MPCA Beverage Container Recycling Forum October 15, 2012 Slide 1

CBCRA Origin MB Gov t 2008 Regulation includes 75% beverage recovery rate target CBCRA started as voluntary program April % of beverage volume joined within months Manitoba Government required approved Plan Stewards must join program like CBCRA or provide their own Plan to Government province-wide program 75% recovery rate Slide 2

Beverage Recovery in All Channels 2008 Regulation required multi-material recycling for all packaging and printed paper Goal = best of deposit systems high recovery best of comprehensive system low per tonne cost CBCRA operates together with a comprehensive residential collection system Slide 3

Our Principles Efficient, cost-effective programs Convenient for consumers Transparent in governance, programs & operation Industry self-managed Level playing field for all users of a given material No cross-subsidization Slide 4

Board Member Experience Members of CBCRA Board of Directors helped establish/govern the following stewardship programs: Alberta Beverage Container Recycling Corporation Alberta Beverage Council Alberta & British Columbia Dairy Councils BGE Boissons Gazeuses Environnement Encorp Atlantic & Encorp Pacific Manitoba Product Stewardship Corporation Multi-Material Stewardship Manitoba Stewardship Ontario Slide 5

Progress to Date Almost 100% stewards on board & reporting regularly Ministry discussions on visible fees ended positively First Program Plan approved August 31, 2011 Good communication with Manitoba Government Slide 6

Achievements Increased bin roll-out to over 7,500 More than municipalities 100 schools 130 IC&I partners Established Material Tracking System Largest P&E program in MB social media professional sports sponsorships Slide 7

Increasing Awareness with P&E Promoted awareness with advertising, earned media, sponsorships & events sponsored Winnipeg Blue Bombers, Winnipeg Jets & Winnipeg Goldeyes game day activities, signage, athletes as spokespeople Radio, Print, other media Launched social media presence: Facebook, Twitter Street Teams across province 250 event days Slide 8

Market Research for Informed P&E Market research findings: be practical & cost-effective be transparent about fees Consumer concerns & observations Manitobans value access to recycling connect visible fee with recycling of containers Manitobans want to recycle more Slide 9

Promoting Behaviour Change through P&E Build on existing awareness & goodwill to boost recovery Next research phase - spring 2012: targeted P&E focus on attitudes & behaviour change for away from home recycling campaigns to translate awareness to action Build on sports team relationships, social media presence & events continue to raise profile in Northern Manitoba Slide 10

Container Recycling Fee (CRF) Funding CRF but no deposit Paid by producer Normally passed on to retailer; then to consumer Transition to differential CRF Provides funding to cover all collection channels away from home permanent bins & events residential collection through MMSM Slide 11

Beverage Containers in the MB Waste Stream Construction & Demolition Waste 9% Industrial, Commercial, & Institutional Waste 45% Residential Waste 46% All Beverage Containers 2.1% Other Multi-Material Residential Recyclables 9.7% Remaining residential waste 36.3% Data Sources: Solid Waste in Canada Human Activity and the Environment Annual Statistics 2005 Cat. No 201 p MPSC Annual Report p. 34 Slide 12 All non-deposit beverage containers including alcoholic containers represent only 2.1% of the MB waste stream 12

Deposit Return vs Multi-Material Compare two existing systems in adjacent provinces. SK- Deposit MB Multi-Material Recovery Rate = 86% Recovery Rate (kgs/cap)= 17.6 Recovery Tonnes = 18,198 tonnes Total Cost = $20,621,000 Total Cost per Tonne = $1,133 Recovery Rate (kgs/cap) = 62.1 Recovery Tonnes = >70,000 tonnes Total Cost = $11,156,000 Total Cost per Tonne = $159/t + (20% municipal share) = $191/t The cost per tonne in the deposit system in SK is 6.5 times the cost of the multi-material system in MB. The net cost to the consumer is much greater in the deposit return system and municipalities are still left with the cost of the remaining non-beverage materials. 13 Slide 13

What Does Success Look Like? Achieving 75%+ recovery rate for beverage containers All beverage stewards must meet target Convenient recycling option Bins everywhere Clear, consistent communication of fees and program Satisfied consumers and public Long term positive working relationship Govt and beverage stewards Slide 14
