3 SUPPLEMENTARY PLANNING DOCUMENT THE STORAGE AND COLLECTION OF DOMESTIC WASTE AND RECYCLABLE MATERIALS INTRODUCTION 1. The Borough Council s domestic waste collection service requires householders to store two wheeled bins, one (green) for dry recyclable materials and the second (grey) for general waste. Each bin is emptied fortnightly and must be placed on the edge of the public highway by the householder for collection. Different arrangements may apply to flats and to specialised forms of housing. 2. This supplementary planning document provides details of: the refuse storage requirements for various forms of residential development appropriate ways of siting, enclosing and screening bin storage areas the access requirements of the refuse collection operator arrangements for the storage and collection of other recyclable materials 3. Housing developers should ensure that these requirements for the storage and collection of domestic waste and recyclables are taken into account at the outset in the design and layout of all new housing development. 4. The Eastleigh Borough Local Plan Review (Pre-Inquiry Changes to the Second Deposit Draft) includes a general requirement in policy 29.ES which states that: Provision should be made in the design and layout of housing developments for the storage and collection of domestic waste and recyclable materials to the design and specification of the Borough Council. These facilities must be sited in locations that would not give rise to disturbance to the occupiers of residential property. This requirement is reiterated in criterion (x) of policy 60.BE. Paragraph 3.5 of the Plan notes the intention to produce this supplementary planning document to illustrate how this requirement can be achieved. CURRENT ARRANGEMENTS 5. Current arrangements for the storage of domestic refuse are as follows: Detached/semi-detached houses: Each provided with 2 x 240 litre wheeled bins, usually stored to the side or rear of the property. Terraced Houses: Each provided with 2 x 240 litre wheeled bins. Unless access can conveniently be gained to the rear, these bins are usually stored at the front of the property. Flats, housing in multiple occupation and bedsits: Normally provided with 2 x 1280 litre Eurobins for every 6 units, but may have individual wheeled bins for each dwelling. 6. Small bins with a capacity of 140 litres are available for small households but because all households of 3 or more people are eligible for the larger bins if they wish, it is appropriate that provision is made to accommodate the 240 litre bins.
4 7. The dimensions of the wheeled bins are: Capacity Height Depth Width 240 litres 1070mm 740mm 590mm 1280 litres 1430mm 985mm 1265mm 8. The Council does not consider the use of waste disposal chutes to be an acceptable alternative to the use of wheeled bins because they do not enable the satisfactory separation of recyclable materials to be achieved. THE PLANNING ISSUES 9. Unless proper consideration is given to accommodating wheeled bins in the layout and design of a development a number of issues can arise: i. The two bins can be prominent and intrusive in the street scene, particularly in terraced housing or other developments at higher densities. ii. Where housing is situated close to, or on, the back edge of the footway or pavement, bins can be left obstructing the pavement. iii.bin storage areas can be inconveniently located for residents or inaccessible to refuse collection crews. iv. Bin storage areas that are poorly sited and designed can result in a loss of amenity for residents due to noise and odour. Unsatisfactory examples of bin storage areas that are intrusive in the streetscene
5 10. All bins must be conveniently located for use by residents and must be easily manoeuvrable to the edge of the highway for emptying. 11. In order that the refuse collection vehicle can reach the bin storage area serving flats, appropriate hard-surfaced manoeuvring space must be provided. THE COUNCIL S REQUIREMENTS 12. The Council s requirements for the storage of wheeled bins set out below should be incorporated in all proposals for residential development: Detached, semi-detached and end of terrace houses with side access Proposals for detached, semi-detached and end of terrace houses with side or rear access must include unobtrusive areas suitable for accommodating 2 x 240 litre wheeled bins. Such areas must be convenient for use by residents with easy access to the roadside. There will be no specific need for screening unless the storage area is prominent in views from the road, a footpath or other public vantage point. Mid-terrace houses and other property without side or rear access. Proposals for dwellings without convenient side or rear access direct to the public highway must include an enclosed bin storage area to accommodate 2 x 240 litre wheeled bins on the frontage of the property. There must be at least 150mm clearance around each bin and the enclosure must be of a minimum height of 1200mm. Bins placed alongside one another will therefore require a total width of at least 1630mm. Bin storage areas should be designed as an integral part of the exterior of the dwelling with easy access to the roadside. Flats, houses in multiple occupation and bedsits Proposals for flats, houses in multiple occupation and bedsits must include provision for 2 x 1280 litre bins for every six units unless provision is made for individual bins for each dwelling. There must be at least 150mm clearance around each bin, with a minimum 1 metre clearance required if 1280 litre bins are to be positioned facing each other. Screening must be provided to a height of at least 450mm above the top of the bins. Consideration should also be given to providing appropriate roofing for communal bin storage areas. Examples of communal bin stores with good highway access, design & roofing
6 Communal bin storage areas should be designed as an integral part of the development and must be easily accessible to all residents, with the enclosed area provided with appropriate drainage to assist cleaning. The siting and design of communal bin storage areas should also have regard to the impact of noise and smells on the occupiers of neighbouring properties, existing and proposed. 13. Developers will be required to meet the costs of providing new bins required by the development. EUROBINS 14. The Council s waste collection operatives will move Eurobins from their permanent storage space for collection providing that this storage area is no more than 10 metres from the point accessible by the collection vehicle. 15. Where the collection vehicle is to access a site off the public highway the access drive must be capable of safely accommodating a 6-wheeled vehicle, 9.9 metres in length weighing up to 26 tonnes (developers should also ensure that man-hole covers are strong enough to withstand this weight). The site layout must allow for one of the turning manoeuvres illustrated below. 16. Access between the bin storage area and the collection point should be a minimum of 1.8m wide and have a reasonably smooth, durable surface, not be steeply graded and must include ramped kerbs. GLASS RECYCLING 17. Glass is not collected by the Council as part of the domestic waste and recyclable materials collection service and must be taken to one of the Borough s many glass recycling banks. 18. In order to enhance recycling rates and to provide more accessible glass recycling facilities in 2003 the Council introduced a glass collection vehicle capable of emptying the standard 240 litre wheeled bins. New mini-glass recycling banks will therefore be installed in appropriate locations accommodating three of the 240 litre bins.

Developers of flats, apartments and sheltered housing schemes, where communal waste storage facilities are installed, are therefore encouraged to make additional provision within the bin storage area to accommodate three wheeled bins for clear, green and brown glass. Accessible space 3000mm x 900mm will be required for this purpose and developers will be required to provide the new bins. Careful consideration should be given to the siting and screening of glass recycling facilities to ensure that noise and disturbance is minimised. COMPOSTING OF GROUNDS MAINTENANCE WASTE 20. Where practicable, arrangements should be made in the development of flats to facilitate the on-site composting of materials from the maintenance of communal grassed areas and shrub planting. 21. The appropriate siting of a composting bin for grass cuttings and chipped woody material to provide compost for re-use on site would save transport and disposal costs for grounds maintenance contractors. Advice on composting can be obtained from the Head of Direct Services. 22. The Council considers on-site composting to be the preferable option, but where this is not practicable the Council offers a roadside green waste collection service.
