2 Upton Junior School Community Cohesion Policy 2010 There is a duty for schools to promote community cohesion under the Education and Inspections Act Introduction The curriculum for all maintained schools should promote the spiritual, moral, cultural, mental and physical development of pupils at the school and of society, and prepare pupils at the school for the opportunities, responsibilities and experiences of later life 1. Schools have a duty to eliminate unlawful racial discrimination and to promote equality of opportunity and good relations between people of different groups 2. Upton school recognises these two important statements which are part of existing law. From September 2007 we are under a duty to promote community cohesion. We already consider this part of our role, and already work in ways which promote community cohesion. As migration and economic change alter the shape of our increasingly diverse local communities, it is more important than ever that all schools play a full part in promoting community cohesion. Every school should be a thriving, cohesive community, but it also has a vital part to play in building a more cohesive society. Every school - whatever its intake and wherever it is located - is responsible for educating children and young people who will live and work in a country which is diverse in terms of culture, faith, ethnicity and social backgrounds. The staff and pupil populations of some schools reflect this diversity, allowing pupils to mix with those from different backgrounds. Others, like Upton, have only a limited interaction, and so need to make links with other schools and organisations in order to give their pupils the opportunity to mix with and learn with, from and about those from different backgrounds. Through their ethos and curriculum schools can promote a common sense of identity and support diversity, showing pupils how different communities can be united by common experiences and values. The Diversity and Citizenship Curriculum Review published in February 2007 states that: we passionately believe that it is the duty of all schools to address issues of how we live together and dealing with difference however controversial and difficult they might sometimes seem. 1 Education Act 2002, Section 78 2 Race Relations Amendment Act

3 2. What is community cohesion? By community cohesion, we mean working towards a society in which there is a common vision and sense of belonging by all communities; a society in which the diversity of people s backgrounds and circumstances is appreciated and valued; a society in which similar life opportunities are available to all; and a society in which strong and positive relationships exist and continue to be developed in the workplace, in schools and in the wider community 3. Community from a school s perspective For schools, the term community has a number of dimensions including: the school community the pupils it serves, their families and the school s staff; the community within which the school is located the school in its geographical community and the people who live or work in that area; the community of Britain - all schools are by definition part of this community; the global community formed by EU and international links. In addition, schools themselves create communities for example, the networks formed by schools of the same or different faiths, or by schools that are part of the specialist schools network. 3. The role of schools in promoting community cohesion We need to consider what activities already take place within our school and what might be arranged in cooperation with other schools and our partnerships and links in the wider community. Teaching, learning and curriculum We need to ensure we provide Lessons across the curriculum and assemblies that promote common values and help pupils to value differences and to challenge prejudice and stereotyping. Issues such as this are explored through our assemblies on prejudice, bullying and racism, as well as through PSHE and regular classroom discussion. A programme of curriculum based activities whereby pupils understanding of community and diversity is enriched though study and discussion. Support for pupils for whom English is an additional language (EAL) to enable them to achieve at the highest possible level in English. The progress of this group of pupils is closely monitored. 4 of the school in a way that teaches them to participate in and make a difference in school, in their local community and beyond. Our Pupil Council programme is an example of how we provide this. An international dimension to our curriculum planning and delivery, which is achieved through our study of other countries and their cultures. Equity and excellence Our school has a commitment to securing high standards of attainment for all pupils from all ethnic backgrounds and of different socio-economic statuses, ensuring that pupils are treated with respect and supported to achieve their full potential. Progress can be evaluated by analysing assessment results to keep track of the relative performance of different groups and to tackle underperformance by any particular group. In line with existing duties, all schools should have effective approaches in place to deal with incidents of prejudice, bullying and harassment. Monitoring of whether pupils from particular groups are more likely to be excluded or disciplined than others should be accompanied by appropriate behaviour and discipline policies in place to deal with this. Our School Admissions Arrangements emphasise the importance of admission arrangements that promote community cohesion and social equity. Admissions authorities must act in accordance with the new Code and schools can find the Code at: It is important that schools do not present themselves in a way that might deter parents from particular communities. Examples from our school include.. school tracking system enables us to evaluate progress of different groups and to tackle underperformance by any particular group developing the personalised progress of all pupils We monitor and record incidents of prejudice, bullying, racism, poor behaviour and harassment and policies are in place for all of these Admission arrangements promote community cohesion and social equity in line with the Local Authority policy Engagement and ethos School to school: We seek to broaden the ways that we work in partnership with other schools. We will look either locally or further afield and the means of developing the relationship may be through exchange visits or the Internet. A huge majority of pupils at thre school interact with pupils from other schools through our extra-curricular Sport, Music and Drama programme, which over 90% of Upton pupils involve themselves. We intentionally host some of the largest primary school sporting events in the county in order for the largest possible number of our pupils to interact with those from other schools. We also attend a huge number of multi-schools events. School to parents and the community: Good partnership activities with the local and wider community includes: Working together with community representatives, for example through reading support schemes; parental visits; lunches; class talks; tutoring; bringing 4

5 community representatives into school to work with the pupils; ensuring that the pupil voice is heard and able to effect change. Maintaining strong links and multi-agency working between the school and other local agencies, such as the police, social services and health professionals. Police; Fire Services; Coastguard; and many other agencies regularly visit the school and engage with the pupils. Engagement with parents through UPTFA, curriculum evenings, parent and child courses, newsletters and extensive extra-curricular opportunities. Provision of extended services including community use of facilities for activities that take place out of school hours, including adult and family learning. Linking to important issues in our local Community such as 20 s Plenty - an initiative to reduce the speed limit of roads around local schools Regular meetings with local residents to monitor the impact of our school in the immediate community. The UK Community: Curriculum in place for pupils to take into account how different communities may live. Ensuring that pupils are aware of national and local events that affect people s lives Learning how different communities celebrate different festivals within Britain We prepare our pupils for active Citizenship in the school and community, ie. Pupil Voice, involvement in Senior Staff appointments; visits to Westminster with the local MP, leadership awards and positions of responsibility. The Global Community: Links established locally and internationally, such as Weather watch, Wattignies Pupils raise funds to support Global charities such as Comic relief, Sport Relief, Water Aid, Purple4Polio and Race4life and understand why these are important issues for communities. Geography curriculum informs pupils of worldwide ways of living 5

6 Annex A Policy and legislation The Education and Inspections Act 2006 inserted a new section 21(5) to the Education Act 2002 which introduces a duty on the governing bodies of maintained schools to promote community cohesion. The duty comes into force on 1 September Alongside this, Ofsted will from September include schools contributions to promoting community cohesion in their inspections.
