3 1 Service Overview 1.1 Service Summary In a nutshell, what is it that Deloitte will do for you? Deloitte s Indirect Tax elearning tool will provide a technology based solution to deliver the correct level of VAT training and support for those new to the subject through to more experienced practitioners. The service is hosted on Deloitte s servers and is accessed remotely by clients. 1.2 Business Context What situations is this service designed to be used in? VAT elearning will enable you and your team to comply with VAT tax legislation and, where possible, identify cash flow and absolute savings through the efficient management of VAT. It is aimed at those who require a working knowledge of VAT and will be useful for: Finance directors/controllers and accountants. Accounts Payable/Accounts Receivable personnel. Shared Service Centre personnel. Business Owners and Managers. Entrepreneurs. Students. Additionally, with the ever increasing focus on accountability, our offering assists organisations in managing their risk profile, whether that be as part of the responsibilities associated with the obligations of SAO, or by demonstrating that reasonable care has been taken in managing the VAT returns of the business in line with the penalty regime. 4 2 Detailed Service Description 2.1 Our Approach The Deloitte VAT elearning is a suite of web-based learning tools that have been designed to provide the correct level of VAT training and support for those relatively new to the subject through to more experienced VAT practitioners. It has been authored by Deloitte's own VAT experts ensuring that it is the most up to date and rigorous VAT training currently available. Because it is modular and online, it is versatile and flexible enabling you to keep opportunity costs to a minimum. The suite includes 'Practical VAT for Non-VAT Specialists' which has been designed to provide businesses with a ready-made package to give learners a basic understanding of VAT. It is aimed at those who require a working knowledge of VAT and will be useful for shared service centres, finance staff including accounts payable and receivable teams and Tax Managers that are not VAT specialists. Additionally, with the ever increasing focus on accountability, our offering assists organisations in managing their risk profile, whether that be as part of the responsibilities associated with the obligations of SAO, or by demonstrating that reasonable care has been taken in managing the VAT affairs of the business in line with the current penalty regime. 2.2 VAT Learning Bespoke Deloitte VAT Learning can design and develop a completely bespoke package of training built around your business' needs. We would identify the precise nature of your needs and consider which combination of formal, informal, mobile and online learning, classroom-based workshops, documentation and knowledge management would be most appropriate for your business. This can include an entirely bespoke elearning programme which can be delivered through your own online platforms. This can be branded and adapted to your business model, target audience, accounting systems, the countries in which you operate, as well as other any other drivers you may have. We can offer a turnkey bespoke learning content service including task, learner and skills analysis, instructional design, production and testing something which can be achieved by either adapting our existing products or building up a complete bespoke model to meet your business' requirements. The bespoke model would be built from scratch and would fit entirely around your business structure, including consideration of: Countries and specific rules; Demographic and experience of the learner; ERP system type (SAP, Oracle, etc.) and VAT coding; Indirect tax types (VAT, excise, customs duties, IPT); and Business model and culture (risk appetite, importance of indirect taxes). 5 3 Commercials 3.1 Cost The cost of the course is 199, plus VAT per user. It gives the user one year to use the course and during that time, the user can access the course up to 15 times. There is a 15% discount for purchases of 10 to 15 users. If a customer wants more than 15 users, we are happy to discuss separate pricing. 3.2 Location The elearning tool is accessed from the clients location using a link that is provided once a licence has been purchased. 3.3 Ordering and Invoicing Process There are two ordering routes available: 1. Visit our G-Cloud service homepage at which contains information about the service and also has an online form for ordering. 2. Send an to g-cloud@deloitte.co.uk with the following information: a. Your organisation s name b. The name of this service, which is D-G5-L4-304 Indirect Tax elearning Tool c. Your name and contact details d. A brief description of your business situation e. Your preferred timescales for starting the work We will invoice you upon completion of the service. Our invoices will be payable within 30 days. 3.4 Exclusions Our service description in section 1.1 defines the scope of what we will deliver. 6 4 Our G-Cloud Services 4.1 Our G-Cloud Strategy Deloitte offers a range of services on the G-Cloud Store. Our strategy is to provide commoditised services for the public sector, which are suitable for public bodies addressing the changes required of them in a digital world. Our services cover the breadth of Specialist Cloud Services from business analysis to design and development; transition management to project specification and selection. Technology Consulting services are accredited to ISO9001, the international quality standard, which includes acting on customer feedback and continuous improvement plans As members of the Chartered Institute for IT (BCS), our Technology practice and individual members are bound to its Code of Practice and Code of Conduct which defines good practice for ICT and technology consultancy. We are also registered with the TickIT scheme We are a Green classified CESG approved company and have a number of CHECK Team Leaders Our project management methodology, which is aligned with PRINCE 2, provides mechanisms for managing all aspects of engagements, including project risks and issues. We operate robust processes for safeguarding customer data and for confidentiality of information. We are registered under the Data Protection Act and have safeguards in place to protect the data of our own personnel or any personal data with which we are entrusted by clients We have processes in place to preserve the integrity and independence of the services we provide. For example, bids are subject to conflict checks to avoid conflicts of interest, all Deloitte staff are required to complete Anti-Bribery and Anti-Money Laundering training, partners and staff are subject to independence checks and there are frequent internal audits and compliance checks 5.3 Security The majority of our public sector team are vetted to Baseline Personnel Security Standard or cleared to National Security Vetting SC level. In total, this is over 1,000 people with some form of security vetting. Deloitte is a List X company. We employ a full time Security Controller and Security Team to manage security clearances, advise on development of Security Management Plans and manage compliance with security processes. We have comprehensive Business Continuity Plans in place in all locations. Staff are equipped to work remotely if client sites or Deloitte sites are inaccessible. 5.4 Responsible Business At Deloitte Responsible Business is not just a strap line. In the last year we launched our inaugural Impact Report ( replacing our traditional annual report and providing the platform through which we will measure our impact and contribution to society into the longer term. 5.5 Geographical Coverage Deloitte has 20 office locations throughout the UK, plus offices in Guernsey, Jersey and the Isle of Man. 9 We undertake a number of activities to set objectives for key processes, measure performance against these objectives and assess and adjust our operational and engagement procedures to sustain improvement. 5.7 Capability Transfer Deloitte prefers to provide capability, knowledge or skills transfer on most projects. We can also work in such a way that capability transfer is at the heart of the engagement. Examples include: Training client staff for team roles at the outset of an engagement to reduce costs and provide for continuity of skills after we exit from the client Providing only those services which a client cannot provide for themselves and avoid practices such as staff substitution as much as possible Delivering comprehensive capability transfer so that client staff are able to take over fully the operation or extension of a service or continue to manage a change programme from their own resources. We also have a programme of secondments both to and from the public sector, which enhances our industry insight while strengthening our relationship with public sector. 5.8 Our Business Structure Deloitte LLP comprises a number of business units. Our G-Cloud services are provided from across our business, bringing in the skills and experience we need. Because our business structure is set up as a group, some of our business units are constituted as wholly owned subsidiaries of Deloitte LLP. For the purposes of our G-Cloud services, the Deloitte MCS Limited (company registration number ) is a sub-contractor that we may rely upon to deliver service.
