1 Heroin Epidemic LaCinda Jones, MSW, LSW Barbara Cowan, MSW Algeria Wilson, BSW National Statistics 7 Drug Enforcement Agency (DEA) 2015 National Drug Threat Assessment Summary Leading cause of injury death in the US, surpassing motor vehicle and firearm deaths Heroin & controlled prescription drugs 2007 to 2013 heroin related overdoses increased by 244% 1

2 Northern Kentucky These 3 counties account for nearly 25% of heroin related deaths in the state Boone County 38 per 100,000 Kenton County 43.3 per 100,000 Campbell County 47.9 per 100,000 Fentanyl appears to also be on the rise Medical Risk 5 From 2014 NKY has 11 times the national average being diagnosed with Hepatitis B Hepatitis C is almost 20 times the national average Northern Kentucky has the third highest rate of diagnosed HIV cases in the state Harm Reduction Needle Exchange Programs H.I.T, H.E.A.R.T, & S.T.A.R. NKY Hates Heroin 6 JSAP (Jail Substance Abuse Programs) Kenton County began 2015 Evidence based treatment for 6 months If eligible, given Vivitrol shot prior to leaving jail and connected with medical clinic outside jail to continue Vivitrol treatment Campbell County plans an expansion to include a treatment center in Treatment in lieu of incarceration Department of Public Advocacy Alternative Sentencing Workers 2

3 Kentucky House Bill Approved June 8, 2011 to address high number of incarcerated individuals who would benefit from rehabilitation services and present low risk to the public Realization that some crimes were related to substance dependency and treatment programs would help lower recidivism rates Kentucky Senate Bill Passed in response to the heroin crisis Funding for treatment centers and programs Alternative Sentencing Pilot Program 2006 Divert persons with significant social and economic barriers to services and treatment so that they can successfully transition into their communities and become productive citizens Provide judges with relevant mitigating information about a defendants health, mental health, social history, as well as viable alternatives to incarceration Save Kentucky money in incarceration cost by diverting persons with addiction and mental illness to community based treatment Lower recidivism rates Pilot Project Goals 2006 Train DPA offices how to effectively utilize a Social Worker as part of the juvenile defense team Introduce Judges and prosecutors to the concept of Social Workers as part of the defense team Collect data to show the effectiveness of Social Workers as part of the defense team Request legislative funding to hire trained Social Workers 3

4 Outcomes of 2006 Pilot Program 82 % of the adult clients that had been released from prison or jail and were still in the community 18 % recidivism rate compared DOC 27.5% recidivism 10,000 days of incarceration saved 93% of defendants abstaining from substances 1.3 million annual savings Kentucky is saving 96,8000 per social worker 2013 Pilot Program Collaboration with the University of Kentucky and Alcohol Research for an evaluation of the effects of the diversion services offered by DPA The DPA Social Work Program served 1,053 in cases required complete assessments and plans submitted to the court 526 plans were accepted by the court and granted an alternative sentence This pilot study used a convenience sample of 20 out of the 526 cases to evaluate the program Outcomes of 2013 Pilot Program 4
