2 Introduction OSHA standards require employers to provide proper exits, fire-fighting equipment, emergency plans, and employee training to prevent fire deaths and injuries in the workplace. When OSHA conducts workplace inspections, it checks to see whether employers are complying with OSHA standards for fire safety. This plan includes: building fire exit inspections portable fire extinguisher rules emergency evacuation plan procedures fire prevention plan procedures fire suppression plan procedures This Fire Safety Plan follows the OSHA requirements for a written plan found in 29 CFR Employers Covered All employers are covered by these rules and should have a written Fire Safety Plan as part of their Emergency Action Plan. However, for employers with 10 or fewer employees, the plan may be communicated to them orally and need not be maintained in written form. Fire Safety Plan ii

4 The following sample Fire Safety Plan has been developed in accordance with the OSHA Fire Safety Standard, 29 CFR RESPONSIBILITY Susan M Browning is solely responsible for all facets of this plan and has the full authority to make necessary decisions to ensure the success of this plan and will develop detailed written instructions where required by this plan and will amend these instructions when necessary. Further, she or her designee is responsible for training employees in the use of fire extinguishers and the use of the evacuation plan, and for providing any other training required by this plan. is responsible for the control of fuel source hazards. FIRE EXITS Each workplace building must have at least two means of escape remote from each other to be used in a fire emergency. Fire doors must not be blocked or locked to prevent emergency use when employees are within the buildings. Delayed opening of fire doors is permitted when an approved alarm system is integrated into the fire door design. Fire Safety Plan 2
5 Exit routes from buildings must be clear and free of obstructions and properly marked with signs designating exits from the building.,, are responsible for inspecting fire exits. Inspections will be performed monthly, unless it is necessary to inspect more frequently, such as during harvest season. PORTABLE FIRE EXTINGUISHERS Each workplace building must have a full complement of the proper type of fire extinguisher for the fire hazards present. Employees expected or anticipated to use fire extinguishers must be instructed in the hazards of fighting fire, how to properly operate the fire extinguishers available, and what procedures to follow in alerting others to the fire emergency. Training will be provided by the person responsible for training, who is named on the first page of this plan. Only approved fire extinguishers are permitted to be used in workplaces, and they must be kept in good operating condition. will oversee appropriate maintenance and inspection of fire extinguishers. All fire extinguishers will be inspected annually by an outside fire extinguisher company. In those situations where the employer wishes to evacuate employees instead of having them fight small fires, there must be written emergency plans and employee training for proper evacuation. 6 EMERGENCY EVACUATION PLANNING Each workplace must have a written Emergency Evacuation Plan for evacuation of employees that includes: evacuation routes and procedures for all employees procedures for accounting for all evacuated employees special procedures for evacuating physically impaired employees procedures for those employees who must remain behind temporarily to shut down critical plant equipment the means of alerting employees to a fire emergency the means for employees to report emergencies The written plan must be available for employee review. An employee alarm system must be available throughout the workplace complex and must be used for emergency alerting for evacuation. The alarm system may be voice communication or sound signals such as bells, whistles, or horns. Employees must be trained in: recognizing the evacuation signal knowing their role in the Emergency Evacuation Plan All new or transferred employees must be trained in the Emergency Evacuation Plan when beginning their job duties. All employees must be trained in any changes in the plan. Fire Safety Plan 4
7 FIRE PREVENTION PLAN Stopping unwanted fires from occurring is the most efficient way to handle them. LCN has identified these potential fire hazards that may be found where employees work: Fire Hazards 1. Spontaneous combustion as a result of heat build-up in trash, oily rags, etc. 2. Flammable materials, such as chemicals placed too closely to an open flame, furnace, or hot pipes 3. Accidentally mixing flammable and combustible liquids together, lowering the flashpoint 4. Static electricity, which can be generated when fluids flow through a pipe, or during agitation or mixing of liquids 5. Welding torches 6. Exposed electrical wiring or damaged cords 7. Dragging metal on the ground 8. Sparks from vehicles in poor repair 9. Lit cigarettes 10. Exposed electrical wiring or damaged cords LCN has outlined below its Fire Prevention Procedures and requires all employees to observe them: 1. Each employee is required to obey the Company s NO SMOKING policy where a potential fire hazard has been identified, such as fueling areas, and when using combustible materials. Smoking is prohibited with in 25 feet of these operations. 2. Keep all flammable materials in closed containers. Fire extinguishers are posted conspicuously in building areas. Employees will be informed of the locations of fire fighting equipment and how to use them. Class A - ordinary combustible material Class B - flammable liquid, gas or grease Class C - energized electrical fire 3. An appropriate fire extinguisher should be mounted within 75 feet of outside areas. Fifty feet if class B hazard, and 10 feet of inside areas containing flammable liquids. 4. Fire exits shall be marked, kept clear and ready for use. All electrical equipment will be inspected for faulty cords and overloaded circuits. Such items will be reported immediately to a supervisor for repair. Bond and ground as necessary to eliminate static charge potential. 5. Employees are to be familiar with burn first aid and related equipment. 6. In case of fire immediately notify the supervisor. Use available fire fighting equipment if certain it will extinguish the fire. If uncertain, call the fire department and go to the evacuation meeting for further instruction. Fire Safety Plan 5
8 7. Have a specific place, away from other flammable material, welding or cutting operations or flame for all sued and new oils, greases and fuels. Place NO SMOKING sign. Do not use within 25 feet of any sources of ignition. 8. Combustible dust, scrap, debris, and waste should be routinely cleaned. 9. All oil and gas fired devices, such as dryers and steam cleaners, should be equipped with flame failure controls that will prevent flow of fuel if pilots or main burners are not working. SPECIFIC RULES REGARDING ACTIVITIES INVOLVING FIRE Starting Brush Fires 1. Try to start with small piles of fine wood. 2. If fuel is used, do not use gas or highly flammable fuels. 3. Wet area to be started with fuel before starting. 4. Avoid adding fuel to a burning fire. If you throw fuel on a burning fire, the fire can follow the fuel back to you. 5. On foggy or heavy air days be especially careful because the vapor from the fuel can follow a path along the ground and spread out behind you engulfing you in flame. Chemical Spill Procedures 1. In the event of a chemical spill, large or small, employees in the immediate spill area who are not wearing appropriate personal protective equipment must leave the area immediately and notify a supervisor. Employees who are wearing appropriate personal protective equipment must try to contain the spill. If the spill is large and flowing out of control, emergency assistance must be called immediately. 2. If the spill is liquid, an absorbent material, such as sand or cat litter, must be placed on top of the spill to absorb the liquid. Upright an over-turned container or place a leaking container inside another container. Employees are not to use water on the spill as it will spread the spill into drainage systems or other waterways. Employees are to follow LCN s hazardous substance disposal procedures. 9 3. If the spill is dry or granulated, immediately form a barrier around the spill with sand or cat litter to prevent the granules from spreading further. Upright an overturned container or place a leaking/torn container into another container. Do not use water as it will spread the chemical. Follow LCN s hazardous substance disposal procedures. Emergency Escape Route Map and Records See emergency action plan Heat producing equipment such as heaters, cutting torches, etc., must be properly maintained and kept clean of accumulations of flammable residues. Heat producing sources will be inspected as necessary by the facility supervisor or foreman. Flammables are not to be stored close to these pieces of equipment. All employees must be trained in the potential fire hazards of their jobs and in the procedures listed in the Fire Prevention Plan. All new or transferred employees must be trained in the Fire Prevention Plan when beginning their job duties. All employees must be trained in any changes in the plan. Fire Safety Plan 7
