5 5 1 Health and safety plan This Plan for Health and Safety (PSS) describes the basis for the work with safety and health in the construction phase. Before work is started up on the construction site PSS must be completed containing the necessary information from the executing contractors. Contractors and sub-contractors must therefore immediately after the conclusion of the contract and no later than 10 working days before starting construction site provide input to the plan according to claim otherwise in the text. Client s OHS Coordinator then completes the PSS and updates the plan regularly throughout the construction period with inputs from the contractors. Contractors and subcontractors are throughout the period of execution committed to continuously keep the Client's OHS Coordinator informed of all matters of importance to the updating and maintenance of PSS. Client s OHS Coordinator to ensure that steady correspondence between the actual conditions on site and the description of the PSS. OHS Coordinator ensures that PSS is available to the relevant parties including the Client, their consultants and main contractors. Main contractors are responsible for distribution to own subcontractors and all contractors are responsible for distribution within their own organization, including distribution to its own employees. 1.1 Scope The OHS Plan has been prepared on the foundation of: Project material from the Design and Tender phase. Process Management Requirements. Danish WEA order no. 117, Clients obligations. Essential Legal requirements.

6 6 1.2 Particularly Hazardous work The project has provided, to be carried out particularly hazardous work pursuant to Executive Order on the Client s obligations 117, Annex 1. Tasks with particularly hazardous work, identified in the detailed design phase, will be listed in appendix 6. Specific Work Assessment / Safety Method Statements Before commencing work that involves a known significant risk, a risk assessment must be performed and the necessary precautions must be described e.g. in a specific work assessment, protecting own and interphase related workers on site. Any work with specific risks must have a detailed work instruction and/or a safety method statement. Safety method statements are a way of identifying and recording the key steps in order to carry out a task safely and effectively. They set out a specific and clearly defined safe way of doing the work. Safety method statements are formal documents and must be complied with. The contractor shall ensure that his staffs are fully aware of the content of the appropriate method statements. A method statement shall include: Working method Safety precautions Plant and Equipment Personal Protective Equipment Training and competence Instruction to personnel All Work Instructions / Safety Method Statements concerning work with significant risks must be sent to the site OHS Coordinator and the site manager for evaluation at least 10 days in advance of commencing the task

7 7 2 OHS Organisation The contractor and all sub-contractors must provide a statutory safety group if there are more than 5 employees on site. The safety group consist of one employee representative and one employer representative. Both representatives shall have completed the mandatory Safety Group Course. The safety group shall attend the Safety Coordination Meetings. If the contractor has less than 5 employees on site only the foreman or similar shall attend the Safety Coordination Meetings. By the start-up meeting, the names of companies and individuals who are responsible for health and safety work provide information to OHS coordinator. Names of supervisors and safety representatives are also provided, and the OHS coordinator incorporates the information in Appendix 2. All contractors who are carrying out work on site must help ensure that the Client's planning, definition and coordination to promote the employee's health and safety work as intended, including participation in health and safety meetings and safety inspections. Contractors must comply with the instructions of the client Construction Management, Supervision and safety officers thereof. The Contractor must ensure that all appropriate and relevant information on safety aspects relative to its own activities and those of its Sub-contractors is effectively communicated to its employees. The Contractor must ensure that his employees and Subcontractors are under suitable and sufficient supervision when working on site. 2.1 Preliminary site meeting/ OHS induction Prior to start-up on site contractors, inspectors and supervisors undergo a safety induction incurred by the OHS coordinator. On this introduction, the OHS plan, site plan and other working environment issues will be examined. The contractor is obliged to ensure that all his employees know about above mentioned conditions.

8 8 2.2 OHS Meetings The OHS Coordinator call in for OHS meetings every 2nd week as a minimum. Extraordinary meetings will be held in case of serious accidents, poisoning or other health risks or near miss, and also if any need occur. OHS Coordinator will arrange execution of OHS inspections in connection with the meeting. OHS Coordinator is responsible for calling in to the meetings, to manage the meeting and take Minutes of the meeting.

9 9 3 Site Facility Arrangements The Main contractor prepares a detailed site location plan based on inputs from the participants in the project. The OHS Coordinator or site management makes following revisions of the site plan. All contractors and subcontractors must give input to the plan at least 10 days prior to start up work on site. The Site plan will be available to all workers on the information board. The Site Plan will show: 1. Existing risks on site. 2. Admittance-, transport- and emergency routes (separation between pedestrians and vehicles). 3. Space for storage of materials and waste containers. 4. Space for welfare facilities. 5. Connection to electricity, water, sewage and emergency equipment Alarm, fire, rescue and first aid. 3.1 Time Schedule The contractor must prepare a detailed time schedule for the project and must currently update the time schedule during construction phase. The detailed Time Schedule will as a minimum show: When contractor and subcontractors are working on site and how much time is scheduled for the different work tasks. Which periods of time work with significant risks will take place.

