Waste management logistics SÖKÖ II Project, Finland Melinda Pascale Brussels SÖKÖ II K. Eerikäinen
Content of this presentation Part 1. SÖKÖ II background and methods Part 2. Some examples of the work packages in logistics SÖKÖ II
The SÖKÖ focus & means A complementary study to the statutory contingency plans Shoreline response and scaled on the worst case oil spill A collection of practical guides A joint effort: Trying to find regionally and nationally satisfying solutions Working together transparently and openly SÖKÖ II
SÖKÖ question: How to get a large amount of oily waste from point A to point B? How to move the waist time/cost effectively? Bottlenecks in the logistic chain? Shallow waters, Rocky shores and Narrow fairways How to manage the new trans agency co-operation? SÖKÖ II Metsähallitus 4
Oil and chemical response in Finland The Ministry of the Enviroment The Finnish Enviroment Institute (SYKE) Regional Rescue Centres (RRC) Responsible for management and control of oil and chemical spill response Responsible for chemical spill response at sea and for oil spill response at open sea and in large scale accidents Responsable for oil spill response in the sea area (not open sea) and on land The Centres for Economic Development, Transport and the Environment Guides and controls municipalities, owners of harbours, docks, and industrial and storage plants which are obliged to organise oil spill response measures SÖKÖ II
Organisations behind SÖKÖ II SOKO II is led by Kymenlaakso University of Applied Science Team of four persons + ~30 visiting researches/students Project steering group and clients composed of oil combating authorities, trans agency co-operation Schedule (SOKO I ) Budget ~ SÖKÖ II SÖKÖ II

BORIS2 In 2009 SYKE launched a project to develop a situation awareness system BORIS2 For the Finnish oil spill response authorities The BORIS2 system is planned to be an interactive geographic information system available over the internet

Road transportation; transportation spots SÖKÖ area covers over 8500 km of shoreline 2400 km on land and 6100 on islands) All roads leading to sea were driven through and rated All optimal road accesses to sea are mapped (for heavy truck and heavy truck combination) ~280 km Turku University
Loading and discharging charts & documents
Conclusion The SÖKÖ plan: When the incident rises to the major scale oil washes ashore important resources are needed Large number of projects partners involves risks, but brings together those who would naturally come together to respond SÖKÖ ensures the whole logistic chain is considered reducing the response time minimising environmental damage & response costs SÖKÖ II
