The HR in the file name designates that it is derived from our new higher resolution population weighted data set. The FW in the file named disignates that population/gas weights for all years of data are fixed to 1 values. A set of files with the same name, but without the "_FW" in the file name is also available, and in those files the weights vary by year. The fixed weights are used in this report to allow for better comparison to values from previous years since differences in values are only due to differences in weather and not differences in population patterns as well.