10 10 4 Safety Precautions at Site 4.1 General Safety Precautions at Site Personal Protective Equipment PPE shall be according to Directive 2009/26/EC (Life saving appliances). All items of PPE shall be manufactured and tested to relevant and current EU Standards and shall carry the appropriate CE marking. The Contractor is responsible for the provision and maintenance of PPE used by its workers. Appropriate PPE for hazardous task shall be determined by risk assessment and site rules. Minimum requirements are: Safety Footwear: With non-slip soles and steel reinforced toes Hi Wiz west or work clothes Class 2 (DS/EN 471) Furthermore PPE must be worn according to national regulations. Following OHS rules are effective at site: All workers on site must have been informed/instructed to established safety precautions on site. Alcohol and drugs: Alcohol and illegal drugs are not allowed on site and personnel must not be under influence of same on site. Misbehaviour will be deemed to suspension. Traffic: Speed limits (20 km./h.) and driving in a manner appropriate to the conditions must at all times be observed. Parking is only allowed in space described in the site plan. It is not allowed to park on common access ways without prior allowance from site management.

11 11 Visitors must never be permitted to move around the construction site alone, a designated person who knows the site must always accompany them. Visitors must wear appropriate PPE. All reasonable and practicable measures must be undertaken to secure the construction site, so that unauthorised persons will not suffer injury or harm e.g. put up warning signs, store material safely and securely, make sure that machinery left on site cannot be started. It is the responsibility of the contractor and his employees to contribute to order and tidiness in the workplace. The site should appear as a proper and orderly workplace. Therefore, cleanup be continuous over the entire shift. If the client or OHS coordinator determines that cleanup is unsufficient, the developer reserves the right to make cleanup of the individual contractor's expense. 4.2 Violation of the site OHS rules Violation of the safety rules and the Owner's instructions for the construction site may have the following consequences: 1. Verbal Warning The employer will subsequently receive information about the reason for the warning. 2. Written Warning - With information to the employer about the consequence in case of recurrence. 3. Dismissal. 4.3 Foreign labor According to the Danish working environment legislation all foreign contractors report their activities in Denmark for the Danish RUT register. The contractor shall document the review before starting work. Employees who perform work, which is required by a statutory education, must have their training approved prior to commencement of work according to the pamphlet "Want to Work in Denmark" andre-sprog/arbejde-i-danmark/arbejde%20i%20danmark%20ukpdf.ashx All informations that can influence health and safety for the employees e.g. method statements, risk assessments and instructions must be available in a language foreign workers understand. The employer bears the cost. In general, working language on the construction sites will be Danish and English. Contractors must present at least one person who speaks, writes and understands Danish.

12 12 Work place assessments, work procedures and instructions in native languages must be translated into English upon direct request from the OHS Coordinator. 4.4 OHS responsibility for precautions in common areas The responsibility for establish, operate, maintain and demolish safety precautions in the common areas of the site is described in the HSE Plan. Before commencing the site, the responsible contractor must give names and contact information on companies or persons to handle the tasks. OHS Coordinator include this information in the HSE Plan. 4.5 Technical equipment supplier data sheets Technical equipment supplier data sheets must be readily available on site. Instruction handbook must be handed over to site management if demanded. 4.6 Education and training Contractors must certify that there has been adequate instruction and training of employees regarding - among other things, the use of technical aids, particularly hazardous or unusual work operations, work with substances and materials, epoxy work, hot work, etc. The Contractor shall keep records of employees' skills and educational background, including eg. crane operator certificate, driving license for rail mounted vehicle safety education and other statutory courses. Documentation and records must be available, on request to the OHS coordinator. 4.7 Emergency plan The Main Contractor shall prepare an emergency plan that adequately describes all relevant emergency events, for example. personal injury, emergency vehicles in the area, fire and vandalism with at least the following content: Emergency Incidents Organisation Responsibility Procedure Safety / rescue equipment Reporting

13 13 Emergency drills relative to inhabitants and factories in the area must be carried out in accordance with legal, client and community requirements. The contractor must contribute if necessary. The overall OHSE Coordinator is responsible for control and coordination of emergency- evacuation- and drill-programme. 4.8 Reporting Accidents The contractors and subcontractors must contact OHS Coordinator immediately if an accident happens. The employer must report accidents to Authorities (Arbejdstilsynet). The contractor must make an analysis of the cause of accident and send to OHSE Coordinator. The contractor for evaluation by the Client will prepare standards for benchmarking, monitoring and reporting incidents. Every month the main contractor must send an estimation on number of hours used on the project to the OHS Coordinator for calculation of accident frequency rate. 4.9 Control and documentation The contractors and subcontractors at site must thoroughly inspect their own safety precautions and the common safety precautions for which they are responsible - according to appendix 5. A follow up will be effectuated every week at the mandatory OHS inspections as they will be items in the model work inspection scheme. Control of installations and safety precautions will be carried out in cooperation with the OHS Coordinator OHS Inspections The OHS Coordinator will carry out documented OHS inspections in connection with the OHS meetings. The following personnel are obliged to participate in the inspections: At least one representative from the main contractor, and rather a representative from all contractors on site. The representative should be member of a safety group. The OHS Coordinator can call in special representatives from the contractors if deemed necessary. The result of the site OHS inspections are reported in inspection reports that will be discussed at the site OHS meetings and displayed at the site information board (Main contractor is responsible for displaying this).
