2 An introduction to ODI ODI is the UK s leading independent think-tank on international development and humanitarian policy. Founded in 1960, it has made major contributions to research, dissemination and policy change, on all aspects of development and humanitarian policy. ODI has a staff of around 240, two-thirds of whom are researchers and with the remainder providing a wide range of communications and support services. Our mission is to inspire and inform policy and practice which lead to the reduction of poverty, the alleviation of suffering and the achievement of sustainable livelihoods in developing countries. We do this by locking together high-quality applied research, practical policy advice, and policy-focused dissemination and debate. We work with partners in the public and private sectors, in both developing and developed countries. With a reputation for high-quality research and policy advice, ODI is in demand by governments, international institutions, foundations and other partners around the globe. Through our core research programmes we work across a wide range of sectors that have a direct impact on the well-being of the poorest people in developing countries. In addition, ODI offers consultancy services that include technical support to developing country governments, monitoring and evaluation and the development and delivery of tailored training courses, as well as expertise in communications and knowledge management. ODI attaches great importance to dissemination and public policy work in order to ensure that our work reaches the right audiences, at the right time, via the right channels. The Institute: publishes a wide range of authoritative publications such as ODI Briefing Papers, Working Papers and Opinions as well as two peer reviewed journals, Development Policy Review and Disasters has a large public affairs programme, with all of our public meetings and seminars also streamed live online to large international audiences runs international networks, for example the Humanitarian Practice Network and the Climate and Development Knowledge Network hosts the Secretariat for the Active Learning Network for Accountability and Performance in Humanitarian Action (ALNAP) also manages the ODI Fellowship Scheme, which has placed postgraduate economists in government positions in developing countries since ODI s research programmes cover a vast range of development and humanitarian issues. 4 Job description Job Title: Department/Group: Responsible to: Responsible for: Job Description Programme Manager Growth, Poverty & Inequality Programme Head of Programme Programme Officer, Programme Administrator Purpose of Job The Programme Manager will oversee the day-to-day development and management of the programme and provide oversight and information to the Head of Programme. They will ensure the smooth management of work plans, budgets and relationship management. They will manage all business development processes, including proposals, identifying opportunities for new funding and key partnerships and maintaining and strengthening existing ones both with donors and with research and operational partners. They will support the Head of Programme in developing methods and strategies to ensure that programme activities achieve goals and agreed outputs. Main Duties and Responsibilities Under the guidance of, and reporting to the Head of Programme, this will consist primarily of: Financial management: Oversight of all major projects within the GPIP portfolio, including in relation to income targets and the programme contribution model. Developing and maintaining strategic management tools for tracking, coordinating and reporting on financial information flows for the full programme portfolio for Head of Programme and Senior Management Team. Ensure the correct and effective set up, the financial management and the close down of both standard and more complex projects. Liaise with project partners and subcontractors on financial and contractual matters. Set up internal milestones and monitor project deliverables against contractual requirements and invoicing schedules. Lead on the production of narrative and financial donor reports according to contractual requirements in both standard and more complex projects. Reconcile and consolidate programme portfolio finances at year end. Programme management: Facilitate information sharing across the programme and problem solving to improve the effectiveness of the programme core functions. Ensure ongoing strengthening of the programme management systems and administrative 4

Assist in the process of formulating work plans, lead on monitoring and tracking progress against work plans in order to ensure that targets are achieved and deliverables are produced on time and to the necessary standard. Oversee programme communication activities (excluding Development Progress), including the production of project deliverables. Provide strategic, work planning and financial management of large multi-annual, multidonor, multi-partner projects (e.g. Accountable Grant Flagship 1, Post-2015 Integrated Programme, and Development Progress). Lead on resource capacity planning across the programme to ensure efficient and equitable utilization of staff time and realistic delivery scheduling. Facilitate the smooth running of the programmes annual financial cycles and processes. Advise and sit on selection panels for key staff. Ensuring risks of the programme are minimized and are in full compliance with ODI procedures. Identifying, contracting ad hoc consultants. Business development: Manage all business development processes, including: Actively seek out new funding opportunities and bring these to the attention of the Head of Programme. Lead the process of the preparation of bids and proposals, which involves navigating door grant making mechanisms, developing budgets and tailoring technical documentation. Maintain strong productive working relationships with donors and research partners and provide strategic input into deepening collaborative partnerships. Knowledge management: Devise strategic and management tools for the achievement of the programmes objectives over the long-term. Ensure ongoing strengthening of central and programme management, administration and communication systems by tackling problems that undermine core business and operations. Facilitate information sharing across ODI, with internal departments and other programmes. Partnerships: Provide input into deepening collaborative partnerships with wider stakeholders, particularly the Development Progress Review Panel. Person Specification Essential Knowledge and qualifications Experience of donor narrative and financial reporting Experience of fundraising 5
6 Knowledge and experience of coordinating proposals, reports and donors and knowledge management Experience Experience of establishing complex relevant systems and procedures. Substantial experience of project development and administration within a development context Experience of donor relationship management, including donor narrative and financial reporting Substantial experience of managing staff to tight deadlines in a team environment Skills/abilities Advanced IT skills including excel, word, outlook, PowerPoint and databases Ability to write well and to prepare reports with minimum supervision Multitasking skills in a high-pressure environment Ability to innovate in order to overcome problems Exceptional planning and execution skills Ability to work to own initiative with minimum supervision Desirable Knowledge and understanding of development issues Experience of training overseas local personnel in complex financial/administrative procedures Experience working in a developing country or with developing country partner organisations Foreign language skills Experience of Sharepoint document management system Key Relationships and Contacts Heads of Programme and Researchers in Programme Central services (Finance, Communications, HR) All staff are expected to: Positively support equality of opportunity both within ODI and externally Help maintain a safe working environment and take responsibility for own and colleagues Health and Safety Undertake such other duties within the scope of their post as may be requested by their Manager 6
7 Application process All applicants should complete the Institute s online application form (including a full statement in support of their application) on the ODI website ( The closing date for receipt of applications is midnight, UK time, on 3 February 2015 It is our policy to only support the travel expenses to attend an interview, for those who are travelling form outside the UK. Terms of employment Salary: 31,961-38,154 per annum inclusive of London Weighting on ODI s pay structure. Starting salary will be dependent on qualifications and experience and subject to review. Payable by equal monthly instalments (half in advance, half in arrears) on the 15 th day of each month. Hours: , Monday-Friday. 35 hours per week. Contract: Permanent. All contracts of employment are subject to a three-month probationary period. Leave: 25 days per annum, plus statutory holidays and 3 days paid leave for the office closure during the Christmas and New Year period. Maternity, Paternity, Adoption and Parental leave. Full-pay sick leave after a qualifying period. Pension: The Institute offers a contributory pension scheme with the Superannuation Arrangements of the University of London (SAUL).
