Maritime competitiveness clusters: a national initiative with a regional focus 3
Economic competitiveness with a global focus Brest Pôle Mer Bretagne Pôle Mer Provence Alpes Côte d Azur Toulon Les Pôles Mer Bretagne et PACA à bord de la «Jeanne»
Pôles Mer Bretagne and Mer PACA Complementary specificities Bretagne Provence Alpes Côte d Azur Sea : Atlantic Ocean Salinity : medium Tide : strong Coastal depth : small Safety first Maritime traffic : heavy Sea : Mediterranean Sea Salinity : high Tide : nil Coastal depth : tall Security first Maritime traffic : rather dense Les Pôles Mer Bretagne et PACA à bord de la «Jeanne»
What is a competitiveness cluster? A combination of companies, training centres, public and private research centres, engaged in a partnership to create synergies around common innovative maritime projects, in a given geographical area. The Pôle Mer Bretagne is one of 71 global competitiveness clusters recognized by the French government in July 2005 and
Key figures in maritime competitiveness clusters Bretagne and PACA : More than 580 industrial companies working in maritime fields 5000 public & private researchers and more than 4000 graduates by year in Sea sciences or related jobs More than 350 M quoted in initial 160 R&D projects Les Pôles Mer Bretagne et PACA à bord de la «Jeanne»
The maritime competitiveness clusters : 2 axes, 5 themes Altogether, more than 160 cooperation projects are planned over five themes : Maritime safety and security Shipbuilding and leisure boatbuilding Marine energy resources / offshore Marine biological resources / fishing Coastal environment planning and development
Maritime safety and maritime security safety / security of goods and people maritime traffic safety and rescue operation safety / security of activities, territories and infrastructures monitoring & control of the EEZ, of maritime approaches safety of sensitive facilities (ports, offshore platforms...) 9
SISMARIS : an integrated platform for long range maritime survey Extended maritime security and safety (up to 200 nautical miles) including all risks «homeland security»
LCAT : landing catamaran Amphibious operations, ship-to-shore movements, coastal & landing craft.
Shipbuilding and leisure boatbuilding design, manufacturing, maintenance (ship life-cycle, platform & equipment) associated services (clean ships, eco-materials, alternative propulsion, energy saving, ) 12
PAINTCLEAN environmentally friendly antifouling paint for ships and submerged equipment, composed of biodegradable molecules, some of marine origin.
Marine energy resources offshore exploration and exploitation renewable marine energies : currents, waves, winds, tides, 14
MARENERGIE : uses tidal power to generate energy It shows the advantages of harnessing the power of wave currents, a predictable source of energy not reliant on weather conditions
WINFLO: Deep-water offshore wind turbine floating on a semi-submersible platform anchored using catenary mooring cables The prototype, with a generating capacity of 2.5 MW, will be installed off the Brittany coast and connected to the electricity grid. The project includes development of a special, lightweight and robust wind turbine housing that will be positioned on a semisubmersible platform anchored to the seabed by catenary cables using Free Floating Platform (FFP) technology. Bertrand Fazio, General Manager NASS&WIND INDUSTRIE Tel winflo@nass-et-wind.com WINFLO will be equipped with a remote monitoring system and will benefit from e- maintenance technologies developed for the shipbuilding sector.
Marine biological resources molecules coming from marine biodiversity tools and services for sustainable fishing new fields in fish farming, environmental risks and desease control 17
ITIS : acoustic technology to improve catch selection techniques
Environmental and coastal management monitoring the coastal and maritime environment quality of waters coastal operational oceanography management of coastal zones dredging, sediments 19
Sea Explorer : a glider propelled by cyclical gravity and ballasting Dedicated to surveying submarine environment and measuring physical and biochemical parameters

Year 2009 is key to marine renewables energy development in France thanks to IPANEMA, an initiative to support the development of marine renewable energies and The Grenelle of the Sea, a broad consultation for the French maritime strategy which already decided on a specific plan called «Blue energies». It acts strong support for pilot schemes with 100 M funding (instead of 30 M initially) to demonstrate technologies through pilot projects. Call for projects launched by ADEME, French energy agency, closed in October. By the end of 2009 a national technology plateform will be created. 28
