1 Agenda Item No 8 To: Joint Audit Committee Date: 9 July 5 By: Title: Deputy Chief Constable Health and Safety Purpose of Report: The purpose of this report is to provide a summary of injury/incident data, review of the current strategic health and safety risks and progress towards a joint Surrey/Sussex approach to Health & Safety. Recommendations Members of the Committee are asked to note the report. Introduction. Effective and efficient health and safety management must not be seen as merely seeking legislative compliance. It must be regarded as a core business activity that is integrated into all operational policing activities and support functions.. The benefit of a proactive culture and positive corporate health and safety management contributes significantly to not only reducing workplace, injuries, incidents, ill-health and its associated costs, but to the morale and productivity of the organisation s workforce.. This report provides a limited overview of injury/incident data, current health and safety risks and the ongoing development of a collaborative health and safety service with Surrey police. Injury/Incident Data Overview. : Force Incident & Assault Management System (FIAMS) Several I.T queries have now been resolved within the FIAMS reporting and export mechanism and improved Force-Wide data and graph information now available. Further minor modifications to be reviewed and rectified.
2 Next Stage: Discussion to be held with the Performance Information Team to enable the Incident and Assault statistics to be displayed on the Performance Dashboard.. : / Injury-Incident Management System The requested system changes have been developed and tested. However, these changes are proving very difficult for the ICT Department to progress due to the data capture process and editing capabilities of the system.. : Assault & Restraint-Struggle activities continue to be the main cause of injury for operational officers with Slip-Trip-Fall and Awkward Movement the main cause for Staff and premises based personnel. - Monthly in-depth reviews of the assault and restraint-struggle type incidents continue to be completed by the Staff Safety team to identify and inform future training requirements. - Communication of housekeeping and Display Screen Assessment procedures are under review.. The occurrence of RIDDOR type injuries increased slightly during QTR. Investigation showed all circumstances were unique including; - Whilst patrolling at height areas at Gatwick an officer s leg fell through damaged-deteriorated boarding that had been used to cover an air conditioning opening. - During PSU Training at Kingstanding a new pain compliance technique was applied by the trainers which resulted in the trainee receiving severe cartilage damage to their nose..5 Several reports have been received from officers detailing the Personal Protective Vest (PPV) and Utility Belt are causing aches, pains and tingling sensations when worn for extended periods all Line Managers are advised to seek advice from the clothing store and where required the Health and Safety Team and Occupational Health. One RIDDOR form has been received; - An officer reported working an extended shift with limited rest breaks resulting in severe back spasms through prolonged wearing of Personal Protective Equipment (PPE) the officers SGT has raised this through EOPT and clothing store..6 Several injuries (including one RIDDOR injury) have been reported as a result of the Job Related Fitness Test (JRFT). The Staff Safety Team are closely monitoring these sessions and in discussion with the Health and Safety Team.

For the last 8 months or so, significant work had been undertaken to align the provision of a robust, efficient and cost effective health and safety service across Surrey and Sussex. On April, the new Surrey/Sussex Joint Health and Safety Service went live and the new Head of Service, Matthew Green, joined Sussex Police on 6 th May having previously been employed by the City of London Corporation. 5
6 . As per the agreed business case for the new structure. The appointment of two Health and Safety Assistant posts to the Service (one in Surrey and one in Sussex) is nearly completed. External Health & Safety Audit. The external independent health and safety audit by across Surrey and Sussex by Turner and Townsend has concluded and at the time of drafting this paper, we are awaiting the first draft of their report. This document will further assist in the direction and development of the joint health and safety implementation plan to enhance the delivery of this critical core business function. The key findings of the audit will also be shared with the Sussex Police internal auditors in West Sussex County Council. Sector threat level to Police/Staff 5. The Police Sector threat level towards Police officers and Police staff remains at its elevated status and is likely to remain so for some time. Throughout this security state and any subsequent changes, the Joint Health and Safety Service will continue to be alert and responsive to the relevant health and safety demands of both organisations. Health & Safety Training for Senior Managers 6. In conjunction with Surrey, a piece of work is currently ongoing to develop a suite of in-house health and safety training packages for senior managers. 6. The target audience will be officers and staff equivalents at the rank of Chief Inspector up to Chief Officer and will focus on their strategic organisational health and safety responsibilities accountabilities. Strategic Health & Safety Risks 7. There are no exceptional health & safety risks to report. Recommended - that the report be noted.
