsibility for the conduct and w ell being of the girls or boys under his/her authority, and w hile the norm al duties of a head coach are being exercised such responsibility is assumed in the absence of contrary evidence. Said CYO head coach m ay also be held responsible for the conduct of his/her team's supporters. Said CYO head coach m ust be either a High School student or an adult, and he/she m ay not be in the status of suspension, either by specific CYO Rule(s) or by the CYO Director of Community Based Services. Any gam e or activity conducted contrary to these provisions is illegal. RULE XV PLAYOFF TIE BREAK RULES 1. Due to the increased amount of draw s deciding playoff spots, the Athletic Advisory Board has come up w ith the follow ing tie break system: (a) (b) (c) (d) (e) head to head com petition record against team s above the tie in leagues w here teams do not play every team record against common opponents w ill be used in tw o or three division leagues w ith inter division play record w ithin the division w ill be used. tie break gam e All possibilities must be exhausted before moving on to the next tiebreaker. Example: 4 teams are tied for the last three spots in the playoffs. Teams A & B have a 2 1 record in the head to head among the 4 and teams C & D have a record of 1 2. A & B are in. Their head to head game then determines their seed. C & D then check their head to head game. The w inner gets the last seed and the loser is out. If the tie can t be broken by head to head then the next tie breaker above is used. 2. FIRST PLACE TIES: If tw o teams tie and both w in their first round playoff game, then the playoff final game betw een them w ill determine the overall champion. If one of the tied teams loses its first round game, and the other team w ins its 25

26 first round gam e, the loser is elim inated. The w inner advances to the playoff finals. If it loses in the playoff finals, another gam e betw een the sam e tw o teams is required. If both tied teams lose their first round playoff games they are both eliminated and the playoff final betw een the tw o w inners is the championship game. This is the only instance w here the point is eliminated and not given an advantage. If three teams tie for first place and tw o w in their first round playoff games, The playoff final betw een them w ill determ ine the overall cham pion. If the fourth place should defeat one of the tied teams, that defeated team as w ell as the loser of the game betw een the other tw o tied teams are eliminated and the fourth place team meets the remaining first place team in the playoff finals. If the fourth place team w ins the playoff finals, then another game betw een the same tw o teams w ill be played to determine the overall champion. If four team s tie for first place, the w inner of the playoffs w ill be the overall cham pion. For all other position ties, the tie breaking procedures listed above w ill determ ine the playoff positions. SECTION TWO GENERAL RULES AND CONDUCT A - USE OF FACILITIES 1. Participants in all Marin CYO Athletic activities m ust be instructed that they are to take special care in the use of facilities and equipm ent provided for their use. Athletic Organizations m ay be assessed DAMAGE FEES for w illful dam age caused by their participants either im m ediately before, during or immediately after a CYO Athletic activity. 2. All Coaches m ust cooperate w ith any Supervisors, Directors and/or Custodians in charge of either public or private gym s, Running Tracks and other facilities, since this is a prerequisite to the use of such facilities by all CYO teams. It is strongly recomm ended that Coaches inspect locker room s before occupancy by their players so that dam age by previous occupants can be im m ediately reported. B - CONDUCT OF PARTICIPANTS 3. The conduct of all Athletic Directors, players, coaches, officials and team follow ers shall be above reproach. 26

27 Athletic Directors are strongly urged to make their team follow ers(spectators) aw are of the follow ing CYO policy: We w elcome their support but emphasize that it is to be exactly that-support for and encouragement of the boys and girls playing the game. This does not include abusive rem arks or actions directed at the officials, or any participants. Such conduct w ill not be tolerated, and offenders w ill be required to leave the Gym or playing area. If the gam e officials are aw are of unsportsm anlike spectator conduct they shall stop the gam e, determ ine the guilty party and notify the proper coach that it is his/her responsibility to insure that such actions are not repeated. If a team follow er is required to leave the Gym or Playing Area, the responsible coach shall see that he/she does so, and if such team follow er refuses to leave PROMPTLY, the game shall be FORFEITED. 4. A team's bench or team area and adjacent areas shall be occupied by the team m em bers, a coach and one assistant. The coach shall be responsible for preventing unauthorized personnel from occupying this area. If an official requires rem oval of anyone from a team's bench and/or adjacent area, such an order shall be prom ptly com plied w ith. If such a person is a coach, an assistant, a team member or a team follow er, and he/she refuses to leave, the gam e shall be FORFEITED. 5. Any Athletic Director, coach or player w ho conducts him/herself in an unsportsmanlike manner, w hich w ould reflect DISCREDIT to this program, w hile participating in any CYO Athletic activity, m ay be rem oved from further participation therein. 6. VIOLATION of the above provisions of this section WILL NOT be tolerated. For any FLAGRANT violation, or for REPEATED violations, an individual m ay be cautioned, placed on probation w ithin, suspended from, or expelled from further CYO Athletic participation in a specific activity or activities or all activities. C - FLAGRANT CONDUCT AND AUTOMATIC SUSPENSION 7. If an official rem oves any participant from any CYO Athletic activity for FLAGRANT UNSPORTSMANLIKE CONDUCT, the official shall im m ediately report the incident to the CYO Athletics Office. Any head coach, assistant coach, player or squad member w ho is disqualified for FLAGRANT UNSPORTSMANLIKE CONDUCT m ay not participate in his/her team's next CYO gam e (League or Playoff) - i.e. said individual is automatically suspended for one (1) gam e. At the discretion of the Marin Athletic Manager, said individuals attendance at said gam e m ay be prohibited. Participation of a suspended coach, assistant coach or player in a game w ill result in FORFEITURE of that gam e. 27
